ශ්‍රී ලංකාවේ මුහුදු සීමාවෙන් ඔබ්බෙහි නැංගුරම් ලා තිබෙන ඉරාන බොරතෙල් ප්‍රවාහන නෞකා සඳහා ආහාර, ජලය ඇතුළු අත්‍යවශ්‍ය ද්‍රව්‍ය සැපයීමට ඉරාන රජය කළ ඉල්ලීමක් ශ්‍රී ලංකා රජය විසින් ප්‍රතික්ෂේප කර ඇති බව Sunday Times පුවත්පත වාර්තා කරයි.

එමෙන්ම, අදාළ නෞකාවලට එවැනි සැපයුම් සේවා ලබා දීමට ඉදිරිපත් වුවහොත් ඇමෙරිකානු ද්විතීයික සම්බාධකවලට මුහුණ දීමට සිදුවිය හැකි බවට රජය විසින් මෙරට පෞද්ගලික අංශයේ සමාගම් වෙත දැඩි අනතුරු ඇඟවීමක්ද සිදුකර තිබේ.

'ද සන්ඩේ ටයිම්ස්' පුවත්පත සමඟ විශේෂ සාකච්ඡාවකට එක්වෙමින් විදේශ කටයුතු අමාත්‍ය විජිත හේරත් මහතා ප්‍රකාශ කර ඇත්තේ, මේ වන විට මෙරට මුහුදු සීමාවෙන් පිටත නැංගුරම් ලා ඇති විදේශීය නෞකා 47ක් අතරින් 15ක් ඉරාන නෞකා ලෙස නිශ්චිතව හඳුනාගෙන ඇති බවයි.

හෝමූස් සමුද්‍ර සන්ධිය ඉලක්ක කර ගනිමින් ඇමෙරිකාව විසින් යළිත් නාවික අවහිරතා පැනවීම හේතුවෙන් ආපසු සිය රට බලා යාමට නොහැකිව අදාළ ඉරාන හිස් බොරතෙල් නෞකා පසුගිය මාස කිහිපය පුරා ශ්‍රී ලංකා මුහුදු සීමාවෙන් ඔබ්බෙහි රැඳී සිටින බව අමාත්‍යවරයා පෙන්වා දී තිබේ. එම නෞකා මෙරට මුහුදු සීමාවට පරිබාහිරව පිහිටා ඇති බැවින්, ඒවාට කිසිදු සැපයුමක් ලබා දීමට ශ්‍රී ලංකා රජය නීතිමය වශයෙන් බැඳී නොමැති බවද හෙතෙම සඳහන් කළේය.

අදාළ නෞකාවලට ජලය සහ ආහාර ඇතුළු අත්‍යවශ්‍ය ද්‍රව්‍ය ලබා දෙන ලෙස ඉරාන බලධාරීන් ශ්‍රී ලංකාවෙන් නිල වශයෙන් ඉල්ලා සිටි බව තහවුරු කළ අමාත්‍යවරයා, "රජයක් ලෙස අප මෙතෙක් එම ඉරාන නෞකාවලට කිසිවක් ලබා දී නැහැ. ඉදිරියටත් කිසිවක් ලබා දීමට බලාපොරොත්තුවක් නැහැ," යනුවෙන් ප්‍රකාශ කර ඇත.

කෙසේවෙතත්, මෙම තීරණය ගනු ලැබුවේ ඇමෙරිකා එක්සත් ජනපදයේ කිසිදු බලපෑමක් මත නොවන බවත්, සිරවී සිටින ඉරාන නෞකා සම්බන්ධයෙන් ඇමෙරිකානු රජය මෙතෙක් කිසිදු නිල පණිවිඩයක් ශ්‍රී ලංකාවට ලබා දී නොමැති බවත් අමාත්‍යවරයා පැහැදිලි කළේය.

නෞකාවලට මෙවැනි සැපයුම් ලබා දීම සාමාන්‍යයෙන් පෞද්ගලික අංශය විසින් සිදු කරන කටයුත්තක් වුවද, අදාළ ඉරාන බොරතෙල් නෞකා ඇමෙරිකානු සම්බාධකවලට යටත් කර ඇති ඒවා බව අමාත්‍යවරයා අවධාරණය කළේය. එබැවින් යම් පෞද්ගලික සමාගමක් ඒවාට සැපයුම් ලබාදීමට කටයුතු කළහොත් ඇමෙරිකාව පනවන ද්විතීයික සම්බාධකවලට හසුවිය හැකි අතර, එහි ප්‍රතිඵලයක් ලෙස එම සමාගම්වලට ඇමෙරිකානු සමාගම් සමඟ ඇති ගනුදෙනු අහිමි වී, එරට බැංකු පද්ධතියෙන් පවා බැහැර වීමට සිදුවිය හැකි බව හෙතෙම පෙන්වා දුන්නේය.

"එම නිසා ඉතාමත් සුපරීක්ෂාකාරීව සහ වගකීමෙන් යුතුව කටයුතු කරන ලෙස අප පෞද්ගලික අංශයට දැනුම් දී තිබෙනවා. එසේ නොවුණහොත් ඔවුන්ට ඇමෙරිකානු සම්බාධකවලට මුහුණ දීමට සිදුවනු ඇත," යනුවෙන් අමාත්‍ය විජිත හේරත් මහතා වැඩිදුරටත් පැවසීය.

Sri Lanka Rejects Iranian Request for Supplies to Oil Vessels Amid U.S. Sanction Risks

The Sri Lankan government has turned down a request from Iran to provide essential supplies, including food and water, to Iranian oil tankers said to be located beyond the nation's maritime boundaries. This decision, reported by the Sunday Times, reflects the government's apprehensions regarding potential repercussions from U.S. sanctions on such assistance.

Authorities have issued strong warnings to local private companies about the possible consequences they might face should they attempt to provide services to these vessels, which could involve confronting American secondary sanctions.

In an exclusive interview with the Sunday Times, Foreign Affairs Minister Ali Sabry disclosed that out of 47 foreign vessels currently anchored just outside Sri Lanka’s maritime zone, 15 are specifically identified as Iranian oil tankers. The situation has arisen as these vessels have been unable to return to their homeland, largely due to renewed maritime restrictions imposed by the United States targeting the crucial Hormuz Strait.

Sabry emphasized that since the Iranian vessels are positioned outside Sri Lanka’s territorial waters, the government is not legally bound to facilitate any supply operations to them. He confirmed that Iranian authorities had formally requested assistance for food and water, but stated categorically, “As a government, we have not provided anything to these Iranian tankers so far, nor do we expect to do so in the future.”

Moreover, the minister clarified that this decision was made independently of any pressure from the U.S., noting that no official communication regarding the anchored Iranian tankers has been received from the American government thus far.

While providing supplies to such ships generally falls under the purview of the private sector, the minister highlighted that these Iranian oil tankers are subject to U.S. sanctions. He pointed out that should any private company attempt to supply them, they could face American sanctions, resulting in the loss of their business dealings with U.S. firms and potential exclusion from the international banking system.

“Thus, we have advised our private sector to act with utmost caution and responsibility. Failure to do so could expose them to U.S. sanctions,” Sabry added, signaling the government's commitment to uphold international regulations and steer clear of any fallout from peripheral engagements with Iranian interests.
