පාසල් වසා දමන්නේ චක‍්‍රලේක අනුවයි..- අධ්‍යාපන ලේකම්

 ව්ත්මන් රජය බලයට පත්වීමෙන් අනතුරුව මෙරට පාසල් සංඛ්‍යාව 200කට අධික ප්‍රමාණයකින් පහත වැටී ඇති බවට පළවන වාර්තා සම්බන්ධයෙන් කරුණු පැහැදිලි කරමින් අධ්‍යාපන අමාත්‍යාංශය පවසන්නේ, පාසල් වැසී යාම යනු පළාත් ව්‍යුහාත්මක චක්‍රලේඛ අනුව සිදුවන සාමාන්‍ය ක්‍රියාවලියක් මිස කිසිදු විශේෂ වැඩපිළිවෙළක් යටතේ සිදුකරන්නක් නොවන බවයි.

The Daily Morning පුවත්පත මේ පිළිබඳව කළ විමසීමකදී අදහස් දැක්වූ අධ්‍යාපන අමාත්‍යාංශ ලේකම් නාලක කළුවැව මහතා සඳහන් කර ඇත්තේ, සිසුන්ගේ සංඛ්‍යාව අඩුවීම සහ පළමු ශ්‍රේණියට ළමුන් ඇතුළත් නොවීම වැනි විවිධ හේතූන් මත පාසල් වැසී යාමට අදාළ ප්‍රතිපාදන ව්‍යුහාත්මක චක්‍රලේඛවල අන්තර්ගත වන බවයි.

“සාමාන්‍යයෙන් සෑම වසරකම පාසල් වැසී යාම සිදුවෙනවා. ශිෂ්‍ය සංඛ්‍යාව අඩුවීම සහ පාසල්වලට ළමුන් ඇතුළත් නොවීම වැනි හේතු මත පළාත් මට්ටමින් අදාළ ව්‍යුහාත්මක චක්‍රලේඛ ප්‍රකාරව මෙය සිදුවන දෙයක්. පාසලක් වසා දැමිය යුතු අවස්ථාවක අනුගමනය කළ යුතු ක්‍රමවේදය එම චක්‍රලේඛයේ පැහැදිලිව දක්වා තිබෙනවා. යම් පාසලක් වසා දමා ඇත්නම්, එය සිදුව ඇත්තේ එම නියමිත ක්‍රියාපටිපාටියට අනුකූලවයි. මෙය අලුත් තත්ත්වයක් නොවන අතර අතීතයේ සිටම සිදුවූ සාමාන්‍ය දෙයක්,” යැයි ලේකම්වරයා පැහැදිලි කර ඇත.

ජාතික ජන බලවේග ආණ්ඩුව බලයට පත්වන විට 10,290ක්ව පැවති සමස්ත පාසල් සංඛ්‍යාව මේ වන විට 10,050ක් දක්වා පහත වැටී ඇති බවට ලංකා ගුරු සංගමය කළ ප්‍රකාශයකින් අනතුරුව අමාත්‍යාංශ ලේකම්වරයා මෙම අදහස් පළ කර තිබේ.

ජාතික හා පළාත් පාසල් දෙවර්ගයම ඇතුළත්ව මේ වන විට පාසල් 240කින් අඩුවී ඇතැයි ලංකා ගුරු සංගමයේ සභාපති ප්‍රියන්ත ප්‍රනාන්දු මහතා මීට පෙර ප්‍රකාශ කර තිබිණි.

කෙසේ වෙතත්, අමාත්‍යාංශ ලේකම්වරයාගේ ප්‍රකාශය සම්බන්ධයෙන් ප්‍රතිචාර දක්වමින් ලංකා ගුරු සංගමයේ සභාපති ප්‍රියන්ත ප්‍රනාන්දු මහතා පෙන්වා දෙන්නේ, පාසල් වසා දැමීම සම්බන්ධ ප්‍රතිපාදන මීට පෙර ව්‍යුහාත්මක කමිටු චක්‍රලේඛවල ඇතුළත්ව නොතිබූ බවත්, එම ප්‍රතිපාදන ඇතුළත් කරනු ලැබුවේ පසුගිය වසරේදී වත්මන් රජය යටතේ බවත්ය.

අතීතයේදී ප්‍රතිපත්තිමය තීරණ මත නොව අත්‍යවශ්‍යම වූ හේතු මත පමණක් ඉතා කලාතුරකින් පාසල් වැසී ගිය නමුත්, වර්තමානයේදී වේගවත් අනුපාතයකින් පාසල් වැසී යාමේ ප්‍රවණතාවක් මතුව තිබීම බරපතළ ගැටලුවක් බව හෙතෙම වැඩිදුරටත් කියා සිටියි.

Decline in School Numbers Raises Concerns Among Educators

Recent reports have indicated a significant drop in the number of schools across the country, exceeding 200 since the current government took office. The Ministry of Education has clarified that the closure of schools is a standard procedure governed by provincial structural guidelines, rather than a specific, pre-planned initiative.

During an inquiry by The Daily Morning, Nalaka Kaluwewa, the Secretary of the Ministry of Education, revealed that various factors, such as the decrease in student enrollment and the lack of children entering the first grade, are addressed within the protocols leading to school closures outlined in the structural guidelines.

“School closures occur regularly every year. Factors like a decline in student numbers and children not enrolling contribute to these closures at the provincial level. The methodology to close a school is clearly detailed in these guidelines, and when a school is shut down, it follows this established procedure. This is not a new situation; it has been a normal occurrence in the past,” the Secretary emphasized.

According to a statement from the Lanka Teacher's Union, the total number of schools has decreased from 10,290 to 10,050 since the rise of the National People's Power government. This figure prompted the Secretary of the Ministry to express his concerns.

The President of the Lanka Teacher's Union, Priyantha Pranandu, previously noted that the number of schools has dropped by 240, affecting both national and provincial institutions.

However, responding to the Secretary's remarks, Pranandu highlighted that the guidelines for school closures were not part of previous structural committee protocols and that these provisions were only included under the current government last year.

He further pointed out that while school closures in the past were infrequent and based on essential reasons, a growing trend of rapid school closures poses a serious issue in the present context.
