ග්රාමීය මාර්ග සංවර්ධනයට වෙන් කරන මුදල්වලින් කෝටි ගණන් කොමිස් ලෙස බෙදාදීමේ දූෂිත ක්රමය සම්පූර්ණයෙන්ම නතර කර ඇති බවත් ඉදිරි වසර තුන ඉලක්ක කරගෙන සකස් කර ඇති බහුකාර්ය සංවර්ධන වැඩසටහන යටතේ සියලු ම ග්රාමීය මාර්ග උසස්ම තත්ත්වයේ අමුද්රව්ය යොදාගෙන නියමිත ප්රමිතියට සංවර්ධන කරන බවත් අමාත්ය මහාචාර්ය චන්දන අබයරත්න මහතා පැවසී ය. ඒ මහතා මේ බව පැවසූයේ ආණමඩුව, තෝනිගල කොට්ඨාසයේ H6 ගම්මානයේ සිට කොයිළාඬිගම හරහා H7 ගම්මානය දක්වා වූ කිලෝ මීටර් 4.2 ක මාර්ග කොටස රුපියල් කෝටි 9.5 ක පූර්ණ රජයේ ප්රතිපාදන යටතේ කාපට් අතුරා නවීකරණය කිරීමේ සංවර්ධන ව්යාපෘතිය සඳහා මුල්ගල තැබීමේ අවස්ථාවට (03) දින සහභාගී වෙමිනි.
පුත්තලම දිස්ත්රික් සම්බන්ධීකරණ කමිටු සභාපති, රාජ්ය පරිපාලන, පළාත් සභා සහ පළාත් පාලන අමාත්ය මහාචාර්ය චන්දන අබයරත්න මහතාගේ ප්රධානත්වයෙන් (03) දින ආරම්භ වූ මෙම ව්යාපෘතිය මඟින් වසර ගණනාවක් තිස්සේ ප්රදේශවාසීන් මුහුණ දුන් ප්රවාහන දුෂ්කරතාවලට තිරසාර විසඳුමක් ලබා දෙයි. රජය මගින් ක්රියාත්මක කරනු ලබන ග්රාමීය යටිතල පහසුකම් නැංවීමේ සහ ප්රජාශක්ති සංවර්ධන වැඩපිළිවෙලට ද සමගාමීව ක්රියාත්මක වන මෙම ව්යාපෘතිය මඟින් ග්රාමීය ගොවි ජනතාවගේ නිෂ්පාදන අලෙවිය පහසු කිරීම, ප්රවාහන වියදම් අඩු කිරීම සහ ප්රාදේශීය ආර්ථිකය සවිබල ගැන්වීම ද අරමුණු කෙරේ. වසර ගණනාවක් පුරා දැඩි ලෙස අලුත්වැඩියා නොවීමෙන් පැවති මෙම මාර්ගය නවීකරණය වීමත් සමඟ ග්රාමීය ජනතාවගේ දෛනික ප්රවාහන අවශ්යතා මෙන් ම ප්රදේශයේ පාසල් දරුවන්ගේ ගමනාගමන පහසුකම් ද වඩාත් සුරක්ෂිත හා කාර්යක්ෂම තත්ත්වයට පත් වනු ඇත. එසේම ප්රදේශයේ ප්රධාන ජීවනෝපාය වන කෘෂිකර්මාන්තයට මින් විශාල පිටිවහලක් ලැබෙන අතර, ගොවි ජනතාවගේ අස්වැන්න ඉක්මනින් හා අඩු වියදමකින් වෙළෙඳපොළ වෙත ප්රවාහනය කිරීමට හැකියාව ලැබීම තුළින් ඔවුන්ගේ ආදායම් මට්ටම ඉහළ නැංවීමට ද මඟ පැහැදේ. ඊට අමතරව කොයිළාඩිගම සිට H7 ගම්මානය දක්වා අඛණ්ඩ මාර්ග සබඳතාවක් ගොඩනැඟීම මඟින් අවට ගම්මාන රැසක ආර්ථික, සමාජයීය හා වෙළෙඳ සබඳතා වඩාත් ශක්තිමත් වීම තවත් ප්රධාන ප්රතිලාභයකි. මෙහිදී වැඩිදුරටත් අදහස් දැක්වූ අමාත්යවරයා මෙසේ ද පැවසී ය. "අපි ඉදිරි වසර තුන ඉලක්ක කරගෙන බහුකාර්ය සංවර්ධන වැඩසටහනක් සකස් කර තියෙනවා. ඒ යටතේ සෑම පාරක්ම හදනවා. ඉස්සර ප්රධාන පාරවල් ටික විතරයි හැදුවේ. කෝටි ගණන් වැය වෙන ලොකු පාරවල් වලට විතරයි විශේෂ අවධානය යොමු වුණේ. අපේ ගම්වල තියෙන මේ වගේ පොඩි පාරවල් වලට ඉස්සර හිටපු කට්ටියගෙන් ඉහළ අවධානයක් යොමු වුණේ නැහැ.
