වැඩි ප්‍රතිපාදන ප්‍රමාණයක් රාජ්‍ය පවත්වාගෙන යාම වෙනුවෙන් වැය කිරීම ජනතාවගේ පාර්ශ්වයෙන් කිසිසේත් සාධාරණ නොවන බවත්, ඒ අනුව 9%ක මට්ටමක පවතින පුනරාවර්තන වියදම් අඩු කර ගනිමින්, 4%ක් වන ප්‍රාග්ධන වියදම් ඉහළ නැංවීමේ අරමුණ ඇතිව ඉදිරි වසරේ ආර්ථික සැලසුම් සකස් කර තිබෙන බවත් ජනාධිපති අනුර කුමාර දිසානායක මහතා සඳහන් කළේය.

2027 වසරේ ප්‍රාග්ධන වියදම් ලෙස රුපියල් ට්‍රිලියන දෙකක් වෙන් කිරීමට සැලසුම් කර තිබෙන බවත්, එය 40%ක පමණ වැඩිවීමක් බවත් ජනාධිපතිවරයා පෙන්වා දුන්නේය.

ජනාධිපති අනුර කුමාර දිසානායක මහතා මේ බව සඳහන් කළේ ගාල්ල දිස්ත්‍රික් ලේකම් කාර්යාලයේදී (28) පස්වරුවේ පැවති ගාල්ල දිස්ත්‍රික් විශේෂ සම්බන්ධීකරණ කමිටු රැස්වීමට එක් වෙමිනි.

2026 අයවැය ප්‍රතිපාදන යටතේ ගාල්ල දිස්ත්‍රික් සංවර්ධන සැලැස්ම ඇතුළුව ගාල්ල දිස්ත්‍රික් ලේකම් කාර්යාලය විසින් ක්‍රියාත්මක කරන ලද සංවර්ධන ව්‍යාපෘතිවල ප්‍රගතිය සහ 2027 මූල්‍ය අවශ්‍යතා පිළිබඳව ද මෙහිදී පුළුල් ලෙස විමසා බැලිණි.

භාණ්ඩාගාරයට ලැබෙන සෑම රුපියලක්ම රටේ සංවර්ධනය සහ උන්නතිය උදෙසා යෙදවීම අපේක්ෂාව බව මෙහිදී අවධාරණය කළ ජනාධිපතිවරයා අනාගත පරපුරට ණය ගෙවීමට සිදු නොවන, මූල්‍ය විනයක් සහිත රටක් ගොඩනැගීම රජයේ අපේක්ෂාව බව ද සඳහන් කළේය.

රාජ්‍ය අංශයේ කාර්යක්ෂමතාව ඉහළ නැංවීම සහ ජනතාවට නිවසේ සිට සිය සේවා ඉටුකරගත හැකි අන්දමින් රාජ්‍ය සේවය ඩිජිටල්කරණයට, රජය ඉදිරි අයවැයෙන් විශේෂ අවධානය යොමු කර තිබෙන බවත්, රාජ්‍ය සේවයේ අත්දැකීම් සහිත සහ නිපුණතාවක් ඇති වෘත්තිකයන් රඳවා ගැනීම සඳහා තෝරාගත් ක්ෂේත්‍ර කිහිපයක විශ්‍රාම ගැන්වීමේ වයස ඉහළ නැංවීමට ද අවධානය යොමුව තිබෙන බවත් ජනාධිතිපතිවරයා සඳහන් කළේය.

රාජ්‍ය අංශය රැකියා පුරවන තැනක් බවට පත් කරමින් රාජ්‍ය දේහය කඩා දැමීම හේතුවෙන් අහිතකර ආර්ථික ප්‍රතිවිපාකවලට මුහුණ දීමට සිදුවු බව මෙහිදී පෙන්වා දුන් ජනාධිපතිවරයා රැකියා ඇතිවන එළියේ ආර්ථිකයක් ගොඩනැගීම රජයක වගකීම බවත්, ඒ තුළින් තරුණ තරුණියන්ට රැකියා අවස්ථා උදාකර දිය හැකි බවත් පෙන්වා දුන්නේය.

ගාල්ල දිස්ත්‍රික් සංවර්ධන සැලැස්මේ ප්‍රගතිය ද මෙහිදී සමාලෝචනය කෙරුණු අතර නගර යනු ගොඩනැගෙන ඒවා මිස ගොඩනැගුණු ඒවා නොවන බවත්, ඒ අනුව විධිමත් සැලැස්මක් යටතේ යුගයේ අවශ්‍යතාව අනුව නගර නිර්මාණය වීමේ වැදගත්කමත් ජනාධිපතිවරයා පෙන්වා දුන්නේය.

