 කළුතර දිස්ත්‍රික්කයේ පොකුණුවිට හා ඒ ආශ්‍රිත ප්‍රදේශයේ ජනතාව වෙත වඩාත් කාර්යක්ෂම හා ගුණාත්මක තැපැල් සේවාවක් සැලසීම අරමුණු කරගනිමින්, රුපියල් මිලියන 14.7ක වියදමින් ඉදිකරන ලද පොකුණුවිට නව තැපැල් කාර්යාල ගොඩනැගිල්ල සෞඛ්‍ය හා ජනමාධ්‍ය අමාත්‍ය වෛද්‍ය නලින්ද ජයතිස්ස මහතාගේ ප්‍රධානත්වයෙන් අද (22) ජනතා සේවයට විවෘත කරන ලදී.

පොකුණුවිට ප්‍රදේශයේ ජනතාවට වඩාත් විධිමත්, කාර්යක්ෂම හා පහසු තැපැල් සේවාවක් ලබාදීම සඳහා අවශ්‍ය පහසුකම් රැසකින් සමන්විත මෙම නව ගොඩනැගිල්ලේ ඉදිකිරීම් කටයුතු 2025 නොවැම්බර් 30 දින ආරම්භ කරනු ලැබීය.

තැපැල් සේවාව රටේ ජනතාවගේ දෛනික ජීවිතය හා සෘජුව බැඳුණු අත්‍යවශ්‍ය රාජ්‍ය සේවාවක් වන බැවින්, එම සේවාව වඩාත් කාර්යක්ෂම හා ගුණාත්මක ලෙස ජනතාව වෙත සමීප කිරීම සඳහා අවශ්‍ය යටිතල පහසුකම් සංවර්ධනය කිරීම කෙරෙහි රජය විශේෂ අවධානය යොමු කර තිබේ. ඒ අනුව, රට පුරා තැපැල් කාර්යාල හා උප තැපැල් කාර්යාල සඳහා නව ගොඩනැගිලි ඉදිකිරීම මෙන්ම පවතින පහසුකම් වැඩිදියුණු කිරීමේ වැඩපිළිවෙළ අඛණ්ඩව ක්‍රියාත්මක කරමින් පවතී.

2025 වර්ෂයේ නව ගොඩනැගිලි ඉදිකිරීම සඳහා තැපැල් දෙපාර්තමේන්තුව මගින් රුපියල් මිලියන 600ක මුදලක් වෙන් කර තිබූ අතර, එම ප්‍රතිපාදන යටතේ නව ගොඩනැගිලි 17ක් ඉදිකිරීමේ කටයුතු ආරම්භ කර තිබේ. එම වැඩසටහන යටතේ ඉදිකිරීම් අවසන් කර ජනතා සේවයට එක් කරන ලද 11වන තැපැල් කාර්යාලය ලෙස පොකුණුවිට තැපැල් කාර්යාලය වේ.

තැපැල් කාර්යාලය ජනතා අයිතියට පත් කිරීමෙන් අනතුරුව අදහස් දැක්වූ සෞඛ්‍ය හා ජනමාධ්‍ය අමාත්‍ය වෛද්‍ය නලින්ද ජයතිස්ස මහතා පොකුණුවිට ජනතාව දීර්ඝ කාලයක් පුරා ඉදිරිපත් කළ ඉල්ලීමක් මෙන්ම ප්‍රදේශයේ පැවති අත්‍යවශ්‍ය අවශ්‍යතාවක් සම්පූර්ණ කිරීමට හැකිවූ අවස්ථාවක් ලෙස මෙම කාර්ය සලකන බව සදහන් කලේය.

හොරණ නගරයේ පවතින තදබදය අවම කිරීමේ අරමුණින් පොකුණුවිට ප්‍රදේශය හොරණ නගරයට අනුබද්ධ උප නගරයක් ලෙස ක්‍රමානුකූලව සංවර්ධනය කිරීමට රජය අපේක්ෂා කරන බවද අමාත්‍යවරයා පැවසීය.

