LP Gas Company Prepares to Alleviate Domestic Gas Shortage with Upcoming Shipments

The Lafarge Gas Company has announced plans to restore its distribution network to combat the ongoing gas shortage in the local market. Three shipments of LP gas are set to arrive in November, following expedited efforts to secure regulatory approvals for their distribution through the Hambantota port.

The first vessel, named OQT, is expected to arrive at Hambantota Port between November 12 and 14. Following that, the second vessel, Geogas, will dock at the Colombo Port between November 15 and 17, while the third shipment, also the OQT, is scheduled for arrival at Hambantota between November 24 and 28.

The company indicated that minor adjustments to these dates may occur due to maritime routes, port operations, and regulatory issuance. Once the necessary official approvals to release the cargo to the local market are obtained, distribution will commence swiftly.

Lafarge expressed regret over the challenges faced by consumers and businesses due to the current supply disruptions. The ongoing conflicts in the Middle East and blockages in maritime transport through the Hormuz Strait have adversely affected international LP gas supply chains, prompting the company to highlight these as major obstacles to gas provisioning and logistics in import-dependent countries, including Sri Lanka.

Established in 2019 with a US$65 million investment, the Hambantota Lafarge facility boasts a storage capacity of 30,000 metric tons, making it the largest LP gas storage complex in Sri Lanka. However, due to its operations under the Investment Board's 'Commercial Centres' framework, there are legal limitations on gas releases for local consumption, capped at 40% of its annual export revenue.

These export restrictions have hampered local gas distribution, mainly as a result of the COVID-19 pandemic, the prevailing economic crisis, dollar scarcity, and falling credit ratings. As a temporary solution, the company has sought permission from the Investment Board, Ministry of Finance, Sri Lanka Customs, and the Department of Import and Export Control to release gas for local consumption from the Hambantota facility for a three-month period, subject to relevant taxes and levies.

In an update from the company, it was reported that the Chairman of the Sri Lanka Investment Board had communicated to ensure these approvals be granted within a week, in line with directives from President Anura Kumara Dissanayake, although no approvals have been received as of yet.

Additionally, Lafarge Gas PLC clarified that it is not listed on any sanctions register imposed by the United States Department of the Treasury's Office of Foreign Assets Control (OFAC). To secure long-term supply reliability, the company is also taking steps to initiate a new tender for direct LP gas shipments to Colombo Port starting January 2027.
