UN Report Highlights Human Rights Situation in Sri Lanka

A new report by the Office of the United Nations High Commissioner for Human Rights has been released in Geneva, addressing the current state of human rights in Sri Lanka, focusing on reconciliation and accountability. This report covers the period from October 2025 to July 2026 and provides a comprehensive analysis of the commitments made by the Sri Lankan government as well as its progress.

High Commissioner Volker Turk noted some advancements in the government's pledges to protect human rights and implement institutional reforms since taking office. However, he emphasized the need for these processes to be accelerated, particularly in relation to anti-corruption measures and ongoing investigations into certain political assassinations.

Among the key commitments, the repeal of the Prevention of Terrorism Act (PTA) was highlighted, yet concerns remain regarding its continued use. Turk expressed apprehension about arbitrary arrests and prolonged detention practices under the Act.

The report also references ongoing issues in the Northern and Eastern Provinces, where civil activists and media representatives are reportedly under surveillance by state intelligence, posing a significant challenge to the reconciliation process.

In November 2025, Sri Lanka was hit hard by Tropical Storm 'Dithwa', resulting in 687 fatalities and substantial property damage, further impacting the human rights landscape. The report indicates that the government's financial commitments to address these disaster impacts have strained resources for vital health, education, and social security sectors, pushing vulnerable populations into severe distress.

Recent prison riots and deaths during police custody have drawn attention to the need for independent investigations, especially regarding a riot in the Magampura Prison that resulted in the deaths of 32 individuals, and an incident at the Welikada Prison where a detainee was killed. The report also touches upon allegations of child abuse involving Buddhist monks.

The report notes significant steps taken regarding accountability for the 2019 Easter Sunday attacks, particularly with death sentences issued to former Police Chief Pujith Jayasundara and former Security Secretary Hemasiri Fernando. Progress in high-profile cases involving figures such as Prageeth Eknaligoda and Nadrajah Ravi Raj was also documented.

Among the main recommendations put forward by the High Commissioner are:

  • Immediate suspension of the Prevention of Terrorism Act and its repeal in line with international standards.
  • Accelerating the release of military-occupied land in the Northern and Eastern Provinces.
  • Establishing an independent office of the ombudsperson.
  • Removing personnel with a history of human rights violations from senior positions within the security forces.
  • Ensuring the independence and credibility of the Office on Missing Persons (OMP).

The UN report further emphasizes the necessity for the international community's support in swiftly implementing these reforms to ensure sustainable peace and reconciliation within Sri Lanka.
