අලුත් තීරු බදු ක‍්‍රමයක් ගේනවා..

 

දේශීය නිෂ්පාදකයින් ආරක්ෂා කිරීම සහ ඔවුන්ගේ නිෂ්පාදන පිරිවැය අවම කිරීම අරමුණු කරගනිමින්, ආනයනික භාණ්ඩ මත පනවා ඇති සෙස් (CESS) සහ වරාය හා ගුවන්තොටුපළ සංවර්ධන (PAL) බදු අදියරෙන් අදියර ඉවත් කිරීමට රජය තීරණය කර ඇතැයි මුදල් හා ක්‍රමසම්පාදන නියෝජ්‍ය අමාත්‍ය ආචාර්ය අනිල් ජයන්ත ප්‍රනාන්දු මහතා ප්‍රකාශ කළේය.

දේශීය කර්මාන්ත ආරක්ෂා කිරීමේ අරමුණින් අතීතයේදී ආනයනික භාණ්ඩ සඳහා සෙස් බදු පැනවුවද, මෙරට ප්‍රධාන පෙළේ දේශීය කර්මාන්ත රැසක්ම ආනයනික අමුද්‍රව්‍ය මත යැපෙන බැවින් එම නිෂ්පාදනවල පිරිවැය ඉහළ ගොස් ඇති බව නියෝජ්‍ය අමාත්‍යවරයා පෙන්වා දුන්නේය.

නිෂ්පාදන පිරිවැය අධික වීම නිසා දේශීය වෙළෙඳපොළ තුළ මෙන්ම අපනයන ක්ෂේත්‍රයේදී ද තරගකාරීත්වයට මුහුණ දීමට දේශීය ව්‍යවසායකයින් අපොහොසත් වන බැවින්, අදියරගතව මෙම බදු ක්‍රමය සංශෝධනය කිරීමට පියවර ගන්නා බව හෙතෙම සඳහන් කළේය.

ඒ අනුව, පළමුව අතරමැදි ද්‍රව්‍ය සඳහා නිශ්චිත සහන කාලසීමාවක් ලබා දෙමින් සෙස් බද්ද ක්‍රමිකව ඉවත් කෙරෙනු ඇත. මෙමඟින් දේශීය කර්මාන්තවලට කිසිදු හානියක් සිදු නොවී ක්‍රමිකව නව නිෂ්පාදන ක්‍රියාවලියට අනුගත වීමේ අවස්ථාව නිෂ්පාදකයින්ට හිමිවන අතර, අත්‍යවශ්‍ය අමුද්‍රව්‍ය වියදම් පහළ යාම තුළින් අවසන් භාණ්ඩයේ නිෂ්පාදන පිරිවැය සැලකිය යුතු ලෙස අඩු කරගැනීමට හැකි වනු ඇතැයි රජය අපේක්ෂා කරයි.

සෙස් සහ පැල් බදු ඉවත් කිරීමට සමගාමීව නව සරල තීරුබදු ව්‍යුහයක් හඳුන්වා දීමට සැලසුම් කර ඇති බවත්, ඒ යටතේ කාණ්ඩ හතරක් ඔස්සේ 0%, 10%, 20% සහ 30% වශයෙන් තීරුබදු පනවන බවත් නියෝජ්‍ය අමාත්‍යවරයා පැහැදිලි කළේය.

එම නව ක්‍රමවේදයට අනුව, දේශීය නිෂ්පාදන සඳහා අත්‍යවශ්‍ය මූලික අමුද්‍රව්‍ය ආනයනයේදී 0% ක තීරුබදු අනුපාතයක් නියම කෙරෙන අතර, ආනයනය කෙරෙන නිමි භාණ්ඩ සහ තෝරාගත් විශේෂ භාණ්ඩ සඳහා උපරිමය 30% ක සීමාවට යටත්ව තීරුබදු අය කෙරේ. දේශීය කර්මාන්තකරුවන්ට ශක්තිමත් පදනමක් නිර්මාණය කරදීම මෙම වැඩපිළිවෙළේ ප්‍රධාන අපේක්ෂාව බව ආචාර්ය අනිල් ජයන්ත ප්‍රනාන්දු මහතා වැඩිදුරටත් කියා සිටියේය.





Government Announces Removal of Import Levies to Support Local Producers

The Sri Lankan government has decided to phase out the CESS (Commodity Export Support Scheme) and PAL (Port and Airport Development Levy) taxes on imported goods, aiming to safeguard local manufacturers and minimize production costs, revealed Minister of State for Finance and Planning, Dr. Anil Jayathilake Pranandha.

While import taxes were originally introduced to protect local industries, the Deputy Minister pointed out that many key local industries rely heavily on imported raw materials, leading to significant increases in production costs.

High production costs have hampered local entrepreneurs in competing effectively, not just in the domestic market but also in export sectors. As a response, the government is moving forward with a systematic reform of this tax structure.

Initially, the CESS tax will be gradually removed, beginning with a defined relief period for intermediate goods. This approach ensures that local industries can transition to new production processes without facing disruptions. The government hopes that lowering the costs of essential raw materials will considerably reduce the overall production costs of final goods.

Alongside the removal of these taxes, a new simplified tariff structure is set to be introduced, incorporating four tax brackets of 0%, 10%, 20%, and 30%. This was further clarified by the Deputy Minister, who outlined that essential raw materials for local productions will be subjected to a 0% tax rate.

Under the new regime, a maximum tariff of 30% will be applied to imported finished goods and selected specialty items. The main goal of this initiative is to create a strong foundation for local industrialists, as emphasized by Dr. Anil Jayathilake Pranandha.
