මෙරට පොදු ප්රවාහන සේවයට අලුතින් එක් කළ ‘මෙට්රෝ බස්’ ව්යාපෘතිය විධිමත් අධ්යයනයකින් තොරව ක්රියාත්මක කිරීම හේතුවෙන් දැවැන්ත මහජන මුදල් නාස්තියක් සහ බරපතළ අක්රමිකතා රැසක් සිදුවෙමින් පවතින බව පාර්ලිමේන්තු මන්ත්රී ජගත් විතාන මහතා අනාවරණය කරයි.
මන්ත්රීවරයා පෙන්වා දෙන්නේ, මෙම බස් රථයකින් එක් කිලෝමීටරයක් ධාවනය කිරීම සඳහා ඉන්ධන (ඩීසල්) ලීටර් දෙකක් තරම් විශාල ප්රමාණයක් වැයවන බවයි. ලොව දියුණු රටවල් විදුලිය හා ඩීසල් භාවිත වන දෙමුහුන් තාක්ෂණයට යොමුවෙද්දී, මෙවැනි අධික ඉන්ධන පරිභෝජනයක් සහිත බස් රථ ගෙන්වීම බලශක්ති නාස්තියක් බව හෙතෙම පෙන්වා දෙයි.
තවද, මගීන් 40 දෙනෙකුට පමණක් ගමන් පහසුකම් සලසා ඇති මෙම බස් රථ සඳහා සාමාන්ය ගාස්තුව මෙන් දෙගුණයක මුදලක් අය කරන බවත්, එසේ තිබියදීත් දැනට මගීන් 80 දෙනෙකු පමණ හිටගෙන ගෙනියන තත්ත්වයකට පත්කර ඇති බවත් මන්ත්රීවරයා පැවසීය. හිඳගෙන යන මගියා මෙන්ම හිටගෙන දුක්විඳිමින් යන මගියාගෙන් ද එක හා සමානව දෙගුණයක ප්රවේශපත්ර ගාස්තුවක් අයකිරීම අසාධාරණ බව පෙන්වා දුන් මන්ත්රීවරයා, ආණ්ඩුක්රම ව්යවස්ථාවෙන් පවා පිළිගෙන ඇති පූජ්ය පක්ෂය සඳහා වන ආසන වෙන්කිරීම පවා මෙම බස් රථවල නොමැති වීමෙන් මහා සංඝරත්නය ඇතුළු පූජකවරුන්ට හිටගෙන ගමන් කිරීමට සිදුව ඇති බව ද අවධාරණය කළේය.
මෙම ව්යාපෘතිය ආශ්රිතව සිදුවන දූෂණ හා අක්රමිකතා පිළිබඳව වැඩිදුරටත් අදහස් දැක්වූ මන්ත්රී ජගත් විතාන මහතා මෙසේද සඳහන් කළේය.
"මේ බස් රථවල අමතර කොටස්, ටයර් සහ ටියුබ් මිලදී ගැනීමේදී 15% සිට 35% දක්වා වූ විශාල කොමිස් මුදලක් යටින් හුවමාරු වෙනවා. මිලියන ගණනක බඩු ගන්නකොට මේ කොමිස් යන්නේ කාගේ සාක්කුවටද කියලා පාලනාධිකාරිය දන්නේ නැහැ. ටෙන්ඩර් පටිපාටිය පවා සකස් කරලා තියෙන්නේ දේශීයව ලබාගන්නා අඩු ගුණාත්මක ටයර්වලට ප්රමුඛත්වය ලැබෙන විදිහටයි. කිලෝමීටර් එක්ලක්ෂ විසිපන්දහසක් දුවන්න පුළුවන් ආනයනික ටයර් තිබියදී, කිලෝමීටර් තිස්පන්දහසකින් ගෙවී යන ටයර් දමා ධාවනය කරනවා. මේවායින් දවසකට ශ්රීලංගම ලබන පාඩුව රුපියල් ලක්ෂ දෙසීයක් බව විගණකාධිපති වාර්තාවලින්ම පෙන්වා දී තිබෙනවා."
මීට අමතරව කළුතර දිස්ත්රික්කයේ පානදුර, හොරණ, මතුගම, බණ්ඩාරගම සහ කළුතර යන ඩිපෝ පහ තුළම බස් රථයක් ඔසවා සෝදා පිරිසිදු කිරීමට හෝ නඩත්තු කිරීමට අවශ්ය මූලික පහසුකම් හෝ නොමැති බවත්, මාර්ග බලපත්ර නීති උල්ලංඝනය කරමින් හිතුමතේ බස් රථ ධාවනය කරවීමෙන් සමස්ත ප්රවාහන පද්ධතියම අඩපණ වෙමින් පවතින බවත් හෙතෙම සඳහන් කළේය.
කිසිදු වැටුපක් හෝ නිල වාහන අපේක්ෂාවකින් තොරව මෙම ක්ෂේත්රයේ පවතින දැවැන්ත දූෂණ හා ගැටලු නිරාකරණය කර ප්රවාහන සේවය ගොඩනැගීමට උපදෙස් සහ තාක්ෂණික දැනුම ලබාදීමට තමන් සූදානම් බව ප්රකාශ කළ මන්ත්රීවරයා, පොදු ප්රවාහනය තුළ පවතින මෙවැනි දැවැන්ත හිල් වහා වසා දැමීමට බලධාරීන් පියවර ගත යුතු බව වැඩිදුරටත් කියා සිටියේය.
Concerns Raised Over Inefficiencies in Sri Lanka’s New Metro Bus Project
Serious financial mishaps and operational inefficiencies plaguing the newly launched 'Metro Bus' project have come to light thanks to the revelations from Parliament member Jagath Vitharana. He has underscored that the project's implementation lacks thorough study, leading to substantial public monetary losses.
Vitharana highlighted an alarming statistic: the diesel consumption for just a single kilometer of operation equates to two liters, representing a significant waste of energy. As developing countries transition towards electric and dual-fuel technologies, the reliance on buses with such high fuel consumption is a reckless energy drain, he argued.
Furthermore, these buses, designed to accommodate approximately 40 passengers, are charging fares that are double the standard rate. Despite this, they often carry around 80 passengers, leading to overcrowding. Vitharana criticized the policy of charging equal fares for seated and standing passengers, deeming it unjust. He also pointed out an oversight in ensuring proper seating for clergy, who have been forced to stand due to the absence of reserved seats in these buses.
Delving into issues of corruption and mismanagement associated with the project, Vitharana disclosed, “Estimates indicate that commissions for purchasing spare parts, tires, and tubes vary between 15% to 35%. The authorities remain unaware of whose pockets this money ends up in when millions’ worth of goods are procured. The tendering process prioritizes lower-quality locally sourced tires, neglecting high-quality imported alternatives that can travel significantly longer distances.” Reports reveal that inefficiencies in the daily operations result in losses amounting to nearly one hundred thousand rupees in Sri Lankan currency.
Additionally, he pointed out that basic facilities for cleaning and maintaining buses are non-existent at depots in Panadura, Horana, Matugama, Bandaragama, and Kalutara. The violation of road permit laws has further weakened the overall transport system, he noted.
Vitharana declared his readiness to offer guidance and technical expertise to rectify the extensive corruption and issues prevailing in the sector, stressing the urgent need for authorities to tackle these significant inefficiencies in public transportation.