මෙහිදී පළාත් සභා මගින් ක්‍රියාත්මක ව්‍යාපෘති පිළිබඳව ද අවධානය යොමු කෙරුණු අතර ඒ යටතේ භෞතිකව ව්‍යාපෘති 90%ක කටයුතු මේ වන විට අවසන් කර තිබෙන බව සඳහන් කෙරිණි.

ආයතන අතර පවතින ගැටුම හේතුවෙන් ඇතැම් ව්‍යාපෘති ප්‍රමාදවී තිබීම පිළිබඳව මෙහිදී ජනාධිපතිවරයාගේ අවධානය යොමු කෙරුණු අතර එම ගැටලු විසදා ගනිමින් ජාතික සැලැස්මක් අනුව සියලුදෙනා කටයුතු කිරීමේ අවශ්‍යතාව ද පැහැදිලි කළේය.

ග්‍රාමීය මාර්ග සංවර්ධනය පිළිබඳවද මෙහිදී විශේෂ අවධානයක් යොමු කෙරුණු අතර රුපියල් මිලියන 250 ක ප්‍රතිපාදන යටතේ ව්‍යාපෘති 122 ක් අනුමත වී ඇති අතර, ඉන් ව්‍යාපෘති 57 ක වැඩ දැනටමත් අවසන් කර තිබෙන බව අනාවරණය කෙරිණි.

බහුමානීය දිළිඳුකම පිටුදැකීම අරමුණු කරගත් ප්‍රජාශක්ති වැඩසටහන යටතේ නිෂ්පාදන ආර්ථිකය, ආහාර සුරක්ෂිතතාව, සමාජ පරිසරය, මනව සම්පත් සංවර්ධනය සහ සැපයුම්ජාල ප්‍රවේශය සහ රැකවරණය කෙරෙහි අවධානය යොමු කරමින් ව්‍යාපෘති රැසක් ක්‍රියාත්මක අතර එහිදී ප්‍රගතිය ද සමාලෝචනය කෙරිණි.

දිස්ත්‍රික්කයේ නිල සෙවන කාර්යාල ඉදි කිරීම සහ පාසල් ක්‍රීඩා පිටි සංවර්ධනය සඳහා ද විශේෂ ප්‍රතිපාදන වෙන් කර තිබෙන අතර රට තුළ ක්‍රීඩා සංස්කෘතියක් ගොඩනැගීමේදී ක්‍රීඩාපිටි ඉදිකිරීම පමණක් ප්‍රමාණවත් නොවන අතර ක්‍රීඩාව දෛනික ජන ජීවිතයේ කොටසක් බවට පත් කිරීම සඳහා සමාජය තුළ ආකල්පමය වෙනසක් ඇති කිරීමේ වැඩපිළිවෙළක අවශ්‍යතාව ද ජනාධිපතිවරයා පෙන්වා දුන්නේය.

රට තුළ ක්‍රීඩා සංස්කෘතියක් ගොඩනැගීමෙන් මත්ද්‍රව්‍ය උවදුර වැනි සමාජ ගැටලු ගණනාවකට විසදුම් ලැබෙන බවත්, විනයගරුක සහ නිරෝගීමත් අනාගත පරපුරක් ගොඩනැගීම වෙනුවෙන් ක්‍රීඩාව සඳහා අවශ්‍ය සියලු ප්‍රතිපාදන වෙන් කිරීමට රජය සූදානම් බවත් ඒ වෙනුවෙන් වූ ජාතික සැලැස්මක් කඩිනමින් ක්‍රියාත්මක කිරීමේ අවශ්‍යතාව ජනාධිපතිවරයා පෙන්වා දුන්නේය.

තවද, රැඳවුම් නිවාසවලින් නික්ම යන දරුවන්ගේ නිවාස අවශ්‍යතා වෙනුවෙන් 2026 අයවැයෙන් රජය රුපියල් මිලියන 2,000 ක් වෙන් කර ඇති අතර, එම දරුවන් සඳහා නිවාස ඉදි කිරීමේ වැඩපිළිවෙළ කඩිනම් කරමින් එම ප්‍රතිලාභය ලබාදීමේ අවශ්‍යතාව ද ජනාධිපතිවරයා අවධාරණය කළේය.

