‘පැරණි දේශපාලනය වෙනස්කම් භාවිත කළේ බෙදීමටයි. අපේ අභියෝගය ඒ වෙනස්කම් භාවිත කරමින් එකිනෙකා තේරුම් ගන්නා රටක් ගොඩනැගීමයි. පසුගිය මැතිවරණවලදී ජනතාව ජාතිය, ආගම සහ භාෂාව මත බෙදීම් ඇති කරමින් බලය තහවුරු කරගැනීමේ පැරණි දේශපාලන මතවාදය ප්‍රතික්ෂේප කළා’ යයි අධිකරණ සහ ජාතික ඒකාබද්ධතා අමාත්‍ය, නීතිඥ හර්ෂණ නානායක්කාර මහතා පවසයි.

ඔහු මෙම අදහස් පළ කළේ 2026 ජාත්‍යන්තර භාෂා පරිවර්තන දිනය නිමිත්තෙන් රාජ්‍ය භාෂා දෙපාර්තමේන්තුව විසින් සංවිධානය කර තිබු උත්සවයට එම දෙපාර්තමේන්තු පරිශ්‍රයේදී එක්වෙමිනි.

අද අපි එක්වී සිටින්නේ තවත් එක් ජාත්‍යන්තර දිනයක් සැමරීමට පමණක් නොවෙයි. අපි අද කතා කරන්නේ මිනිසුන් අතර සන්නිවේදනය ගොඩනගන, සංස්කෘතීන් අතර පාලම් හදන, අවසානයේ රටක් එකට බැඳ තබන ඉතා වැදගත් වෘත්තියක් ගැනයි. ඒ භාෂා පරිවර්තනයයි. පරිවර්තකයා එක් භාෂාවක වචනයක් තවත් භාෂාවකට මාරු කරන පුද්ගලයෙකු ලෙස සරලව හඳුන්වන්න පුළුවන්. නමුත් පරිවර්තකයා කරන්නේ ඊට වඩා විශාල කාර්යයක් සිදු කරනවා. පරිවර්තකයින් වචනයක් පමණක් තවකෙකුට ගෙන යන්නේ නැහැ; ඔවුන් අදහසක්, අත්දැකීමක්, සංස්කෘතියක් ගෙන යනවා. සමහර අවස්ථාවලදී, මිනිසෙකුගේ අයිතියක්, දුකක්, සතුටක් බලාපොරොත්තුවක් තවත් මිනිසෙකුට නිවැරදිව ඇසෙන්නට සහ දැනෙන්නට සලස්වනවා. අපේ රටේ මෑත ඉතිහාසයේ බොහෝ අවස්ථාවල දේශපාලනය විසින් මේ විවිධත්වය මිනිසුන් එකතු කිරීමට නොව, මිනිසුන් බෙදීමට භාවිත කළා. 

ජාතිය, ආගම, භාෂාව කියන මේවා මිනිසුන්ගේ අනන්‍යතාවය වෙනුවට දේශපාලන බලය ලබාගැනීමේ මෙවලම් බවට පත් කළ අවස්ථා අපි දැක තිබෙනවා. තමන්ගේ ඡන්ද පදනම ශක්තිමත් කරගැනීම සඳහා “අපි” සහ “ඔවුන්” කියන බෙදීම නිර්මාණය කළ දේශපාලනයක් අපි දැක තිබෙනවා.

නමුත් පසුගිය මැතිවරණවලදී ශ්‍රී ලංකාවේ ජනතාව ඉතා වැදගත් තීන්දුවක් ලබා දී තිබෙනවා. ඔවුන් දේශපාලන නායකයන් කිහිප දෙනෙකු පමණක් ප්‍රතික්ෂේප කළේ නැහැ; ජාතිය, ආගම සහ භාෂාව මත බෙදීම් ඇති කරමින් බලය තහවුරු කරගැනීමේ පැරණි දේශපාලන මතවාදයත් ප්‍රතික්ෂේප කළා. මේ ජනවරම අපි හොඳින් තේරුම් ගත යුතුයි. ජනතාව කියන්නේ, “මගේ අනන්‍යතාවය මට අවශ්‍යයි. මගේ ආගම මට වැදගත්. මගේ භාෂාව මට වැදගත්. නමුත් ඒ කිසිවක් නිසා තවත් මිනිසෙකු මගේ සතුරා විය යුතු නැහැ” කියන පණිවිඩයයි.

