IMF Reviews Sri Lanka’s Budget Proposals Ahead of Parliamentary Presentation
As Sri Lanka prepares to present its budget for the upcoming year to Parliament on December 12, the International Monetary Fund (IMF) plans a thorough review to ensure that the proposals align with the commitments outlined in the extensive loan program provided to the country. The statement was made by the head of the IMF mission in Sri Lanka, Evan Papageorgiou.
Papageorgiou noted that the government’s timely step to submit the budgetary proposals on November 7 would play a crucial role in the Fund’s assessment process.
Reflecting on the recent achievement reached on November 4 between Sri Lankan officials and the IMF regarding the financial program, he highlighted that for this agreement to be presented to the IMF’s Executive Board for final approval, the upcoming budget must align with the financial targets set under the program.
He emphasized that maintaining a primary surplus of 2.3% of the Gross Domestic Product (GDP) next year is vital for ensuring fiscal discipline and debt sustainability in the country.
Furthermore, while the government strives to meet its debt servicing obligations, it must also ensure adequate fiscal space to cover social welfare expenditures, facilitate effective recovery investments post-natural disasters, and provision for essential imports. Papageorgiou stressed that this can only be achieved through a robust and sustained revenue mobilization process.
The IMF official clarified that any government decisions regarding new tax introductions, reducing existing tax rates, or providing tax incentives must be firmly grounded in a medium-term revenue strategy. He advocated for focusing on broadening the tax base rather than merely raising tax rates, highlighting the importance of increasing the number of compliant taxpayers while rationalizing exemptions and incentives to foster a more efficient and equitable tax system.
Ultimately, the goal should be to establish a taxation framework that not only promotes financial stability but also ensures that it can be effectively implemented.