නිවසක් ඉදිකර ගැනීම සඳහා ලක්ෂ 10ක් ලබා දීමේ වැඩසටහන ඇතුළු දිස්ත්‍රික්කයේ ජනතාව වෙනුවෙන් ක්‍රියාත්මක නිවාස වැඩසටහන්හි ප්‍රගතිය ද ජනාධිපතිවරයා මෙහිදී විමසා බැලීය.

මෙහිදී Rebuilding Sri Lanka වැඩසටහන ක්‍රියාත්මක කිරීමේ ප්‍රගතිය පිළිබඳව ද සාකච්ඡා කෙරුණු අතර දිට්වා ආපදා තත්ත්වය වෙනුවෙන් වෙන් කළ මුදල් මෙම මූල්‍ය වර්ෂය තුළම වියදම් කිරීමේ අවශ්‍යතාව ද ජනාධිපතිවරයා පෙන්වා දුන්නේය.

විෂ මත්ද්‍රව්‍ය උවදුර මුලිනුපුටා දැමීමේ “රටම එකට” ජාතික මෙහෙයුමේ ගාල්ල දිස්ත්‍රික් ප්‍රගතිය ද මෙහිදී සමාලෝචනය කෙරුණු අතර “රටම එකට” මෙහෙයුම ආරම්භ වූ 2025-10-30 දින සිට මේ දක්වා දිස්ත්‍රික්කය තුළ සිදු කළ වැටලීම් 12608 අනුව විෂ මත්ද්‍රව්‍ය කිලෝ ග්‍රෑම් 119.6ක් අත්ඩඅංගුවට ගෙන තිබෙන බව අනාවරණය කෙරිණි. දිස්ත්‍රික්කය තුළ මත්ද්‍රව්‍ය ජාලය බිඳ දැමීමේදී සියලු ආයතන ඒකාබද්ධව කටයුතු කිරීමේ අවශ්‍යතාව ජනාධිපතිවරයා පෙන්වා දුන්නේය.

ගාල්ල නගර සංවර්ධන සැලැස්ම පිළිබඳව ද මෙහිදී විශේෂ අවධානය යොමු කෙරුණු අතර ගාල්ල කොටුව සංචාරක කලාපයක් ලෙස සංවර්ධනය කිරීම, ගාල්ල නගරය ආර්ථික කලාපයක් ලෙස සංවර්ධනය කිරීම සහ මහමෝදර පරිපාලන කලාපයක් ලෙස සංවර්ධනය කිරීම ඒ යටතේ සිදු කෙරේ.

මීගමුව බන්ධනාගාරයේ ප්‍රතිසංස්කරණ කටයුතු නිමවන තෙක් එම රැඳවියන් තාවකාලිව මහමෝදර සහ බෝගම්බර කඳවුරුවල තාවකාලිකව රඳවා තැබීමට තීරණය කළද, එය ස්ථීර බන්ධනාගාර බවට පත් කිරීමක් සිදු නොවන බව ජනාධිපතිවරයා මෙහිදී පෙන්වා දුන්නේය. කෙසේ වෙතත් මහමෝදර බන්ධනාගාරය පිළිබඳ තීරණය නැවත සලකා බැලීමට ද මෙහිදී අවධානය යොමු විය.

එමෙන්ම පොලිස් ස්ථානය, තැපැල් කාර්යාලය ඇතුළු රජයේ ආයත 18ක් මහමෝදර වෙත ගෙන යාම, ගාල්ල බන්ධනාගාරය බූස්ස ඉදිකිරීම සහ රත්ගම කැළිකසළ ගැටලුව ඇතුළු පළාත් පාලන ආයතනවල කසළ කළමනාකරණ ගැටලුවට ලබා දිය හැකි කඩිනම් විසදුම් පිළිබඳව ද මෙහිදී සාකච්ඡා කෙරිණි.

දිස්ත්‍රික්කයේ පානීය ජල ගැටලු පිළිබඳව ද විශේෂ අවධානය යොමු කෙරුණු අතර මහගොඩකන්ද, බද්දේගම ජල ව්‍යාපෘතිය, යෝජිත මාපලගම සහ තවලම නව ප්‍රජා ජල ව්‍යාපෘති ඇතුළු ජල ව්‍යාපෘතිවල ප්‍රගතිය සහ ඒ ආශ්‍රිතව මතුව ඇති ගැටලුවලට ලබාදිය හැකි කඩිනම් විසඳුම් පිළිබඳව ද මෙහිදී පුළුල් ලෙස අවධානයට ගැනුණි.

