සූර්ය බලශක්ති ක්ෂේත්රය ආයෝජනය කර විශාල ලෙස ලාභ උපයන ව්යාපාරයක් බවට පත් කර ගැනීමට ඉඩ දිය නොහැකි බවත්, බලශක්ති ක්ෂේත්රය යනු හුදෙක් ආදායම් උත්පාදනය කරන මාර්ගයක් ලෙස නොසැලකිය යුතු බවත් විදුලිබල හා බලශක්ති අමාත්ය අනුර කරුණාතිලක මහතා අවධාරණය කරයි.
රජයේ ප්රවෘත්ති දෙපාර්තමේන්තුවේ පැවති විශේෂ ප්රවෘත්ති සාකච්ඡාවකදී මාධ්යවේදීන් නැගූ ප්රශ්නවලට පිළිතුරු දෙමින් අමාත්යවරයා මේ බව ප්රකාශ කළේය.
Net Metering සහ Net Accounting ක්රමවේද අත්හිටුවීම සම්බන්ධයෙන් අදහස් දැක්වූ අමාත්යවරයා, මෙය තනි පුද්ගලයෙකුගේ තීරණයක් නොව කැබිනට් මණ්ඩලයේ සාමූහික වගකීමෙන් යුතුව අනුමත කරන ලද ජාතික බලශක්ති ප්රතිපත්තියට අනුකූලව ක්රියාත්මක කළ පියවරක් බව පෙන්වා දුන්නේය.
ඒ අනුව, පසුගිය සැප්තැම්බර් 11 වැනිදායින් පසුව ඉදිරිපත් වන අයදුම්පත් සඳහා මෙම නව ප්රතිපත්තිය ක්රියාත්මක වන බව හෙතෙම සඳහන් කළේය.
විදුලිය ගබඩා කිරීමේ ක්රමවේදයක් නොමැති තත්ත්වයක් තුළ, දිවා කාලයේදී සූර්ය කෝෂ මඟින් ලබාගන්නා විදුලිය වෙනුවට රාත්රී කාලයේදී පාරිභෝගිකයන්ට සැපයීමට සිදුවන්නේ අධික පිරිවැයක් දරා ජනනය කරන විදුලි ඒකක බව අමාත්යවරයා මෙහිදී පැහැදිලි කළේය.
එම අමතර පිරිවැය දැරීමට ක්රමවේදයක් නොමැති බැවින්, දිවා කාලයේ උත්පාදනය කරන විදුලියෙන් කොටසක් තමන්ගේ පරිභෝජනයට ගෙන ඉතිරි ප්රමාණය වෙනුවෙන් ගෙවීමක් ලබා ගැනීමේ ක්රමයක් ඉදිරියේදී සකස් කරන බවද ඔහු කියා සිටියේය.
එසේම, රාත්රී කාලයේදී ජාතික පද්ධතියෙන් අධික පිරිවැයක් සහිත විදුලිය භාවිත කරන්නේ නම්, ඊට අදාළ නිශ්චිත මුදලක් එම පාරිභෝගිකයන් විසින් ගෙවිය යුතු බව අවධාරණය කළ අමාත්යවරයා, සූර්ය බලශක්තිය ව්යාපාරයක් කරගනිමින් අධික ලාභ ලැබීමට අපේක්ෂා කරන පාර්ශ්වයන්ට ඒ සඳහා අවස්ථාව ලබාදීමේ හැකියාව අමාත්යාංශය සහ අනුබද්ධ ආයතන සතුව නොමැති බවද වැඩිදුරටත් අවධාරණය කළේය.
Energy Minister Emphasizes Sustainable Growth Over Profit in Solar Sector
Electricity and Energy Minister Anura Yapa Karunathilaka has stressed the importance of viewing the energy sector not merely as a profit-generating avenue but as a pivotal component of national development. During a special press briefing held by the Government Information Department, he addressed questions from journalists regarding various aspects of the sector.
While discussing the suspension of the Net Metering and Net Accounting systems, the minister clarified that this decision was not arbitrary. He pointed out that it was a collective responsibility approved by the Cabinet, in alignment with the national energy policy.
He emphasized that the new policy will come into effect for applications submitted after September 11. The minister highlighted the current challenge of operating without a viable electricity storage mechanism, which leads to high costs when consumers switch from solar power during the day to more expensive electricity generated at night.
Karunathilaka noted the necessary developments to formulate a system that allows consumers to receive remuneration for the excess power they generate during the day, which they do not consume immediately. He reiterated that if consumers opt for the higher-cost electricity from the national grid during nighttime, they will need to bear the associated charges.
Furthermore, the minister made it clear that the Ministry and its affiliated entities do not facilitate opportunities for parties intending to exploit the solar energy sector purely for excessive profit. This stance reflects the government's commitment to maintaining a balanced and sustainable energy environment amidst growing industrial interest in solar investments.
