ළමාවිය මුහුණ දෙන නූතන සමාජ හා තාක්ෂණික අභියෝග හමුවේ දරුවන්ගේ චිත්තවේගීය ආරක්ෂාව, මානසික යහපැවැත්ම සහ ආත්ම විශ්වාසය තහවුරු කිරීම ඉතා වැදගත් බවත්, රජය ඒ වෙනුවෙන් ප්රමුඛතාව ලබා දී ඇති බවත් අග්රාමාත්ය ආචාර්ය හරිනි අමරසූරිය ප්රකාශ කළාය.
කාන්තා හා ළමා කටයුතු අමාත්යාංශයේ මඟපෙන්වීමෙන් පරිවාස හා ළමාරක්ෂක දෙපාර්තමේන්තුව සංවිධානය කළ ළමා දින ජාතික සැමරුම් උත්සවයට එක්වෙමින් (01) ශ්රී ජයවර්ධනපුර විශ්වවිද්යාලයේ ඉංජිනේරු පීඨ ශ්රවණාගාරයේදී අග්රාමාත්යතුමිය මේ බව පැවසුවාය.
“මනසින් සවිමත් – දරුවන් පොහොසත්” යන තේමාව යටතේ පැවැති මෙම උත්සවයේදී අදහස් දැක්වූ අග්රාමාත්ය ආචාර්ය හරිනි අමරසූරිය:
“ඩිජිටල් තාක්ෂණය සහ කෘත්රිම බුද්ධිය හරහා අධ්යාපනයට ලැබෙන ප්රයෝජන මෙන්ම, සයිබර් හිරිහැර සහ නොමඟ යවන සුළු අන්තර්ගතයන්ගෙන් දරුවන් මුහුණ දෙන පීඩනයන්ගෙන් ඔවුන් ආරක්ෂා කිරීමට අවශ්ය නීතිමය සහ ආරක්ෂක රාමු ශක්තිමත් කිරීමට රජය පියවර ගනිමින් තිබෙනවා. ඒ අනුව දරුවන්ට එරෙහි ශාරීරික දඬුවම් සහ මානසික හිංසනයන් වැළැක්වීම සඳහාත්, දරුවාගේ ගෞරවය සුරක්ෂිත වන විනයානුකූල ක්රම ප්රවර්ධනය කිරීමටත් අවශ්ය ප්රතිසංස්කරණ අපි ක්රියාත්මක කරමින් තිබෙනවා.
ඒ වගේම ආර්ථික සූරාකෑමෙන් දරුවන් මුදාගැනීම වෙනුවෙන් සම්මත කරන ලද 'කාන්තා, තරුණ හා දරුවන්ගේ සේවා නියුක්තිය පිළිබඳ පනත' මඟින් දරුවන් අනතුරුදායක සේවාවන්හි යෙදවීම වෙනුවෙන් පැවැති දඩ මුදල රුපියල් 10,000 සිට රුපියල් 100,000 දක්වා ඉහළ නංවන්න කටයුතු කළා. ඒ විතරක් නෙමෙයි, පෙරපාසල් අධ්යාපනය විධිමත් කර එකම ජාතික ප්රමිතියකට යටත් කිරීම, පෙරපාසල් ලියාපදිංචිය හා නියාමනය සඳහා විධිවිධාන සැලසීම සහ ගුරුවරුන් සඳහා අනිවාර්ය වෘත්තීය සුදුසුකම් හා පුහුණුව ලබාදීමට පියවර ගත්තා.
පෙරපාසල් අවධියේදී අකුරු සහ ඉලක්කම් බලහත්කාරයෙන් ලියවීමට වඩා, ක්රීඩාව මඟින් සමාජ කුසලතා සහ පෞරුෂ වර්ධනය සිදුකිරීම ඉතා වැදගත්. සෑම දරුවෙකුටම භාෂා, ආගම් හෝ ප්රදේශ භේදයකින් තොරව ආරක්ෂිතව සහ ආත්ම විශ්වාසයෙන් ජීවත්වීමේ අයිතිය තහවුරු කළ යුතු බවත්, එය රජයට පමණක් තනිව කළ නොහැකි බැවින් මව්පියන්, ගුරුවරුන් සහ මුළු මහත් සමාජයම ඊට එක්ව කටයුතු කළ යුතු බවත්” අග්රාමාත්යතුමිය පැවසුවාය.