President Speaks on Economic Plans and Development Strategies for 2027

President Anura Kumara Dissanayake has emphasized that the government's expenditure on state expenses is indeed unjustifiable from the perspective of the citizens. He outlined plans to reduce current expenditure to 9% while increasing capital expenditure to 4% as part of the upcoming year’s economic strategy.

It is anticipated that a total of 2 trillion Sri Lankan Rupees will be allocated for capital expenditures in the 2027 budget, reflecting a significant increase of approximately 40%, according to the President.

Dissanayake made these remarks during a meeting of the Gall District Special Coordination Committee, held last Friday at the office of the Gall District Secretary.

The progress of development projects underway in the Gall District, including those funded under the 2026 budget provisions, as well as financial needs for 2027, were discussed in detail at this meeting.

The President highlighted the importance of utilizing every rupee received in the treasury for national development and prosperity. He articulated a vision for a financially disciplined nation, aiming to avoid burdening future generations with debt.

International reports currently indicate that the economic progress and social indicators of Sri Lanka are at favorable levels, a stark contrast to the country’s past challenges of unmanageable debts and rampant corruption. Dissanayake noted that Sri Lanka is now recognized globally for its strong economy and minimal corruption.

He also pointed out that enhancing the efficiency of the public sector is essential. The government's plans for digitalizing public services will facilitate the delivery of services from home, ensuring that experienced and skilled professionals remain in public service. The President also mentioned proposals to raise the retirement age for certain sectors to retain such talent.

While addressing the adverse economic consequences resulting from breaking down the public service system, he reaffirmed that creating job opportunities is a government responsibility, one that will enable youth employment generation.

Progress in the Gall District development plans was reviewed, with a clear focus on adequate urban planning to meet ongoing needs. Dissanayake stressed that cities should be developed systematically; they are not merely constructed but should evolve based on thoughtful planning.

Attention was directed towards various projects implemented by local authorities, with reports indicating that around 90% of physical projects are currently near completion. However, delays in some projects due to inter-institutional conflicts were noted, necessitating a national strategy to resolve such issues efficiently.

Special focus was given to rural road development, with 122 projects receiving approval under a budget of 250 million Rupees. Out of these, 57 projects have already been completed.

Numerous initiatives aimed at addressing multidimensional poverty, along with projects focused on food security, social environment, human resource development, and supply chain access, were also evaluated.

Additional provisions have been allocated for constructing official shelters and developing school sports fields. Dissanayake underscored that merely building sports facilities is insufficient; a fundamental cultural change within society is vital to integrate sports into daily life.

Moreover, the cultivation of a sports culture across the country is crucial for addressing numerous social issues, including substance abuse. The government is committed to providing all necessary resources for sports, ensuring that plans are swiftly implemented to cultivate a disciplined and healthy future generation.

The government has earmarked 2 billion Rupees in the 2026 budget for housing needs of children exiting care facilities, emphasizing the urgent need to expedite housing construction for these children.

The President also reviewed the progress of housing programs being executed for the district's population, including a program providing 1 million Rupees for building homes.

Discussions were held regarding the "Rebuilding Sri Lanka" initiative, with a need expressed for funds allocated for responding to disaster situations to be spent within the current financial year.

During the meeting, progress regarding the "Country United" national operation against drug-related issues in the Gall District was evaluated. Since its inception on October 30, 2025, a total of 12,608 drug raids have resulted in the seizure of 119.6 kilograms of narcotics. The necessity for coordinated efforts among all agencies in dismantling drug networks in the district was re-emphasized.

The development plans for Gall City were also spotlighted, particularly efforts to establish a tourism zone in the Fort area and developing the city as an economic zone and administrative block.

Until the rehabilitation of the Mihintale Prison is complete, it has been decided that inmates will temporarily be held at the Mahamodara and Bogambara camps, although this will not transition the facilities into permanent prisons.

Moreover, discussions ensued regarding the relocation of 18 government institutions, including police stations and post offices, to Mahamodara, addressing urgent waste management issues in local governance.

Special emphasis was placed on drinking water issues in the district, covering the progress of projects such as the Mahagoda-Kanda, Baddegama Water Project, and other proposed community drinking water projects, alongside necessary swift solutions to arising problems.

Present at the meeting were various officials, including District Coordination Committee Chairman, Minister of Vocational Education Nalin Hewage; Minister of Fisheries Resources Ratna Gamage; and other esteemed attendees such as the Southern Province Governor, academics, MPs from the district, and representatives from defense forces.
