මත්ද්‍රව්‍ය රස පරීක්ෂක වාර්තා මාස තුනෙන් දෙනවා..- අධිකරණ ඇමති


 රජයේ රස පරීක්ෂක දෙපාර්තමේන්තුවේ DNA පරීක්ෂණ ධාරිතාවය තවදුරටත් වැඩිදියුණු කිරීම සදහා අත්‍යවශ්‍ය උපකරණ එම දෙපාර්තමේන්තුවේ DNA රසායනාගාරයට ලබාදීමට එක්සත් ජාතීන් සංවර්ධන වැඩසටහන (UNDP) කටයුතු කර ඇති අතර, අදාළ උපකරණ එක්සත් ජාතීන් සංවර්ධන වැඩසටහනේ මෙරට නිත්‍ය නියොජිත Azusa Kubota මහත්මිය විසින් රජයේ රස පරීක්ෂක කාමිණි පෙරේරා මහත්මිය වෙත භාරදීම අධිකරණ සහ ජාතික ඒකාබද්ධතා අමාත්‍ය, නීතිඥ හර්ෂණ නානායක්කාර මහතා ඉදිරිපිටදී (15)  බත්තරමුල්ල, ඉසුරු මාවත පිහිටි එම දෙපාර්තමේන්තු පරිශ්‍රයේදී සිදු විය. 

එම උපකරණ නිරීක්ෂණය කිරීමෙන් අනතුරුව රජයේ රස පරීක්ෂක කාමිණි පෙරේරා මහත්මිය සහ  එක්සත් ජාතීන් සංවර්ධන වැඩසටහනේ මෙරට නිත්‍ය නියොජිත Azusa Kubota මහත්මිය අතර උපකරණ භාරදුන් බවට ගිවිසුම්  වෙනුවෙන් අත්සන් කිරීම ද සිදු විණි.

රස පරීක්ෂක වාර්තා ලබාදීමේ ප්‍රගතිය සහ නවීණ පරීක්ෂණ උපකරණවල අවශ්‍යතා ඇතුළු පහසුකම් සම්බන්ධයෙන් විශේෂ සාකච්ඡාවක්ද අධිකරණ සහ ජාතික ඒකාබද්ධතා අමාත්‍ය, නීතිඥ හර්ෂණ නානායක්කාර මහතාගේ ප්‍රධානත්වයෙන් වැඩබලන රජයේ රස පරීක්ෂක කාමිණි පෙරේරා, එක්සත් ජාතීන් සංවර්ධන වැඩසටහනේ මෙරට නිත්‍ය නියොජිත Azusa Kubota, ශ්‍රි ලංකාවේ කැනඩා මහ කොමසාරිස් Isabella Martin මහත්මීන්ගේ සහභාගිත්වයෙන් සිදු විය.

එහිදී අදහස් පළ කළ අධිකරණ සහ ජාතික ඒකාබද්ධතා අමාත්‍ය නීතිඥ හර්ෂණ නානායක්කාර මහතා,

රස පරීක්ෂක වාර්තා ප්‍රමාදය පසුගිය කාලය තුළ බරපතල ගැටළුවක් බවට පත්ව තිබුණා. එම ගැටළුව විසදීමට අවශ්‍ය විධිමත් පියවර මේ වන විට ගෙන තිබෙනවා. වත්මන් රජය බලයට පත් වන විට දෙපාර්තමේන්තුව තුළ පුරප්පාඩු 118 ක් තිබුණා. ඒ නිසා කාර්යක්ෂම ලෙස රස පරීක්ෂක වාර්තා නිකිත් කිරීමේ දැඩි අපහසුතාවයක් තිබුණා. මේ වන විට අවශ්‍ය කාර්ය මණ්ඩලය හැත්තෑවක් පමණ බඳවා ගැනීමට පියවර ගෙන තිබෙනවා. එහි නිලධාරීන් රාත්‍රි දහය පමණ වන තෙක් රාජකාරී කටයුතු සිදු කරමින් වාර්තා ලබාදීම කඩිනම් කිරීමට කටයුතු කරනවා. මත්ද්‍රව්‍ය සම්බන්ධ පරීක්ෂණ වාර්තා මාස තුනකට අඩු කාලයක් තුළ නිකුත් කිරීමට අවශ්‍ය පියවර ගෙන තිබෙනවා. ඒ වෙනුවෙන් රස පරීක්ෂක දෙපාර්තමේන්තුවේ නිලධාරීන් කරනු ලබන සේවය අගය කළ යුතුයි. 

