Sri Lankan Government Moves to Enhance Economic Development through State Enterprises
In a strategic move to accelerate rapid economic development, the Sri Lankan government has resolved to streamline over 80 state enterprises to operate efficiently similar to private sector businesses.
This initiative includes critical reforms such as expanding Public-Private Partnership (PPP) ventures, enhancing state enterprise management, updating customs regulations, and amending labor laws. These key legislative measures are targeted for presentation to Parliament by February 2027.
A new 'State Enterprise Management Bill' has been submitted to the Cabinet, aimed at providing the legal framework for collaborative operations between the public and private sectors.
The proposed legislation intends to minimize political interference in state institutions and introduce professional and independent management practices. It is expected to significantly reduce the financial burden on taxpayers associated with the maintenance of state enterprises that have been running at a loss for an extended period.
In addition, efforts are underway to completely overhaul the antiquated customs regulations that have been in place since 1869, facilitating a more transparent and efficient import-export process in the country.
The government also plans to consolidate various labor laws, currently fragmented across multiple regulations, into a more coherent framework that aligns with contemporary global standards. This effort is expected to enhance the flexibility and attractiveness of the domestic job market.
Moreover, the proposed PPP legislation aims to actively attract both local and foreign private investments for the development of large-scale infrastructure projects in Sri Lanka.
