‘මහර බන්ධනාගාර සිද්ධිය කළ අයගේ අවශ්‍යතාවය වී තිබුණේ බන්ධනාගාරය කඩාකප්පල් කිරීමයි. එවැනි සංවිධානාත්මක කුමන්ත්‍රණකාරින්ට විරුද්ධව පියවර ගන්න පැකිලෙන්නේ නැහැ’ යයි අධිකරණ සහ ජාතික ඒකාබද්ධතා අමාත්‍ය නීතිඥ හර්ෂණ නානායක්කාර මහතා පැවසීය.

ඇමතිවරයා මෙම අදහස් පළ කළේ පසුගියදා මහර බන්ධනාගාරය තුළ ඇති වු සිද්ධිය පිළිබඳව පාර්ලිමේන්තුවේදී විශේෂ ප්‍රකාශයක් සිදු කරමිනි.

2026.08.01 වන දින පස්වරු 3.45ට පමණ මහර බන්ධනාගාර තුළ රැඳවියන් දෙනෙකු වහලය මත නැගී ඇති වු සිද්ධිය සමනය කිරීමට බන්ධනාගාර අධිකාරිවරයා සාකච්ඡා කළ ද එකඟතාවයකට රැඳවියන් පැමිණ නැහැ. රැඳවියන් කළහකාරි ලෙසින් කටයුතු කරන විට බන්ධනාගාර අධිකාරිවරයා ඇතුළු නිලධාරීන් ප්‍රධාන දොරටුව දක්වා පසුබැස තිබෙනවා. ඉන් පසුව රැඳවියන් ප්‍රධාන ජේලර් කාර්යාලය සහ විනය අංශය ගිනි තබා විනාශ කර තිබෙනවා. විශේෂ කාර්ය බලකාය පොලිසිය යුද හමුදාව කැඳවා බන්ධනාගාර පරිශ්‍රය අවට ආරක්ෂාව තර කර තිබෙනවා. රැඳවියන් බන්ධනාගාරයෙන් පිටතට ගල්මුල් ප්‍රහාර එල්ල කරමින් කටයුතු කළා. කර්මාන්ත අංශය මුළුතැන් ගෙය ඔවුන් විසින් ගිනි තබා විනාශ කර තිබෙනවා. මෙම සිද්ධියෙන් බන්ධනාගාර නිලධාරීන්ට තුවාල හෝ ජීවිත හානියක් සිදුව නැහැ. එක් රැඳවියෙක් මියගොස් තවත් රැඳවියන් 8 දෙනෙකු තුවාල ලබා තිබුණා.

මහර බන්ධනාගාරයේ ඇති වු තත්වය මීගමුව බන්ධනාගාරයේ සිද්ධියට වඩා වෙනස් බව කිව යුතුයි. මොවුන් මෙම සිද්ධිය ඇති කර ගන්නේ පාලන තන්ත්‍රය සමඟයි. නමුත් රැඳවියන් අතර මත්ද්‍රව්‍ය ආරවුලක් අනුව මීගමුවේ සිද්ධිය ඇති වෙන්නේ. රැඳවියන් අතර ආරවුලක් ඇති වුණහම ඔවුන් සමඟ සාකච්ඡා කොට විසඳා ගන්නවා. නමුත් මහර බන්ධනාගාරය තුළ මොවුන් මෙම සිද්ධිය ඇති කිරීමට ආසන්න කරුණක් මේ දක්වා සොයා ගෙන නැහැ. රැඳවියන් දෙනෙකු අතර ප්‍රශ්නයක් තිබෙන විට තවත් තුන් හතර දෙනෙක් එන්න පුළුවන්. නමුත් එක්වරම රැඳවියන් දාහක් විතර එන්නේ කොහොමද කියලා ප්‍රශ්නයක් තිබෙනවා. පෙර නොවු විරූ ආකාරයට ගිනි තැබීම් සිදු කර තිබෙනවා. ප්‍රධාන ජේලර් කාර්යාලය, බෙහෙත් ගන්න ස්ථානය, මුළු තැන් ගෙය කර්මාන්ත අංශය විනාශ කර තිබෙනවා. මේක කළ අයගේ අවශ්‍යතාවය වෙලා තිබෙන්නේ මහර බන්ධනාගාරය කඩාකප්පල් කිරීම බව පේනවා. එවැනි සංවිධානාත්මක කුමන්ත්‍රණකාරි අය ඉන්නවා නම් ඔවුන්ට විරුද්ධව පියවර ගන්න පැකිලෙන්නේ නැහැ. අවශ්‍ය පියවර ගන්නවා. 

මේ ගිනි තබා විනාශ කරලා තියෙන්නේ මේ රටේ බදු ගෙවන ජනතා මුදල් බව මේ රැඳවියන්ගේ දෙමාපියන් තේරුම් ගන්න ඕන. මේවා නැවත හදන්න ඕනත් බදු ගෙවන ජනතා මුදල් යොදවා බව තේරුම් ගත යුතුයි. මේ කළහකාරි තත්වය ඇති කළේ සියලු දෙනා නොවෙයි. කිහිප දෙනෙක් ඉන්නවා.

