තවත් බැටරි පද්ධතියක් විදුලි බල ජාලයට..


මෙරට පුනර්ජනනීය බලශක්ති ධාරිතාව සහ විදුලි පද්ධතියේ ස්ථාවරත්වය ඉහළ නැංවීම සඳහා ස්ථාපනය කරනු ලබන දකුණු පළාත් (ගාල්ල,  බටදූව) බැටරි බලශක්ති ගබඩා පද්ධතිය ගරු වරාය,සිවිල් ගුවන් සේවා සහ බලශක්ති අමාත්‍ය අනුර කරුණාතිලක මහතාගේ  ප්‍රධානත්වයෙන් (සැප්.20) පෙරවරුවේ ජාතික විදුලි පද්ධතියට නිල වශයෙන් සම්බන්ධ කරනු ලැබිණි. 

මෙම අවස්ථාව සදහා ධීවර, ජලජ සහ සාගර සම්පත් ගරු නියෝජ්‍ය අමාත්‍ය රත්න ගමගේ, ගරු වෘත්තීය අධ්‍යාපන නියෝජ්‍ය අමාත්‍ය නලින් හේවගේ,බලශක්ති අමාත්‍යංශයේ ලේකම් සහ   ජනාධිපති ජ්‍යෙෂ්ඨ අතිරේක ලේකම් ජී. එම්. ආර්. ඩී. අපොන්සු, ශ්‍රී ලංකා සුනිත්‍ය බලශක්ති අධිකාරියේ සභාපති මහාචාර්ය ටී. එම්. ඩබ්ලිව්. ජේ. බණ්ඩාර යන මහත්වරුන්,පාර්ලිමෙන්තු මන්ත්‍රිවරුන් පළාත් පාලන ආයතනවල මන්ත්‍රිවරුන් සහ බලශක්ති අමාත්‍යංශය නියෝජනය කරමින් රජයේ උසස් නිළධාරීන්ද සහභාගි විය.

මෙගාවොට් 10 ක (10 MW) ධාරිතාවකින් සහ මෙගාවොට් පැය 40 ක (40 MWh) ධාරිතා ගබඩා ප්‍රමාණයකින් යුත් මෙම එක් බලාගාරයක් සඳහා සාමාන්‍යයෙන් රුපියල් බිලියන 1.73 ක පමණ පිරිවැයක් දරන අතර, මේ සඳහා මහා පරිමාණ Lithium-ion (ලිතියම්-අයන් සහ පොස්පරස්) කන්ටේනර් වර්ගයේ (Containerized BESS) බැටරි පද්ධති තාක්ෂණය භාවිත කරයි.

මිලි තත්පර ගණනකින් (Milliseconds) ක්‍රියාත්මක වීමේ හැකියාව ඇති බැවින්, ජාතික පද්ධතියේ කිසියම් බලාගාරයක් බිඳ වැටුණහොත් ක්ෂණිකව සංඛ්‍යාතය පාලනය කර විදුලිය විසන්ධි වීම (Blackout) වැළැක්වීමට මෙම පද්ධතිය සතු විශේෂත්වයයි. සූර්ය සහ සුළං වැනි පුනර්ජනනීය බලශක්ති බලාගාර බහුලව පවතින ප්‍රදේශවල විදුලි රැහැන් පද්ධතියේ ස්ථාවරත්වය ආරක්ෂා කිරීම සඳහා, මෙම බැටරි පද්ධති සියල්ලම ඒ අසල ඇති උපපොළවල් (Grid Substations) 16 ක් කේන්ද්‍ර කරගනිමින් පළාත් මට්ටමින් ස්ථාපිත කිරීමට නියමිතය.

ජාතික ජන බලවේගය රජයේ “පොහොසත් රටක් - ලස්සන ජිවිතයක්” ප්‍රතිපත්ති මාලාවේ බලශක්ති ප්‍රතිපත්තියේ මූලික අරමුණ වී ඇත්තේ  ෆොසිල ඉන්ධන මත යැපීම අවම කරමින් පුනර්ජනනීය බලශක්ති ප්‍රභවයන් (සුළං, සූර්ය සහ ජල විදුලි) පුළුල් ලෙස නංවාලීමයි. 

ඒ තුළින් ආනයනික ඉන්ධන සඳහා වැය වන විදේශ විනිමය ඉතිරි කරගැනීම, ජාත්‍යන්තර මිල උච්චාවචනයන්ගෙන් ආර්ථික වශයෙන් රට ආරක්ෂා කිරීම සහ ජනතාවට දැරිය හැකි මිලකට අඛණ්ඩව බලශක්තියක් සැපයීම අපේක්ෂා කෙරේ. 

