Concerns Rise Over Proposed Anti-Terrorism and Organized Crime Legislation

Former Foreign Affairs Minister Prof. G.L. Peiris has issued a grave warning regarding the introduction of the 'Organized Crime Prevention Bill' and the 'State Security Act', which could jeopardize Sri Lanka's access to the European Union's GSP Plus trade concessions.

Speaking at a media briefing in Colombo, he highlighted the interconnected nature of these proposed legislative measures. He emphasized that if these bills are enacted without proper amendments, they could inflict significant harm on Sri Lanka's international reputation, foreign trade relations, and attract direct foreign investment.

Peiris noted that international organizations, including Human Rights Watch and the United Nations Human Rights Council in Geneva, have expressed serious concerns about these legislative proposals. He warned that these organizations have urged the government not to pass the bills without fundamental and democratic reforms.

"These proposed laws not only create ample opportunities for widespread human rights violations within the country, but they also directly contradict the commitments and agreements Sri Lanka has made internationally," he stated.

The GSP Plus trade concession is vital for the export industry and service sector, serving as a crucial factor for economic stability. Peiris noted that the continuation of these concessions is contingent upon upholding international human rights standards, which cannot be overlooked in light of criticism from the UN Human Rights Council. He cautioned that losing this trade benefit would severely impact the country's economy, particularly local exporters.

Given the serious implications for democratic freedoms, international relations, and the national economy, the proposed legislation necessitates a thorough reconsideration by the government. He further stressed that the public's fundamental rights and freedoms must not be compromised, and the bills should not be evaluated in isolation from their potential consequences.