ඒ අනුව, පොකුණුවිට ප්‍රදේශයේ මාර්ග පද්ධතිය සංවර්ධනය කිරීම, රාජ්‍ය ආයතන කිහිපයක් ස්ථානගත කිරීම සහ ව්‍යාපාරික කටයුතු පුළුල් කිරීම තුළින් එම ප්‍රදේශය වැදගත් ව්‍යාපාරික මධ්‍යස්ථානයක් බවට පත් කිරීමට සැලසුම් කර ඇති බවද පැවසීය.

හොරණ කේන්ද්‍ර කරගනිමින් ක්‍රියාත්මක වන සංවර්ධන වැඩසටහන් අතර ඉංගිරිය ප්‍රදේශයේ නව කර්මාන්ත කලාපයක් ස්ථාපිත කිරීම සහ කහතුඩුව – ඉංගිරිය අධිවේගී මාර්ග කොටස ඉදිකිරීමද විශේෂ වැදගත්කමක් ගන්නා බව අමාත්‍යවරයා මෙහි දී පෙන්වා දුන්නේය.

එමෙන්ම මෙතෙක් මූලික රෝහල් මට්ටමේ පැවති හොරණ රෝහල මධ්‍යම රජයට පවරාගෙන දිස්ත්‍රික් මහ රෝහලක් ලෙස සංවර්ධනය කරමින් පවතින අතර, ඉදිරියේදී එය කළුතර දිස්ත්‍රික්කයේ ප්‍රධානතම රෝහල් දෙකෙන් එකක් බවට පත් කිරීමට අපේක්ෂා කරන බවද අමාත්‍යවරයා සඳහන් කර සිටියේය.

මෙවැනි පුළුල් සංවර්ධන වැඩසටහන් රැසක් හොරණ කේන්ද්‍ර කරගනිමින් ක්‍රියාත්මක වන පසුබිමක, පොකුණුවිට නව තැපැල් කාර්යාලය ඉදිකර ජනතා සේවයට එක් කිරීමට හැකිවීම පිළිබඳව සතුටට පත්වන බවද අමාත්‍යවරයා පැවසීය.

පොකුණුවිට නව තැපැල් කාර්යාලය ඉදිකිරීම සඳහා රජය රුපියල් ලක්ෂ 147ක මුදලක් වැය කර ඇති බව සඳහන්කල අමාත්‍යවරයා තැපැල් සේවාවේ යටිතල පහසුකම් ශක්තිමත් කිරීමේ වැඩපිළිවෙළ යටතේ නව තැපැල් කාර්යාල 17ක් ඉදිකිරීම සඳහා රුපියල් මිලියන 600ක මුදලක් වෙන් කර ඇති අතර, මේවන විට ඉන් 11ක් ජනතා අයිතියට පත්කර ඇති බවත් තවත් තැපැල් කාර්යාල කිහිපයක් සැප්තැම්බර් මාසයේදී ජනතා සේවයට එක් කිරීමට නියමිත බවද පැවසීය.

මීට අමතරව, තැපැල් කාර්යාල 209ක් නවීකරණය කිරීම සඳහාද රුපියල් මිලියන 600ක මුදලක් වෙන් කර ඇති අතර, එම නවීකරණ කටයුතුද අවසන් කර ඇති බවද සඳහන් කළේය.

තැපැල් කාර්යාලයක් යනු සාම්ප්‍රදායික ලෙස තැපැල් කටයුතු සිදුකරන ස්ථානයක් පමණක් නොවන බව අවධාරණය කළ අමාත්‍යවරයා, නවීකරණය වන තැපැල් සේවාව මෙරට ආර්ථික ක්‍රියාවලියේ වැදගත් කොටසක් බව පෙන්වා දුන්නේය.

