 රටක ආර්ථික ශක්තිය මැන බැලිය හැකි එකම සාධකය විදේශ සංචිත පමණක් නොවන බවත්, සංචිත යනු කාලීන අවශ්‍යතා මත වෙනස් වන ස්වයංරක්ෂිතයක් බඳු බවත් කම්කරු අමාත්‍ය සහ මුදල් හා ක්‍රමසම්පාදන නියෝජ්‍ය අමාත්‍ය ආචාර්ය අනිල් ජයන්ත මහතා පවසයි.

මුදල් පනත යටතේ ඉදිරිපත් වූ යෝජනා සම්මතය පිළිබඳ විවාදයට පාර්ලිමේන්තුවේදී එක්වෙමින් අමාත්‍යවරයා මේ බව සඳහන් කළේය.

ලංකාවේ විදේශ සංචිත ප්‍රමාණවත් නොවන බවට එල්ල වන චෝදනාවලට පිළිතුරු දෙමින් අමාත්‍යවරයා පෙන්වා දුන්නේ, 2023 වසරේදී ජාත්‍යන්තර මූල්‍ය අරමුදල පවා ශ්‍රී ලංකාව පවත්වාගත යුතු සංචිත ඉලක්කයන් මුලින් සැලසුම් කළ වේගයට වඩා අඩු කළ බවයි.

ආර්ථික ක්‍රියාවලිය පවත්වාගෙන යාම සඳහා රජය විසින් සංචිත නිදහස් කර ඇති බව පැවසූ ඔහු, ඊට උදාහරණයක් ලෙස වාහන ආනයනය සඳහා අවස්ථාව ලබා දීම පෙන්වා දුන්නේය.

2023 වසරේ වාහන ආනයනය සඳහා කිසිදු ඇස්තමේන්තුවක් නොතිබුණද, වත්මන් රජය ඊට ඉඩ ලබා දීමත් සමඟ මේ වන විට ඩොලර් බිලියන 3.5ක වටිනාකමකින් යුත් ණයවර ලිපි විවෘත කර ඇති බව අමාත්‍යවරයා හෙළි කළේය.

එම මුදල සංචිත ලෙසම තබා ගත්තේ නම්, වත්මන් සංචිත ප්‍රමාණය තවත් ඩොලර් බිලියන 3.5කින් ඉහළ යාමට ඉඩ තිබූ බව ද ඔහු සඳහන් කළේය.

මීට අමතරව ඩොලර් බිලියන 2.6ක ණය මුදලක් ද මේ වන විට ගෙවා අවසන් කර ඇති බවත්, එවැනි විශාල වැය කිරීම් මධ්‍යයේ වුවද වර්තමානය වන විට ඩොලර් බිලියන 6.6ක විදේශ සංචිත ප්‍රමාණයක් පවත්වාගෙන යාමට රජය සමත්ව ඇති බවත් ආචාර්ය අනිල් ජයන්ත මහතා වැඩිදුරටත් අවධාරණය කළේය.

Minister Highlights Economic Strength Beyond Foreign Reserves

The strength of a nation’s economy cannot be measured solely by foreign reserves, according to Minister of Labour and State Minister of Finance and Budget, Dr. Anil Jayatissa. He emphasized that reserves are a self-protective measure subject to change based on immediate needs.

Speaking during a parliamentary debate on proposals under the Finance Bill, the minister responded to criticisms regarding the inadequacy of Sri Lanka's foreign reserves.

Addressing the concerns, he pointed out that the International Monetary Fund had, in fact, lowered the targets for reserves that were originally projected for 2023, indicating a significantly more conservative outlook.

Dr. Jayatissa mentioned that the government had released certain reserves to sustain economic activities, citing the allowance for vehicle imports as a pertinent example.

Despite there being no estimates for vehicle imports in 2023, the current government has enabled this sector, resulting in the issuance of loan instruments worth $3.5 billion. He revealed that had these funds been retained as reserves, the current reserve levels could have potentially been $3.5 billion higher.

Furthermore, he noted that $2.6 billion in loan repayments have also been completed recently. Despite substantial expenditures, he underlined that the government has successfully maintained foreign reserves amounting to $6.6 billion at present.
