පෙරහරවල අලි නියාමනයට ගැසට් නිවේදනයක්...

 පෙරහර ඇතුළු ආගමික හා සංස්කෘතික කටයුතු සඳහා හීලෑ අලි ඇතුන් යොදා ගැනීම නියාමනය කිරීමේ අරමුණින් නව ගැසට් නිවේදනයක් නිකුත් කිරීමට පරිසර අමාත්‍යාංශය පියවර ගෙන ඇත.

ශ්‍රී ලංකාවේ හීලෑ අලි ඇතුන් කළමනාකරණය කිරීමේදී නිසි පාලනයක් ඇති කිරීම, වගවීම සහ විනිවිදභාවය තහවුරු කිරීම මෙන්ම ජාතික හා ජාත්‍යන්තර බැඳීම්වලට අනුකූල වන පරිදි යාවත්කාලීන නෛතික රාමුවක් සකස් කිරීම මෙහි මූලික අරමුණ වී ඇත. මේ සඳහා වන කැබිනට් අනුමැතිය ද දැනටමත් හිමිව තිබේ.

දැනට ක්‍රියාත්මක වන නෛතික හා පරිපාලන විධිවිධාන, සත්ව සුභසාධනයට අදාළ කරුණු, සංස්කෘතික අවශ්‍යතා සහ නීතිය බලාත්මක කිරීමේදී පවතින අභියෝග පිළිබඳව මෙහිදී විශේෂ අවධානය යොමු කෙරේ. වනජීවී සංරක්ෂණ දෙපාර්තමේන්තුව විසින් දැනට කෙටුම්පත් කර ඇති "2026 ඇතුන් ලියාපදිංචි කිරීම සහ ඔවුන් සඳහා බලපත්‍ර ලබාදීම" පිළිබඳ රෙගුලාසි ද මෙහිදී නැවත සමාලෝචනයට ලක් කිරීමට නියමිතය.

මෙම ක්‍රියාවලිය අධීක්ෂණය කර නිර්දේශ ඉදිරිපත් කිරීම සඳහා පරිසර අමාත්‍යාංශයේ ලේකම්වරයා විසින් විශේෂ කමිටුවක් පත් කර ඇත. පරිසර අමාත්‍යාංශයේ අතිරේක ලේකම් (ප්‍රතිපත්ති, නීති ප්‍රතිසංස්කරණ හා පාර්ලිමේන්තු කටයුතු) එච්.එම්.බී.පී. හේරත් මහතාගේ සභාපතිත්වයෙන් යුත් මෙම කමිටුවේ කැඳවුම්කරු සහ ලේකම්වරයා ලෙස අතිරේක ලේකම් (සංවර්ධන) ඩී.පී.සී. උදය කුමාර මහතා කටයුතු කරයි.

ඉදිරියේදී පෙරහර සඳහා අලි ඇතුන් ලබාදීමේ ක්‍රමවේදය, ඔවුන්ගේ සුභසාධනය සහ නියාමන කටයුතු සම්බන්ධයෙන් වන අවසන් නිර්දේශ මෙම කමිටුව විසින් ඉදිරිපත් කිරීමට නියමිත අතර, ඒ අනුව නව ගැසට් නිවේදනය ප්‍රකාශයට පත් කෙරෙනු ඇත.

New Regulations on the Use of Elephants in Sri Lankan Cultural and Religious Events

The Ministry of Environment is set to issue a new gazette notification aimed at regulating the use of captive elephants in religious and cultural practices, including traditional peraheras (processions). This initiative underscores the government’s commitment to ensuring proper management of elephant welfare while adhering to national and international standards.

The primary objective of this move is to establish a robust ethical framework that promotes accountability and transparency in managing elephants. Cabinet approval for this initiative has already been secured, paving the way for its implementation.

Attention will be focused on existing ethical and administrative protocols, addressing issues related to animal welfare, cultural requirements, and the challenges faced in enforcing relevant laws. Additionally, the framework will revisit the regulations concerning “Registration and Licensing of Elephants by 2026,” as formulated by the Department of Wildlife Conservation.

To oversee this process and make recommendations, a special committee has been appointed by the Secretary of the Ministry of Environment. Chaired by Additional Secretary (Policy, Legal Reforms, and Parliamentary Affairs) H.M.B.P. Herath, this committee will also involve D.P.C. Udaya Kumara as the convener and secretary in his role as Additional Secretary (Development).

The committee is expected to present final recommendations on the protocols for providing elephants for peraheras, their well-being, and regulatory practices, leading to the issuance of the new gazette notification in due course.
