නිලධාරීන් සිය රාජකාරිය විවෘතව සහ වෘත්තීය මට්ටමින් ඉටු කළ යුතු බවත්, වාහනයක් නතර කළ යුත්තේ අනෙක් රියදුරන්ට පැහැදිලිව පෙනෙන ස්ථානයක බවත් නියෝජ්‍ය පොලිස්පතිවරයා පෙන්වා දෙයි.

මාර්ගයේදී සිය රාජකාරිය කළ යුත්තේ කෙසේද යන්න පිළිබඳව පොලිස් දෙපාර්තමේන්තුව නිකුත් කර ඇති චක්‍රලේඛ සහ මාර්ගෝපදේශ නිසි ලෙස අනුගමනය කළ යුතු බව ඔහු රථවාහන පොලිස් නිලධාරීන්ට මතක් කර දුන්නේය.

රියදුරන්ගෙන් මුදල් ලබාගැනීමට උත්සාහ කරන බවට සැකයක් මතු වන ආකාරයෙන් අත්තනෝමතික ලෙස රථවාහන නැවැත්වීම හෝ මෙහෙයුම් සිදු කිරීමෙන් පොලිස් නිලධාරීන් වැළකිය යුතු බව ඔහු පැවසීය.

වාහනයක් නැවැත්වීමේදී එය විනිවිදභාවයකින් යුතුව බස් නැවතුම්පොළක හෝ වෙනත් විවෘත ස්ථානයක සිදු කළ යුතු බව ඔහු සඳහන් කළේය.

අවශ්‍ය අවස්ථාවලදී පොලිස් නිලධාරීන්ට වාහනයක් ලුහුබැඳ යාමට අවසර ඇති නමුත්, එහිදී අනන්‍යතාවය සහ ලුහුබැඳීමට හේතුව පැහැදිලිව පෙනෙන්නට තිබිය යුතු බව ද සේනාධීර මහතා ප්‍රකාශ කළේය.

රියදුරන් වෙත විශේෂ දැනුම්දීමක් කරමින් නියෝජ්‍ය පොලිස්පතිවරයා කියා සිටියේ, රථවාහන වරදක් සම්බන්ධයෙන් වාහනයක් නැවැත්වූ අවස්ථාවකදී පොලිස් නිලධාරියාට සෘජුව මුදල් ගෙවීමේ කිසිදු අවශ්‍යතාවක් නොමැති බවයි.

දඩ මුදල් ගෙවීම සඳහා තැපැල් කාර්යාල ඇතුළු නීතිය මගින් අනුමත කර ඇති නිසි ක්‍රමවේද පවතින බව ඔහු සිහිපත් කළේය.

එම නීත්‍යානුකූල මාර්ග අනුගමනය නොකර පොලිස් නිලධාරීන්ට සෘජුව මුදල් ගෙවීම අල්ලස් ලබාදීමක් ලෙස සලකා, එවැනි රියදුරන්ට එරෙහිව ද දැඩිව නීතිය ක්‍රියාත්මක කරන බව සේනාධීර මහතා වැඩිදුරටත් අවධාරණය කළේය.

Police Urges Transparency in Vehicle Inspections to Combat Corruption

The Deputy Inspector General of Police, W.P.A. Senadhira, has emphasized the importance of conducting vehicle inspections in visible locations rather than hidden or isolated spots. His remarks come in light of concerns regarding the integrity of operations related to traffic violations.

Senadhira insisted that police officers must perform their duties openly and professionally, stating that vehicles should be stopped in areas clearly visible to other motorists. This approach not only reassures the public but also fosters accountability among officers.

During his address, he reminded traffic police to strictly adhere to the protocols and guidelines issued by the police department on how to effectively conduct their duties on the road.

He cautioned against the temptation to stop vehicles in a manner that may suggest soliciting bribes, advising officers to avoid arbitrary enforcement that could give rise to suspicions of corruption.

When stopping a vehicle, it should be done transparently at a designated bus stop or other open areas, ensuring that the process is clear and above board, the Deputy Inspector General added.

While police officers are permitted to let vehicles pass under certain circumstances, it's crucial that the reason for such discretion is transparent and communicated to the drivers involved.

In a direct communication to motorists, Senadhira noted that there is no need to pay cash directly to a police officer during a vehicle stop for a suspected traffic violation.

He reminded the public that established legal procedures, including payment through postal services, are in place for paying fines, thereby reinforcing the law's integrity.

Failure to follow these lawful procedures and opting for direct payment to police officers will be treated as bribery. The authorities will take stringent action against motorists who engage in such practices, Senadhira further reiterated.
