Call for Loan Accessibility Enhancements from Former Minister Namal Rajapaksa

In a recent appeal to President Anura Kumara Dissanayake, National Organizer of the Sri Lanka Podujana Peramuna, Namal Rajapaksa has urged for expanded opportunities for individuals who have fully settled their loans to access credit once more. This move aims to assist both existing businesses and new entrepreneurs in securing necessary bank loans for expanding or starting their ventures.

In his correspondence, Rajapaksa highlighted the challenges faced by borrowers whose past loan repayments were marred by difficulties. The current process, which requires the review of reports from the Credit Information Bureau (CRIB), poses significant obstacles for such individuals, even after they have fully repaid their debts. Despite not being officially blacklisted, their past repayment histories, which are retained for five years, can adversely affect their current ability to secure financing.

Drawing comparisons, Rajapaksa referenced Malaysia's Central Credit Reference Information System (CCRIS), where loan statuses are updated promptly after payment completion, focusing primarily on the last twelve months of repayment history.

To address this situation in the forthcoming 2027 budget, he proposed a series of actionable measures:

  • Updating CRIB reports within five working days after a loan has been fully repaid.
  • Clearly indicating that settled loans are marked as “Fully Settled/Closed.”
  • Issuing guidelines to banks to assess loans based on current income and repayment capacity, not just past issues.
  • Reviewing the retention period for historical loan information in line with international best practices within the 2027 framework.
  • Introducing a “Second Chance Business Loan Scheme” to support small and medium enterprises (SMEs) that have fulfilled all loan obligations in restarting their businesses.

Rajapaksa emphasized the importance of giving individuals who previously struggled with loan repayments a chance to reintegrate into the economy. This adjustment not only supports entrepreneurs but is also vital for the overall economic growth of the country.

He concluded his letter by requesting that the upcoming budget provide swift and effective solutions to these challenges.

Namwal Rajapaksa
Member of Parliament, Sri Lanka Podujana Peramuna
