President Anura Kumara Dissanayake Announces Plans for Vehicle Fleet Overhaul and State Service Reforms

In a significant revelation, President Anura Kumara Dissanayake stated that nearly 25 billion Sri Lankan Rupees will be allocated in 2025 solely for the refurbishment of government vehicles. He emphasized the need to minimize these excessive costs by retiring outdated vehicles and rapidly introducing a new fleet for state services.

This announcement was made during a national conference of trade unions held in Colombo, where the President also discussed extensive reforms for the public sector, economic revitalization, tax relief measures, and new national security legislation.

Highlighting the urgency to move beyond antiquated bureaucratic models, the President asserted that the vehicle fleet overhaul would coincide with the replacement of outdated computer systems in the public sector with modern technological solutions. He introduced plans to enhance digital systems to allow taxpayers to register without visiting government offices, while also affirming the swift implementation of a Digital Economy Act and the establishment of a Digital Economy Authority.

In response to the rise of online gambling as a large-scale enterprise, he proposed the formation of a regulatory authority to oversee the industry, replacing traditional practices.

Furthermore, the President confirmed that the third phase of raising the basic salary for public servants will commence in January, with plans to address allowances in upcoming budget proposals, which will see a 100% increase in essential benefits following the salary adjustments in 2027.

Increases in taxation thresholds were also highlighted, with the government raising the income tax exemption limit from one million to one million five hundred thousand Rupees. The President envisions further adjustments in a forthcoming budget to alleviate financial pressures on the populace.

As part of a broader initiative to combat youth unemployment, the government aims to recruit an additional 121,000 civil servants, including 23,000 teachers, with recruitment processes expected to be expedited.

President Dissanayake discussed the urgent need for new leadership and restructuring in port and airport development, stressing that no one should face repercussions for decision-making in these areas. He noted that several previously loss-leading state institutions have begun to turn profitable, and he called for rapid management solutions to address the challenges faced by entities such as Sathosa and SriLankan Airlines.

In a landmark commitment, the President confirmed that under his administration, the notorious Prevention of Terrorism Act (PTA) will be revoked. He acknowledged the necessity for new legislation to ensure national security against emerging terrorism threats and to combat organized crime, while firmly stating that such laws must not be weaponized for political repression.

Additionally, he highlighted his administration's non-violent approach to dissent, recalling that no water cannon, baton, or tear gas actions were taken against protesters during his tenure. The President concluded by asserting that legislative measures requiring oppression are unnecessary in a democracy, and he would respect the people's decision should they choose to remove him from office in upcoming elections.