තමන්ගේ ආදරණියන්ට කියන්න ඕන රජය විසින් රස පරීක්ෂක වාර්තා කඩිනම් කරමින් අවශ්‍ය පහසුකම් ලබාදීමට ක්‍රියා කරමින් සිටින මොහොතක මේ ක්‍රියාවන් හරහා ඔවුන්ගේ සුභ සාධක මට්ටම් නැති කර ගන්න තත්වයකට පත් කර ගන්න එපා කියලා . 

සිදු වු අලාභය විශාලයි. මේ ප්‍රශ්නය යටතේ වෙනත් බන්ධනාගාරවලින් රැඳවියන්ට ආහාර ඇතුළු අවශ්‍යතා ලබාදීමට බන්ධනාගාර නිලධාරීන් කටයුතු කරගෙන යනවා.

මේ වන විට මගේ සභාපතිත්වයෙන් ආනන්ද විජයපාල ඇමතිතුමා ඇතුළු ලේකම්වරුන්, පොලීසිය, රස පරීක්ෂක දෙපාර්තමේන්තුවේ හා නීතිපති දෙපාර්තමේන්තුවේ නියෝජනයෙන් කමිටුවක් පත් කර තිබෙනවා. එම කමිටුව බන්ධනාගාර තදබදය අවම කිරීමට සහ රස පරීක්ෂක වාර්තා කඩිනම් කිරීමට හා බන්ධනාගාර අරාක්ෂාව පිළිබඳව අවශ්‍ය වාර්තාවක් ලබා දෙනවා . මෙය රැල්ලක් ලෙස බන්ධනාගාර තුල ඇති වෙන්න පුළුවන්ද කියලා අපි අවධානය යොමු කර තිබෙනවා. ඇතිවන ඕනෑම තත්වයකදී ජීවිත හානි අවම කර පාලනය කිරීමට පියවර ගන්නවා. තවත් බන්ධනාගාර දෙක තුනක මෙවැනි තත්වයක් පිළිබඳව යම් තොරතුරු අපට ලැබි තිබෙනවා. ඒවා බන්ධනාගාර දෙපාර්තමෙන්තු ප්‍රධානීන්ට ලබාදී තිබෙනවා. ඇතිවන ඕනෑම තත්වයක් පාලනය කරන්න අවශ්‍ය සම්බන්ධිකරණයක් අපි ගොඩ නගනවා යැයිද අමාත්‍යතුමා පැවසීය.

Minister Discusses Mahara Prison Incident and Security Concerns

Justice and National Unity Minister Harshana Rajakaruna has stated that there is a significant need to address the systemic issues that led to the recent turmoil at Mahara Prison, emphasizing that the incident seemed to be orchestrated with the aim of breaching the prison's security. He warned that steps would be taken against any organized conspirators behind such actions.

In a special statement to Parliament regarding the events that unfolded at Mahara Prison, the minister highlighted the gravity of the situation.

On August 1, 2026, around 3:45 PM, inmates climbed onto the roof, prompting discussions with the prison authorities to resolve the standoff. However, the inmates rejected the proposed agreement, demonstrating aggressive behavior that forced prison officials, including the warden, to retreat to the main entrance. As a result, the inmates set fire to the main jailer's office and the disciplinary section. A special task force mobilized police and military units to bolster security around the prison as inmates hurled stones at the facility. No injuries or fatalities were reported among the prison staff, although one inmate lost their life and eight others sustained injuries.

The minister noted that the tensions at Mahara were distinct from those at Migahajandura Prison, where internal disputes over drug issues had been the catalyst for disorder. While conflicts among inmates can often be resolved through dialogue, the specific factors leading to the Mahara incident have yet to be thoroughly identified. The unusual coordination of actions among inmates raises questions, particularly regarding how a group of eleven inmates could mobilize simultaneously. The main jailer’s office, medical dispensary, and industrial section suffered extensive damages due to the fires. It has become apparent that the motivations were aimed at dismantling the prison’s operations and authority, and he assured that any such conspiratorial elements would be met with appropriate measures.

He also urged the public to understand that the destruction caused is ultimately a loss to the taxpayer, calling for the responsible parties to recognize the impact of their actions. He stressed that rebuilding efforts would necessitate public funds, highlighting that this destructive behavior is not representative of all inmates, but rather a concern attributed to a few individuals.

In light of these events, the minister emphasized the importance of urgency in providing necessary facilities to inmates while maintaining public safety. He acknowledged the extensive damages inflicted and noted that prison officials are making arrangements to supply food and essentials to inmates across other correctional facilities affected by the incident.

A committee has been established, chaired by Minister Ananda Wijepala, which includes secretaries, police representatives, and personnel from the Department of Prisons. This committee aims to minimize congestion in prisons and expedite the processing of reports regarding safety and security measures. The minister noted the need for vigilance regarding any potential chains of unrest within the prisons, ensuring that life-threatening situations are promptly managed. Information about similar conditions in two or three other prisons has been gathered and relayed to the officials responsible for those facilities, underscoring the readiness to establish connections for managing any emerging situations appropriately.