ඒ නිසා අපේ රටට අවශ්‍ය නව දේශපාලන සංස්කෘතියක්. ජාතිවාදී නොවන, ආගම්වාදී නොවන, වෙනස් සංස්කෘතීන්ට ගරු කරන දේශපාලනයක්. අපේ අරමුණ මිනිසුන්ගේ වෙනස්කම් මකා දැමීම නෙවෙයි, වෙනස්කම් තිබියදීත් එකට ජීවත් විය හැකි රටක් ගොඩනැගීමයි. ඒ ගමනේදී භාෂාවට තිබෙන්නේ අතිශය වැදගත් කාර්යභාරයක්.

රාජ්‍ය සේවය ජනතාවට සමීප කළ යුතු යැයි අපි නිතර කියනවා. නමුත් රාජ්‍ය සේවය ජනතාවට සමීප වන්නේ කාර්යාලයක් ගමට ගෙන ගිය පමණින් නොවේ. රාජ්‍යය ජනතාවට තේරෙන භාෂාවෙන් කතා කළ යුතුයි. ගොවියෙකුට තම ඉඩම සම්බන්ධ ලිය කියවිලි තේරෙන්න ඕන. පොලිසියට යන පුරවැසියෙකුට තම පැමිණිල්ල තම භාෂාවෙන් ඉදිරිපත් කිරීමට හැකි විය යුතුයි. රෝහලකට යන මවකට තම රෝගී දරුවා සම්බන්ධව ලබාදෙන වෛද්‍ය උපදෙස් තේරෙන්න ඕන. රාජ්‍ය කාර්යාලයකට යන සාමාන්‍ය පුරවැසියෙකු අවශ්‍ය සේවය තමන්ගේ භාෂාවෙන් ලබාගන්න හැකියාව තිබිය යුතුයි.

භාෂා පරිවර්තකයා රාජ්‍යය සහ පුරවැසියා අතර තිබෙන සන්නිවේදන බාධකය ඉවත් කරනවා. ඒ නිසා පසුගිය වසර තුළ රාජ්‍ය භාෂා දෙපාර්තමේන්තුව හඳුන්වා දී ඇති වැඩසටහන් මම දකින්නේ වෙන වෙනම ව්‍යාපෘති ලෙස නොවෙයි. ඒ සියල්ල එකට ගත් විට, අපි දකින්නේ එකම දැක්මක්. එනම් භාෂාව හරහා රාජ්‍යය ජනතාවට සමීප කිරීමේ දැක්මයි.

ඒ යටතේ පසුගිය වසර තුළ ආරම්භ කළ වැදගත් වැඩසටහනක් තමයි “ආගමික සහජීවනය සඳහා භාෂාව.” 

රාජ්‍ය භාෂා දෙපාර්තමේන්තුවේ අනුමත පරිවර්තක තනතුරු 25කින් 17ක් දිගු කාලයක් පුරප්පාඩුව පැවතුණා. 2019 සිට බඳවාගෙන නැහැ. විශේෂයෙන් මේ පත්වීම් 17 දකින්නේ තනතුරු 17ක් පිරවීමක් ලෙස පමණක් නොවේ. භාෂාව නිසා රාජ්‍යයෙන් දුරස් විය හැකි පුරවැසියන් වෙත තවත් නව දොරවල් 17ක් විවෘත කිරීමක් ලෙසයි.

අපේ රටේ දේශපාලනය වෙනස් වෙමින් තිබෙනවා. පැරණි දේශපාලනය වෙනස්කම් භාවිත කළේ බෙදීමටයි. අපේ අභියෝගය වන්නේ ඒ වෙනස්කම් භාවිත කරමින් එකිනෙකා තේරුම් ගන්නා රටක් ගොඩනැගීමයි. ඒ ගමනේදී භාෂා පරිවර්තකයාගේ කාර්යභාරය සුළු දෙයක් නොවේ. ඔබ වචන පමණක් පරිවර්තනය කරන්නේ නැහැ. ඔබ රාජ්‍යය ජනතාවට තේරුම් කර දෙනවා, ජනතාවගේ හඬ රාජ්‍යයට ගෙන යනවා, සංස්කෘතීන් අතර පාලම් ගොඩනගනවා.