ඒ වගේම, ඉස්සර කෝටි 10ක පාරක් හදන්න දුන්නොත් ඒ කොන්ත්රාත්තුව භාරගත්ත මහත්තයාට ඒකෙන් කෝටි 5ක් විතර වෙනත් අයට දෙන්න සිද්ධ වුණා. ඇමැතිට දෙන්න වුණා, මන්ත්රීට දෙන්න වුණා, ප්රාදේශීය සභාවට දෙන්න වුණා, විවිධ අයට දෙන්න වුණා. සමහර නිලධාරිනුත් ඒ කාලේ දේශපාලකයෝ කරපු වැඩේම කළා. හැබැයි අපි ඒ දූෂිත ක්රමය සම්පූර්ණයෙන්ම නතර කළා. දැන් කෝටි 10ක පාරක් වෙනුවෙන් වෙන්කරන මුදලෙන් සම්පූර්ණයෙන්ම උසස්ම තත්ත්වයේ අමුද්රව්ය යොදාගෙන නියමිත ප්රමිතියට වැඩේ කරන්න පුළුවන්. අර විදිහට කෝටි 4-5ක් කොමිස් විදිහට බෙදලා දුන්නාම අන්තිමට හොඳට වැඩේ කරන මහත්තයාටත් කරන්න දෙයක් නැහැ. මාස දෙක තුනක් යනකොට පාර කැඩෙනවා. දැන් එහෙම වෙන්න කිසිම හේතුවක් නැහැ. පාර උසස් ප්රමිතියෙන් හදන්න අදාළ සම්පූර්ණ මුදලම කොන්ත්රාත්කරුට යොදවන්න පුළුවන්. අද අපේ අමාත්යාංශයේ හෝ රජයේ කිසිම කෙනෙක් වතුර බෝතලයක්වත් අල්ලස් විදිහට ගන්නේ නැහැ."
Minister Abeywardena Unveils Comprehensive Rural Road Development Plan
The corrupt practices of misappropriating funds allocated for rural road development have been completely halted, as the government gears up for an ambitious multi-sectoral development plan targeting the next three years. Minister of State for Provincial Council and Local Government, Professor Chandana Abeywardena, asserted that all rural roads will now be constructed using the highest quality materials, adhering to set standards.
This announcement came during the foundation-laying ceremony for a 4.2-kilometer road section from H6 Village to H7 Village, which is part of a larger renovation project with a total funding of Rs. 9.5 million provided by the government. The ceremony took place in the Anamaduwa area, located within the Thonigala divisional secretariat.
Under Professor Abeywardena's leadership, this initiative is poised to deliver sustainable solutions to transportation difficulties that residents have faced for years. This project is being launched in conjunction with the government's broader efforts to enhance rural infrastructure and promote community empowerment.
Moreover, the development will facilitate the easier sale of agricultural products, reduce transportation costs, and strengthen the local economy, all intended to benefit rural farming communities. The renovation of the long-neglected road is expected to significantly enhance not only daily travel for residents but also secure safer and more efficient access for school children in the area.
This enhancement is expected to provide a substantial boost to the primary livelihood of the region, agriculture, enabling farmers to transport their produce swiftly and economically to markets, thus enhancing their income levels.
Additionally, creating an uninterrupted roadway connection between Koyiladigama and H7 Village will strengthen economic, social, and trade ties among surrounding villages.
Minister Abeywardena elaborated on the initiative's goals, stating, "We have developed a multi-sectoral development program with a focus on rural roads. Unlike before, where only major roads received attention, we are now prioritizing small village roads that the previous administration overlooked. In the past, if Rs. 10 million was allocated for a road, a substantial portion would be siphoned off to various parties, including political representatives and local authorities."
He emphasized that such corrupt methods have been entirely eradicated, allowing for full allocation of allocated funds to ensure high-quality construction. "Now, instead of misappropriating funds, we can use the entire budget for a quality project. There is absolutely no room for substandard work, as contractors are required to use the full amount for high-quality materials," the minister asserted, adding that officials in his ministry are no longer engaged in corrupt practices.
