New Vehicle Certification System Aimed at Enhancing Road Safety in Sri Lanka

The Department of Motor Traffic has announced the introduction of a new procedure requiring vehicles to obtain a "Roadworthiness Certificate" approximately every 5,000 kilometers or within a three-month timeframe. This initiative aims to strengthen road safety and reduce the incidence of road accidents across the country.

General Commissioner of Motor Traffic, retired Air Marshal Tushara Pranandu, revealed that the proposal is currently in its preliminary discussion phase. The legal framework necessary for implementation has been forwarded to the relevant legal authorities for finalization. He expressed optimism that the new regulations will come into effect early next year after all necessary arrangements are completed.

This new requirement will complement the existing emissions certification process when applying for annual revenue licenses. Qualified motor vehicle repair centers have already been invited to participate in conducting these technical inspections. The General Commissioner clarified that steps are being taken to officially designate facilities that meet the prescribed standards as authorized institutions for this purpose.

Advisors to the Minister of Transport have expedited the necessary administrative and legal actions required to operationalize this proposal.

The recent fatal bus accident in the Akurana area, along with a series of other alarming incidents, has revealed that mechanical defects and unqualified drivers are significant factors contributing to road mishaps. This has sparked a public discourse on the mechanical safety of vehicles operating on the country's highways.

As a response, the new regulation is being presented as an urgent solution to these pressing issues. However, the final details of these inspection procedures are expected to be announced in the near future.
