New Regulations Mandate Taxpayer Identification Numbers for Financial Transactions in Sri Lanka
As of today, the presentation of a Taxpayer Identification Number (TIN) has become mandatory for a wide array of financial and legal transactions in Sri Lanka. This new directive, announced by the Department of Inland Revenue, is aimed at expanding the tax base and ensuring greater financial transparency.
Nanda Kumara, the media spokesperson for the department, explained that the initiative is designed to improve accountability in financial dealings. Starting today, individuals are required to provide their TIN when accessing various financial and administrative services.
The services impacted by this regulation include:
- Opening new accounts at commercial banks and financial institutions
- Issuance of bank credit cards
- Approval of building plans by local government authorities
- Registration of motor vehicles
- Renewal of annual vehicle revenue licenses
- Registration of new businesses
- Registration of land and property documents
- Acquisition of shares in domestic companies
All relevant state and private institutions have already been informed about these new requirements, with measures taken to prevent transactions or registrations from occurring without a valid TIN.
This regulation aligns with the government’s commitment to enhance direct tax revenue in conjunction with the International Monetary Fund’s economic reform program. Previously, it was mandated that all Sri Lankans aged 18 and above obtain a TIN.
However, authorities clarified that simply possessing a TIN does not automatically subject individuals to tax liabilities. Tax obligations only apply to those whose incomes exceed the annual tax-free threshold set by the government.
For the convenience of the public, the Department of Inland Revenue has made the process of obtaining a TIN accessible online through its official website.
