 රජයේ ණය බර අවම කරමින් සංවර්ධන ව්‍යාපෘති සඳහා දේශීය අරමුදල් සෘජුව යොදාගත හැකි වන පරිදි බදු ආදායම ඉහළ නංවා ගැනීම වත්මන් රජයේ ප්‍රධාන ඉලක්කය බව ආර්ථික සංවර්ධන නියෝජ්‍ය අමාත්‍ය නිශාන්ත ජයවීර මහතා ප්‍රකාශ කළේය.

දේශීය ආදායම් පරිපාලන විධායක නිලධාරීන්ගේ සංගමයේ 13 වැනි මහා සභා රැස්වීමට එක්වෙමින් නියෝජ්‍ය අමාත්‍යවරයා මේ බව සඳහන් කලේය.

එහිදී වැඩිදුරටත් අදහස් දැක්වූ නියෝජ්‍ය අමාත්‍යවරයා පෙන්වා දුන්නේ රජය අපේක්ෂා කරන බදු ආදායම් ඉලක්ක අභිබවා ආදායම් රැස් කිරීම තුළින් අමතර ණය ලබා ගැනීම් මෙන්ම ණය පොලී වාරික ගෙවීම් ද සැලකිය යුතු ලෙස අවම කරගත හැකි වන බවයි.

ඉතිහාසයේ පළමු වතාවට විදේශ ණය ලබා නොගෙන, සම්පූර්ණයෙන්ම දේශීය අරමුදල් පමණක් භාවිත කරමින් අධිවේගී මාර්ග 3ක ඉදිකිරීම් කටයුතු සිදු කිරීමට අවස්ථාව උදා වී ඇත්තේ ද නිසි පරිදි රාජ්‍ය ආදායම රැස් කරගැනීමට හැකි වීම නිසා බව හෙතෙම අවධාරණය කළේය.

දේශීය ආදායම් දෙපාර්තමේන්තුව 2025 වසරේදී ඉතිහාසයේ ලබාදුන් ඉහළම ආදායම් ඉලක්කය ද අභිබවා යමින් රුපියල් බිලියන 42කට ආසන්න අමතර බදු ආදායමක් උපයා දී ඇති බවත්, 2026 වසරේ මේ දක්වා කාලය තුළ නියමිත ආදායම් ඉලක්කය 16%ත් 18%ත් අතර අගයකින් ඉක්මවා ක්‍රියා කිරීමට සමත්ව ඇති බවත් ඔහු පැවසීය.

මුදල්, ක්‍රමසම්පාදන සහ ආර්ථික සංවර්ධන අමාත්‍යාංශයේ මුදල් ප්‍රතිපත්ති දෙපාර්තමේන්තුව නිකුත් කර ඇති මූල්‍ය සමාලෝචන වාර්තාවට අනුව, 2026 ජනවාරි සිට ජූනි දක්වා වූ පළමු අර්ධයේදී රජයේ සමස්ත ආදායම රුපියල් ට්‍රිලියන 2.956ක් දක්වා ඉහළ ගොස් තිබේ. එය 2026 වසර සඳහා රජය අපේක්ෂිත සමස්ත ආදායම් ඉලක්කය වන රුපියල් ට්‍රිලියන 5.3න් 55.8%ක ප්‍රගතියකි.

මෙම ආදායම් අතරින් දේශීය ආදායම් දෙපාර්තමේන්තුව මඟින් රුපියල් බිලියන 1,248ක් රැස් කරගෙන ඇති අතර, එය වාර්ෂික ඇස්තමේන්තුව වූ රුපියල් බිලියන 2,401න් 52%ක සම්පූර්ණ කිරීමකි.

එමෙන්ම වාහන ආනයන බදු ඉහළ යෑම හේතුවෙන් ශ්‍රී ලංකා රේගුව රුපියල් බිලියන 1,290ක ආදායමක් උපයා දෙමින් වාර්ෂික ඉලක්කයෙන් 58.5%ක් සපුරා රජයේ ආදායමට ඉහළම දායකත්වය ලබා දී ඇත.

දේශීය ආදායම් දෙපාර්තමේන්තුවේ කාර්යක්ෂමතාව තවදුරටත් ඉහළ නැංවීම සඳහා ඉදිරියේදී නව බඳවා ගැනීම් සිදු කිරීමට සහ මාස 36ක් ඇතුළත නව කාර්යාල ගොඩනැඟිල්ලක් ස්ථාපිත කිරීමට රජය සැලසුම් කර ඇති බව ද නියෝජ්‍ය අමාත්‍යවරයා වැඩිදුරටත් සඳහන් කළේය.

Government Aims to Boost Revenue for Development Projects, Says Deputy Minister

In a significant address, Economic Development Deputy Minister Nishantha Jayawardena emphasized that the current government is focused on reducing the national debt burden while simultaneously enhancing tax revenue to facilitate local funding for developmental projects.

Speaking at the 13th annual convention of the Association of Local Revenue Administrative Officers, he highlighted that exceeding the expected tax revenue targets would lead to a reduction in additional borrowing as well as a decrease in debt servicing costs.

For the first time in history, the government is poised to fund the construction of three expressways entirely through local resources without relying on foreign loans, a development made possible by effective revenue collection measures, he noted.

The Deputy Minister pointed out that the Department of Local Revenue surpassed its historical revenue target, generating an additional Rs. 42 billion, and has managed to achieve revenue collection between 16% and 18% above the set targets for 2026 thus far.

According to a financial review report released by the Department of Financial Policies, the government’s total revenue has risen to Rs. 2.956 trillion in the first half of 2026, reflecting a 55.8% increase from the anticipated total revenue target of Rs. 5.3 trillion for the year.

Of this income, the Department of Local Revenue has successfully collected Rs. 1.248 trillion, achieving 52% of its annual estimate of Rs. 2.401 trillion.

Furthermore, an increase in vehicle import taxes has contributed significantly to the Sri Lanka Customs' revenue, generating Rs. 1.29 trillion and fulfilling 58.5% of the annual target, marking a substantial contribution to the government’s overall revenue.

To further improve the efficiency of the Department of Local Revenue, the Deputy Minister indicated that the government plans to undertake new recruitment and establish a new office building within 36 months.