රාජ්‍ය භාෂා දෙපාර්තමේන්තුවට බඳවාගත් නවක භාෂා පරිවර්තකවරුන් 17 දෙනෙක් වෙනුවෙන් පත්වීම් ලබාදීම, රාජය භාෂා දෙපාර්තමේන්තුව විසින් පවරනු ලැබූ පරිවර්තන කාර්යයන් ඉටුකිරීම වෙනුවෙන් පරිවර්තකයින් තිදෙනෙකුට උපහාර දැක්වීම සහ භාෂා පරිවර්තන විශේෂ උපාදිය හදාරන විශ්ව විද්‍යාල විද්‍යාර්ථීන් අතර පවත්වන ලද තරඟයේ තිළිණ සහ සහතික පත් ප්‍රදානය කිරීමද අමාත්‍යතුමාගේ ප්‍රධානත්වයෙන් සිදු විය.

ජාත්‍යන්තර භාෂා පරිවර්තන දින ප්‍රධාන ‍දේශනය ප්‍රවිණ භාෂා පරිවර්තක ගාමිණි වියන්ගොඩ මහතා විසින් සිදු කළ අතර, රාජ්‍ය භාෂා කොමසාරිස් ජනරාල් තිලක් නන්දන හෙට්ටිආරච්චි, අධිකරණ සහ ජාතික ඒකාබද්ධතා අමාත්‍යාංශයේ අතිරේක ලේකම්, සමන්ත විජයසිංහ යන මහත්වරුන්ද මෙහිදී අදහස් පළ කළහ.

Call for a New Political Culture in Sri Lanka During International Translation Day Celebration

In a powerful address, Attorney General Harshana Nanayakkara highlighted the detrimental effects of traditional politics, which he claimed has historically used divisions to maintain power. He emphasized that the challenge ahead lies in fostering understanding among diverse communities to build a cohesive nation.

This statement was made during an event organized by the Department of Official Languages in celebration of International Translation Day. Nanayakkara elaborated on the importance of bridging cultural divides through effective communication.

“Today, we gather not merely to commemorate another international day but to elevate the crucial profession of translation that builds bridges between cultures and ultimately unites our nation,” he stated. He contrasted the simplistic view of translators as mere word exchangers, arguing that their work embodies something far more profound. “Translators carry ideas, experiences, and cultures, ensuring that feelings of joy, sorrow, and expectations resonate accurately among people,” he noted, stressing that in recent history, politics has often exploited diversity to foster discord rather than unity.

He pointed out instances where identity markers such as ethnicity, religion, and language have been weaponized in the quest for political power. This divisive rhetoric, which paints society in terms of “us” versus “them,” must be dismantled, he urged.

In the recent elections, the Sri Lankan populace made a significant decision, not only rejecting multiple political leaders but also dismissing the outdated political ideologies that rely on division based on nationality, religion, and language. “The message from the public is clear: I value my identity, religion, and language, but none of these should turn another person into an adversary,” Nanayakkara explained.

He called for a new political culture that is devoid of ethnic or religious bias and that respects various cultures. The aim should not be to erase differences but to create a country where people can coexist meaningfully in spite of their diverse backgrounds. Language, he asserted, plays a vital role in this transformative journey.

Often, it is said that the public service must be brought closer to the people, but this proximity cannot merely be achieved by relocating offices. “The government must communicate in languages that people understand,” he cautioned, underscoring the need for accessible communication in public services like agriculture, police reporting, and medical advice.

Translators are essential in removing communication barriers between the government and citizens. The initiatives introduced by the Department of Official Languages over the past year should not be viewed as isolated projects but as components of a unified vision to bridge the government and the public through language.

Among these initiatives is a notable program launched last year titled “Language for Religious Harmony.”

Nanayakkara noted that out of 25 approved translator positions in the Department, 17 had remained vacant since 2019. Filling these roles is not merely about staffing; it represents the opening of new doors to citizens who might feel alienated due to language differences.

As Sri Lanka's political landscape evolves, the previous regime's use of diversity to divide has been starkly challenged. Our task now is to leverage these changes to cultivate a nation founded on mutual understanding. The role of the translator in this context is monumental, as they facilitate the flow of ideas between the state and the citizens, allowing for genuine connections across cultural divides.

During the event, the Minister presided over the appointment of 17 new translators, recognized three translators for their contributions, and awarded certificates to winners of a translation competition among university students.

The keynote speech for International Translation Day was delivered by senior translator Gamini Wijayakoon, with contributions from key figures including General Commissioner of Official Languages Tilak Nandana Hettiarachchi and Additional Secretary of the Ministry of Justice and National Integration, Samanta Vijayasinghe.