විශේෂයෙන් කුඩා හා මධ්‍ය පරිමාණ ව්‍යවසායකයන්, කර්මාන්තකරුවන් සහ නිෂ්පාදන ක්ෂේත්‍රයේ නියැලෙන පිරිස් සඳහා පහසුකම් සලසන ආර්ථික යටිතල පහසුකමක් ලෙස තැපැල් සේවාව ස්ථානගත කරමින් පවතින බවද අමාත්‍යවරයා පැවසීය.

රට පිළිබඳ විශ්වාසය යළි ගොඩනැගීම, නීති හා රෙගුලාසි ක්‍රමවත් කිරීම, රාජ්‍ය ක්‍රමවේද කාර්යක්ෂම කිරීම සහ ලබාදෙන පොරොන්දු ඉටු කිරීම තුළින් ආයෝජක විශ්වාසය ශක්තිමත් කළ යුතු බවද අමාත්‍යවරයා මෙහිදී අවධාරණය කළේය.

තැපැල් සේවාව නවීකරණය කරමින් එය ජනතාවට සමීප, කාර්යක්ෂම රාජ්‍ය සේවාවක් මෙන්ම මෙරට ආර්ථික ක්‍රියාවලියට සක්‍රීයව දායක වන ආයතනික පද්ධතියක් බවට පත් කිරීම රජයේ අරමුණ බවද සෞඛ්‍ය හා ජනමාධ්‍ය අමාත්‍ය වෛද්‍ය නලින්ද ජයතිස්ස මහතා වැඩිදුරටත් පැවසීය.

කළුතර දිස්ත්‍රික්කය තුළ මේ වන විට තැපැල් කාර්යාල 34ක් සහ උප තැපැල් කාර්යාල 129ක් ක්‍රියාත්මක වන අතර, දෙවන ශ්‍රේණියේ තැපැල් කාර්යාලයක් වන පොකුණුවිට තැපැල් කාර්යාලය වසර ගණනාවක් පුරා ප්‍රදේශයේ ජනතාවට තැපැල් සේවා සපයන ප්‍රධාන රාජ්‍ය සේවා මධ්‍යස්ථානයක් ලෙස කටයුතු කරයි.

පොකුණුවිට තැපැල් කාර්යාලය යටතේ එක් උප තැපැල් කාර්යාලයක් පාලනය වන අතර, පොකුණුවිට තැපැල් කාර්යාලය මගින් පවුල් 4,319කට සෘජුවම තැපැල් සේවා සපයනු ලබයි. එමෙන්ම, පොකුණුවිට තැපැල් කාර්යාලය සහ ඊට අනුබද්ධ උප තැපැල් කාර්යාලය මගින් නිවාස 4,381කට ලිපි බෙදාහැරීමේ සේවා සැලසෙන අතර, රජයේ ආයතන 20ක්, කර්මාන්තශාලා 18ක් සහ වෙනත් ආයතන 26ක් පමණ සඳහා ද විවිධ තැපැල් සේවා සපයනු ලබයි.

තැපැල් සේවාවේ යටිතල පහසුකම් තවදුරටත් පුළුල් කිරීමේ අරමුණින් 2026 වර්ෂය සඳහා නව ගොඩනැගිලි ඉදිකිරීම වෙනුවෙන් රුපියල් මිලියන 400ක මුදලක් වෙන් කර තිබේ. එම ප්‍රතිපාදන යටතේ නව ගොඩනැගිලි 15ක ඉදිකිරීම් ආරම්භ කිරීමට අදාළ ප්‍රසම්පාදන කටයුතු මේ වන විට අවසන් අදියරේ පවතී.

ඒ යටතේ නව තැපැල් කාර්යාල 07ක්, උප තැපැල් කාර්යාල 06ක් සහ බහුකාර්ය ගොඩනැගිලි 02ක් ඉදිකිරීමට අපේක්ෂිතය. මේ හරහා තැපැල් සේවාවේ භෞතික යටිතල පහසුකම් තවදුරටත් පුළුල් කරමින්, ජනතාවට කාලෝචිත, කාර්යක්ෂම හා පහසු රාජ්‍ය සේවාවක් ලබාදීමේ හැකියාව වර්ධනය කිරීමට අපේක්ෂා කෙරේ.