තවද, බලශක්ති ව්‍යාපෘති සඳහා විනිවිදභාවයෙන් යුත් තරගකාරී ටෙන්ඩර් ක්‍රමවේද අනුගමනය කිරීම සහ නව තාක්ෂණය භාවිතයෙන් පද්ධතියේ කාර්යක්ෂමතාව ඉහළ නැංවීම ද මෙම ප්‍රතිපත්තියට ඇතුළත් වේ. ඒ අනුව පුද්ගලික අංශයේද පුළුල් දායකත්වයක් සහිතව පුනර්ජනනීය බලශක්ති 2030 වන විදුලි උත්පාදනය සඳහා බලශක්ති ප්‍රභවයන්ගේ දායකත්වය 70% දක්වා ඉහළ නංවා ගැනීමට අපේක්ෂා කරයි. 2050 වන විට රට තුළ බලශක්ති අංශයෙන් සිදුවන හරිතාගාර වායු විමෝචනය සම්පූර්ණයෙන්ම ශුන්‍ය මට්ටමට පත්කිරීම රජය සතු ජාතික ඉලක්කයවේ.පරිසර හිතකාමි හරිත බලශක්ති ප්‍රවර්ධනයට දිරිගැන්වීම එහි ප්‍රධාන අරමුණ වේ.

දහවල් කාලයේදී සූර්ය බලශක්තියෙන් (Solar Power) නිපදවන අතිරික්ත විදුලිය මෙම බැටරි පද්ධතිය තුළ ගබඩා කර ගන්නා අතර, රාත්‍රී කාලයේදී විදුලි ඉල්ලුම උපරිම වන අවස්ථාවන්හිදී (Peak Hours) එම විදුලිය නැවත ජාතික විදුලිබල පද්ධතියට මුදා හැරිමට හැකි වීම මෙහි සතු තාක්ෂණික විශේෂත්වයයි. මෙහි පාලන කටයුතු සහ අධික්ෂණය බලශක්ති අමාත්‍යාංශය යටතේ පවතින ජාතික පද්ධති ක්‍රියාකරු සමාගම NSO (The National System Operator) විසින් සිදු කරනු ලබයි. 





Battery Energy Storage System Officially Connected to National Grid in Southern Province

A significant milestone for Sri Lanka's renewable energy capabilities was reached as the Battery Energy Storage System (BESS) in the southern province of Galle and Batadura was officially integrated into the national electricity grid on September 20, under the leadership of Minister of Power and Renewable Energy, Anura Priyadarshana Yapa.

The event saw participation from notable figures including Deputy Minister of Fisheries, Water Resources and Marine Affairs, Ratna Gamage, Deputy Minister of Vocational Education and Training, Nalin Hewage, Secretary to the Ministry of Power, G.M.R.D. Aponso, and Chairman of the Sri Lanka Sustainable Energy Authority, Professor T.M.W.J. Bandara, along with various parliamentarians and senior officials representing the government.

This single facility boasts a capacity of 10 megawatts (MW) and can store up to 40 megawatt-hours (MWh) of energy, with an estimated cost of around Rs. 1.73 billion. The system utilizes large-scale Lithium-Ion battery technology housed in containerized forms, specifically designed for optimal efficiency.

The unique capability of this system allows it to act within milliseconds, providing rapid frequency control to prevent power interruptions in the national system should any plant fail. Additionally, it is tasked with stabilizing the electricity distribution in areas with high penetration of renewable energy sources such as solar and wind.

To enhance stability, the battery systems are strategically planned for installation at 16 grid substations across the province. The overarching aim is to reduce dependency on fossil fuels by promoting renewable energy sources such as wind, solar, and hydropower, as part of the government’s energy policy under the "Prosperous Nation - Beautiful Life" initiative.

This ambitious policy aims to conserve foreign exchange spent on imported fuels, shield the economy from international price volatility, and continuously supply electricity at affordable rates to the population.

Moreover, it emphasizes transparent and competitive tender processes for energy projects, promoting efficiency through new technologies. The government envisions increasing the contribution of renewable energy sources to 70% of electricity generation by 2030, with a national target of achieving zero greenhouse gas emissions from the energy sector by 2050. The chief objective is to foster the development of environmentally sustainable and green energy.

During daylight hours, excess electricity generated through solar power will be stored in the battery system and can be dispatched back into the national grid during peak demand times in the evening, showcasing the system's technological sophistication. The National System Operator (NSO) under the Ministry of Power will oversee the operation and management of this innovative facility.