බන්ධනාගාරවල තිබෙන තත්වයන් නිරීක්ෂණය කිරීමේදී රැඳවියන්ගේ මුලික චෝදනාවක් වුයේ රස පරීක්ෂක වාර්තා ප්‍රමාදවීම නිසා ඇප ලබා ගැනීමට නොහැකිව  ඇති බවයි. මෙම තත්වය අපි පසුගිය වසරේ හඳුනා ගෙන අවශ්‍ය පියවර ගැනීමට කටයුතු කළා. නවීන යන්ත්‍ර සහ පරීක්ෂණ කටයුතු වෙනුවෙන් අවශ්‍ය කරන රසායනික ද්‍රව්‍ය අවශ්‍ය පරිදි ලබාදීමට කටයුතු කර තිබෙනවා. 2022 වසරේ සම්මත කරන ලද නීතියට අනුව  මත්ද්‍රව්‍යවල ශුද්ධ බර ප්‍රමාණය ග්‍රෑම් දහයකට වැඩි නම් ඇප ලබා ගැනීමට අභියාචනාධිකරණයට යාමට සිදුවීමෙන් ඇප ලබා ගැනීමේ ප්‍රමාදයන් සිදු වුණා. මේ නීතිය සංශෝධනය කිරීමට අවශ්‍ය පියවර ගෙන තිබෙනවා. අත්අඩංගුවට ගන්නා අවස්ථාවේදී  මත් ද්‍රව්‍යවල ශුද්ධ බර  ග්‍රෑම් 100 අඩු නම් මහාධිකරණයෙන් ඇප ලබා ගැනීමේ හැකියාව නැවත ඇති කරනවා. 

ඩී. එන්.ඒ .පරීක්ෂණ කටයුතු කඩිනම් කිරීම සහ ඒ වෙනුවෙන් තවදුරටත් අවශ්‍ය තාක්ෂණික පහසුකම් ලබාදීම සම්බන්ධයෙන්ද සාකච්ඡාවේදී විශේෂ අවධානය යොමු විය.

RT PCR යන්ත්‍රයක්, PCR පද්ධතියක් සහ Crime Lite සිරොලොජි කට් සංඛ්‍යාව ඇතුළු උපකරණ එසේ ලබාදී ඇති අතර, කැනඩා රජයේ මුල්‍ය සහායෙන්  එක්සත් ජාතීන්ගේ ජන ගහන අරමුදල මෙම වැඩසටහන ක්‍රියාත්මක කර තිබේ.

ජීව විද්‍යාත්මක සාක්ෂි නිවැරදිව සොයා බලා විශ්ලේෂණය කිරීම මගින් අධිකරණ ක්‍රියාවලියේ විද්‍යාත්මක පදනම ශක්තිමත් කිරීම,  අධිකරණ විද්‍යාත්මක DNA විශ්ලේෂණයේ නිවැරදි බව, විශ්වාසනීය බව සහ සාක්ෂි ශක්තිය වැඩි කිරීම තුළින්  පවතින නඩු පද්ධතියේ ප්‍රමාදය අවම කිරීම නව උපකරණ ලබා දීමේ අරමුණයි.





UNDP Enhances DNA Testing Capacity of Sri Lankan Government Analyst Department

The Government Analyst Department's capacity for DNA testing has received a significant boost with essential equipment provided by the United Nations Development Programme (UNDP). The ceremonial handover of the equipment took place in the presence of Harshana Nanayakkara, Minister of Justice and National Integration, on the 15th of this month at the department's premises in Isuru Mawatha, Battaramulla, with UNDP's Resident Representative in Sri Lanka, Azusa Kubota, formally transferring the items to Kanmani Perera, the Government Analyst.

Following the equipment inspection, both Perera and Kubota signed an agreement confirming the transfer, solidifying their collaborative efforts in enhancing forensic capabilities.

An extensive discussion was held regarding the progress in delivering forensic reports and the need for advanced testing equipment, led by Minister Nanayakkara. This meeting involved various key stakeholders, including Canadian High Commissioner Isabella Martin and senior officials from the UNDP.

Minister Nanayakkara pointed out that delays in the submission of forensic reports had become a serious issue in recent times. He reassured that systematic steps have now been taken to address these challenges. At the time of the current government's inauguration, the department faced a backlog of 118 vacancies, severely hampering its efficiency in releasing forensic reports. As of now, measures are being implemented to recruit around seventy new personnel to mitigate these delays, with officials reportedly working until late at night to expedite the process.

Moreover, it has been mandated that drug-related forensic reports be issued within three months or less. The minister emphasized the appreciation deserved for the efforts of the Government Analyst Department's staff in this regard. Urgent steps were necessary to resolve issues, particularly when detainees expressed concerns that delays in forensic reports were hindering their ability to secure bail. This concern has led to a reevaluation of current processes over the past year.

Moving forward, there are plans to supply essential chemicals for modern equipment and testing. Amendments to the laws enacted in 2022 have been proposed to expedite the bail process, particularly concerning drug cases. Under the revised law, individuals found with less than 100 grams of drugs at the time of arrest may regain the right to seek bail from the High Court.

Discussions also emphasized the need to advance D.N.A testing operations and further enhance technical facilities to support these endeavors. The equipment received includes an RT PCR machine, PCR system, and Crime Lite serology kits. This initiative has been funded by the Canadian government through the UN's Global Fund for Drug Control.

The introduction of these new tools aims to strengthen the scientific foundations of judicial processes by ensuring accurate biological evidence analysis, thereby enhancing the reliability and strength of forensic DNA analyses while simultaneously reducing delays in the existing case system.

  2. හර්සන නානායක්කාර ගොන් පකයගෙ පයිය තමයි. අවුරුදු 10ක් පුරා රිමාන්ඩ් එකේ තපින අහිංසකයො ඉන්නව රස පරීක්ශක වාර්තාව නැතිව. මරි මෝඩ මහේස්ත්‍රාත් හැත්තත් වාර්තාව නෑ කියල ආයෙත් උන්ව රිමාන්ඩ් කොරල නඩුව කල් දානව මාස හය හතකින්.