මෙහිදී අදහස් දැක්වූ කාන්තා හා ළමා කටයුතු අමාත්ය සරෝජා සාවිත්රි පෝල්රාජ්:
“අපි වැඩිහිටියන් හැටියට දරුවන්ට උපදෙස් දෙනවා වගේම ආදර්ශයක් වෙන විදිහට කටයුතු කළ යුතුයි. රජයක් ලෙස මෙතෙක් අපිට දරුවන් වෙනුවෙන් මඟහැරුණු සියල්ල වගකීමක් ලෙස බාරගෙන දරුවන් ආරක්ෂා කරන්න අපි කටයුතු කරනවා. මම දෙමාපියන්ගෙන් ඉල්ලනවා ඔබේ දරුවා ආරක්ෂා කරගන්න, තමාගේම නිවස ඇතුළේ දරුවා අනාරක්ෂිත වෙන්න දෙන්න එපා, දරුවන්ට අවධානය දෙන්න, සවන් දෙන්න, ගුරුවරුන් විදිහට විෂය කරුණුවලට එහා ගිහින් ජීවිතයත් උගන්වන්න කියලා මම ඉල්ලනවා.
රැකියාව ධනෝපායන මාර්ගයක් පමණක් නෙවෙයි, වගකීමක් කියන එක දැනෙන්න ජීවිතය උගන්වන්න. එහෙම වුණාම යහපත් රටක් අපිට නිර්මාණය කරගන්න පුළුවන් වේවි. චක්රීයව අපේ සමාජයේ ඇති වූ ප්රචණ්ඩත්වය, හිංසනය නතර කරන්න පුළුවන් අපි එකිනෙකා ගැන අවබෝධයෙන්, අවධියෙන් කටයුතු කළොත් පමණයි.”
කාන්තා හා ළමා කටයුතු නියෝජ්ය අමාත්ය වෛද්ය නාමල් සුදර්ශන, පාර්ලිමේන්තු මන්ත්රී අරුණ පනාගොඩ, හෝමාගම ප්රාදේශීය සභා සභාපති කසුන් රත්නායක, කාන්තා හා ළමා කටයුතු අමාත්යාංශයේ ලේකම් තරංගනී වික්රමසිංහ යන මහත්ම මහත්මීන්, තානාපතිවරුන්, විදේශ නියෝජිතයින්, රාජ්ය නිලධාරීන්, ගුරුවරුන් සහ දරුදැරියන් විශාල පිරිසක් මේ සඳහා සහභාගී වූහ.
Prime Minister Emphasizes Child Protection in the Face of Modern Challenges
In light of the contemporary social and technological challenges facing youth, Prime Minister Dr. Harini Amarasuriya underscored the imperative for ensuring children's emotional security, mental well-being, and self-confidence. She noted that the government is prioritizing these issues.
The Prime Minister made these remarks during her participation in a national children's day celebration organized by the Department of Child Protection and Care under the guidance of the Ministry of Women and Child Affairs. The event took place on January 1 at the auditorium of the Faculty of Engineering, Sri Jayewardenepura University.
Speaking at the event themed “Strong Minds – Prosperous Children,” Dr. Amarasuriya elaborated on the dual nature of digital technology and artificial intelligence in education. She pointed out the pressing need for robust legal and protective frameworks to safeguard children from cyberbullying and inappropriate content.
The government is actively taking steps to strengthen these frameworks to prevent physical abuse and mental violence against children. Initiatives have also been rolled out to promote discipline through methods that safeguard children's dignity, aiming to foster a protective environment.
Moreover, efforts have been made to amend the “Women, Youth, and Children’s Services Act” to raise fines for child exploitation in hazardous employment from Rs. 10,000 to up to Rs. 100,000. The Prime Minister emphasized the importance of standardizing preschool education, streamlining registration, and regulation for preschools, as well as providing necessary professional qualifications and training for teachers.
During early childhood, developing social skills and personal growth through play is deemed far more beneficial than coercively teaching letters and numbers. The Prime Minister insisted that every child deserves the right to live securely and confidently, free from discrimination based on language, religion, or region. She clarified that achieving this requires collaborative efforts from parents, teachers, and the entire community, and cannot rest solely on the government.
Minister of Women and Child Affairs Sarojini Savithri Polraj contributed to the dialogue, stating that as adults, it is crucial to serve as role models and provide guidance for children. The government is committed to safeguarding children's rights and accepting responsibility for any previous neglect in protecting them. She urged parents to ensure their children's safety even within the home, advocating for attentive and engaged parenting that goes beyond conventional schooling.
She stressed that employment should not merely be viewed as a financial pursuit, but as an obligation, a principle that can contribute to fostering a better society. Stopping the rampant violence and aggression in society can only occur through mutual understanding and purposeful action.
The event witnessed the participation of a distinguished gathering, including Deputy Minister of Women and Child Affairs Dr. Namal Sudarshan, parliament member Arun Panagoda, Chairman of Homagama Pradeshiya Sabha Kasun Ratnayake, Secretary of the Ministry of Women and Child Affairs Tharangani Vikramasinghe, along with numerous diplomats, state officials, teachers, and children.
