බදුල්ල ප්‍රාදේශීය සෞඛ්‍ය සේවා අධ්‍යක්ෂවරයා විසින් ප්‍රාථමික වෛද්‍ය සත්කාර ඒකකවල සේවයේ නිරත වෛද්‍යවරුන් සඳහා අතිකාල දීමනා ගෙවීමට ගෙන ඇති තීරණයට රජයේ වෛද්‍ය නිලධාරීන්ගේ සංගමය සිය දැඩි විරෝධය පළ කර සිටියි.

රජයේ වෛද්‍යවරුන් කිසිවෙකුත් අතිකාල දීමනා ලබා නොගන්නා බවත්, මෙම තීරණයට එරෙහිව ඉදිරියේදී දැඩි වෘත්තීය ක්‍රියාමාර්ග ගන්නා බවත් එම සංගමය අවධාරණය කරයි.

රජයේ වෛද්‍ය නිලධාරීන්ගේ සංගමයේ ලේකම් වෛද්‍ය චන්දික එපිටකඩුව මහතා ප්‍රකාශ කර ඇත්තේ, රජයේ වෛද්‍යවරුන් තමන් සිදුකරන අමතර සේවය වෙනුවෙන් ලබාගන්නේ ‘අමතර රාජකාරි දීමනාවක්’ මිස ‘අතිකාල දීමනාවක්’ නොවන බවයි.

සෞඛ්‍ය සේවා බලධාරීන් විසින් ගනු ලැබූ මෙම මතභේදාත්මක තීරණය හරහා බදුල්ල ප්‍රාදේශීය සෞඛ්‍ය සේවා අධ්‍යක්ෂවරයා මගින් නව අතිකාල ගෙවීමේ ක්‍රමවේදයක් හඳුන්වා දීමට උත්සාහ කරන බවට ඔහු චෝදනා කළේය.

බදුල්ල ප්‍රාදේශීය සෞඛ්‍ය සේවා අධ්‍යක්ෂ වෛද්‍ය ඊ.එම්.ටී.කේ. අත්තනායක මහතා විසින් නිකුත් කරන ලද ලිපියකට අනුව, ඌව පළාතේ ප්‍රාථමික වෛද්‍ය ප්‍රතිකාර ඒකකවල සේවා කාලය පෙරවරු 8.00 සිට පස්වරු 4.00 දක්වා ක්‍රියාත්මක වේ. එම ඒකකවල සේවය කරන වෛද්‍යවරුන් සඳහා සතියේ දිනවල පැය 4ක් සහ සෙනසුරාදා දිනවල පැය 3ක් වශයෙන් අතිකාල ගණනය කරන ලෙස ගණකාධිකාරීවරයා වෙත උපදෙස් දී තිබේ.

මෙම තීරණය ගෙන ඇත්තේ පළාත් සෞඛ්‍ය සේවා අධ්‍යක්ෂවරයා විසින් 2026.07.20 දිනැතිව යොමු කරන ලද UH/AB/2/1/2026 දරන ලිපියට අනුව බවද එම නිල ලිපියේ සඳහන් වේ.

කෙසේ වෙතත්, වෛද්‍යවරුන් සඳහා දැනටමත් අමතර රාජකාරි දීමනා ලබාදීමේ විධිමත් ක්‍රමවේදයක් පවතින පසුබිමක, ඊට පටහැනිව මෙවැනි නව ‘අතිකාල’ ක්‍රමවේදයක් ක්‍රියාත්මක කිරීම බරපතළ ගැටලුවක් බව රජයේ වෛද්‍ය නිලධාරීන්ගේ සංගමය පෙන්වා දෙයි.

පවතින සම්මත ක්‍රියා පටිපාටියෙන් බැහැරව ගෙන ඇති මෙම තීරණයට එරෙහිව ඉදිරියේදී දැඩි පියවර ගන්නා බවද එම සංගමයේ ලේකම්වරයා වැඩිදුරටත් සඳහන් කර සිටියි.

Health Officials Protest New Overtime Payment Decision in Badulla

The Director of Regional Health Services in Badulla has sparked controversy with a recent decision to pay overtime allowances to doctors working at primary medical care units. The Government Medical Officers' Association has voiced strong opposition to this move, asserting that no government medical professionals currently receive overtime payments.

Association representatives have emphasized their intention to take robust professional action against this decision in the near future. Dr. Chandika Epithakaduwawho, the Secretary of the association, revealed that government doctors receive an 'additional duty allowance' rather than an 'overtime allowance' for extra services rendered.

Dr. Epithakaduwawho criticized the Director's initiative, alleging that he is attempting to introduce a new payment mechanism for overtime without just cause. According to a letter issued by the Badulla Regional Health Services Director, Dr. E.M.T.K. Aththanayake, the operating hours for primary medical treatment units in the Uva Province are from 8:00 AM to 4:00 PM. The directive specified that doctors working in these units should be recognized for four hours of overtime during weekdays and three hours on Saturdays.

This decision, stemming from a letter dated July 20, 2026, from the Provincial Director of Health Services, raises concerns, as the association highlights that a structured process for additional duty allowances already exists for medical professionals. The introduction of a new 'overtime' payment system is seen as a serious issue by the Government Medical Officers' Association.

The Secretary of the association further indicated that they would take stringent action against this decision, which they believe contradicts established protocols governing medical professionals' remuneration.