කළුතර දිස්ත්‍රික් පාර්ලිමේන්තු මන්ත්‍රීවරුන්වන විශේෂඥ වෛද්‍ය නිහාල් අබේසිංහ, ඔෂානි උමංගා, තැපැල්පති රුවන් සත්කුමාර යන මහත්ම මහත්මීන්ද මෙහි දී අදහස් පල කරන ලදී.

New Post Office Opens in Pokunuwita, Kalutara District

A brand new post office building in Pokunuwita, Kalutara District, was inaugurated today (22) under the leadership of Health and Media Minister Dr. Nalinda Jayatissa. This facility, constructed at a cost of Rs. 14.7 million, aims to provide residents with an efficient and quality postal service.

The new post office is equipped with a variety of amenities to ensure a streamlined, effective, and user-friendly postal service for the local population. Construction began on November 30, 2025, reflecting the government’s commitment to enhancing postal services.

Recognizing the vital role postal services play in the daily lives of citizens, the government has placed special emphasis on developing the necessary infrastructure to bring these services closer to the people. Plans are underway to build new post offices and improve existing facilities across the country.

In 2025, the Postal Department allocated Rs. 600 million for the construction of new buildings, with 17 new facilities expected to be established. The Pokunuwita post office is one of the 11 offices planned to be opened for public service under this initiative.

Dr. Jayatissa emphasized that the new post office fulfills a longstanding demand from the people of Pokunuwita, addressing essential needs of the area, and marks a significant achievement.

The minister also mentioned that the development of Pokunuwita as a sub-town of Horana is aimed at reducing congestion in the city, with plans for expanding the area’s road system and establishing various governmental and commercial entities.

Moreover, high-value projects linked to the development of Horana include the establishment of a new industrial zone in the Ingiriya area and the construction of the Kahathuduwa-Ingiriya expressway, which will further enhance accessibility and economic activity.

As part of the ongoing improvements, the Horana Hospital is set to be developed into a district general hospital, becoming one of the two primary hospitals in the Kalutara district.

Minister Jayatissa expressed satisfaction with the opening of the new postal office, which coincides with numerous significant developmental projects in the region, further strengthening postal infrastructures.

The government has allocated Rs. 147 million for the construction of the Pokunuwita post office and has designated Rs. 600 million for the establishment of 17 new postal offices nationwide. Of these, 11 offices have already been opened for public service.

Additionally, Rs. 600 million is allocated for the renovation of 209 post offices. Efforts are already underway to rejuvenate these facilities to better serve the community.

The Minister noted that modern postal services now play a crucial role in the economic activities of the country, providing essential infrastructure for businesses and ensuring that small and medium enterprises have access to vital postal resources.

Overall, the minister underscored the need for regulatory frameworks, building investor confidence, and establishing more effective public service mechanisms to support the renewed trust in the country. By enhancing postal services, the government strives to ensure efficient government operations that contribute actively to economic growth.

Currently, the Kalutara district houses 34 post offices and 129 sub-post offices, with the Pokunuwita post office serving as a significant state service delivery point for the local community.

Under this new post office, a sub-post office is expected to manage operations, providing postal services to over 4,319 households directly. Additionally, both the Pokunuwita post office and its associated sub-post offices cater to 4,381 residences, distributing mail services for 20 government institutions, 18 factories, and 26 other organizations.

As part of the strategy to expand postal service infrastructure, the government aims to allocate Rs. 400 million for new building constructions in 2026, with plans for 15 new constructions, including 7 post offices and 6 sub-post offices.

Minister Jayatissa reiterated the goal of providing timely, efficient, and accessible public services through advanced postal operations, thereby enhancing the capacity to deliver essential services to the citizens.
