පස්බාගේ කෝරළේ ප්‍රාදේශීය සංවර්ධන කමිටුව කෘෂිකර්ම අමාත්‍ය කේ.ඩී. ලාල්කාන්ත, පස්භාගේ සංවර්ධන කමිටු සභාපතිනි පා.ම. තුෂාරි ජයසිංහ යන අයගේ ප්‍රධානත්වයෙන් නාවලපිටිය ප්‍රාදේශීය ලේකම් ශ්‍රවණාගාරයේදී පැවැත්විණි. 

 මෙහිදී පළාත් කෘෂිකර්ම දෙපාර්තමේන්තුවේ නියෝජනය කරමින් පැමිණ සිටි කෘෂිකර්ම උපදේශක නිලධාරියා, පසුගියදා නාවලපිටිය ප්‍රදේශයට බලපෑ අයහපත් කාලගුණයත් සමග ගංවතුර සහ දැඩි වර්ෂාව නිසා එළවළු වගා බිම් අක්කර 11ක් හා ආරක්ෂිත ගෘහ 135ක්  තුළ දෙමුහුන් මිරිස් බීජ නිපදවන ගොවීන් අපහසුතාවයට පත් වී ඇති බවත්, මෙම ගොවීන් සඳහා සහනයක් ලබා දෙන ලෙස අමාත්‍යවරයාගෙන් ඉල්ලා සිටියහ. 

එසේම දිවයිනේ මිරිස් බීජ අවශ්‍යතාවයෙන් 20% ක් සපයනු ලබන්නේ නාවලපිටිය ආශ්‍රිත ප්‍රදේශයෙන් බවත්, මෙතෙක් පෞද්ගලික අංශයේ සමග එම ගොවීන්ගෙන් අස්වනු මිලදීගැනීමේ ක්‍රමවේදයක් තිබූ නමුත් අයහපත් කාලගුණය හමුවේ පෞද්ගලික අංශ අස්වැන්න මිලදී ගැනීමෙන් වැලකී සිටින බවත්, කෘෂිකර්ම දෙපාර්තමේන්තුව සමග එක්ව 100kg ක් මිලදී ගැනීමට වැඩපිළිවෙළක් සකස් කර ඇති නමුත් එක් කන්නයක් සදහා 1000kg පමණ නිෂ්පාදනයක් ගොවීන් සිදු කරන අතර, ඒවා ගබඩා කර ගැනීමට ගොවීන්ට නිසි ක්‍රමවේදයක් නොමැති නිසා මෙම ගැටලුව සඳහා ඉක්මනින් මැදිහත් වනලෙස ඉල්ලා සිටියහ. 

මෙහිදී අමාත්‍යවරයා ප්‍රශ්න කර සිටියේ රජයක් ලෙස ගොවීන්ට වන්දි සහ සහන ලබා දෙන ආකාරයට කටයුතු කිරීම සිදු කළ යුතු බවත්, ඒ සඳහා යම් බාධාවක් තිබේද යන්නයි.

දිට්වා ව්‍යසනයෙන් හානියට පත් වගාබිම් සඳහා වන්දි ප්‍රධානය කිරීමේ ක්‍රමවේදයක් තිබූ නමුත් මෙවර ඇති වූ යහපත් කාලගුණයෙන් අසරණ වූ ගොවීන්ට වන්දි හෝ සහන ලබාදීමේ නිසි ක්‍රමවේදයක් නොමැති බවයි නිලධාරිවරයා වැඩිදුරටත් කියා සිටියේ.

මෙහිදි අමාත්‍යවරයා ප්‍රකාශ කර සිටියේ මෙම ගැටලුවට විසඳුමක්  ලබා දෙන බවය.

සංවර්ධන කමිටුවේදී නාවලපිටිය පොලිසිය පිළිබඳ කරුණු සාකච්ඡාවේදී අමාත්‍යවරයා විමසා සිටියේ පසුගියදා නාවලපිටිය ජයතිලක ක්‍රීඩාංගණයේ පැවැත්වූ ක්‍රිකට් තරගාවලියකට ශබ්ද විකාශන යන්ත්‍ර භාවිතයට පොලිසියෙන් අවසර ලබා නොදීම  වත්මන් රජයේ දේශපාලන පළිගැනීමක් බවට සමාජ මාධ්‍යයේ පලවන පුවත් පිළිබඳ පැහැදිලි කරවීමක් සිදු කරන ලෙසයි. 

නාවලපිටිය පොලීසියේ වැඩ බලන ස්ථානාධිපති පොලිස් පරික්ෂක චතුරංග චන්ද්‍රසිරි මහතා ප්‍රකාශ කර සිටියේ නාවලපිටිය කදිරේෂන් දෙමළ විද්‍යාලයේ ක්‍රීඩා අරමුදලට ආධාර එක් රැස්කිරීමට දින පහක් පුරා පැවැති ක්‍රිකට් තරගාවලිය සහ සංගීත ප්‍රසංගය සඳහා ශබ්ද විකාශන යන්ත්‍ර භාවිතයට අවසර ඉල්ලා තිබූ නමුත්, ක්‍රීඩාංගනයේ ආසන්නයේ අවසර ඉල්ලූ පාසල පවතින බවත්, එය විභාග මධ්‍යස්ථානයක් ලෙස කටයුතු කිරීම ඇතුළු කරුණු නිසා  මෙම අවසරය ලබා නොදුන් බවයි.

මෙහිදීම අදහස් දැක්වූ පස්භාගේ කෝරලයේ ප්‍රාදේශ සභාවේ උපසභාපති (ජා.ජ.බ)  ඉලංගෙයි මහතා ප්‍රකාශ කර සිටියේ මෙම සිදුවීමේදී අදාළ පුද්ගලයන් චෝදනා කර සිටින්නේ නාවලපිටිය පොලිසිය වත්මන් රජයේ දේශපාලන අධිකාරියේ  බලපෑම මත මෙම අවසර ලබා නොදුන් බවත්, පොලිසිය කඩේ යැව් බවත්ය.

එහෙත් ආණ්ඩු බලය හිමි තමන් පොලිසිය කඩේ නොයන බවත්, මේ සඳහා නිසි පිළිතුරක් ලබා නොදුනොත් සමාජයට මුහුණ දීමට තමන්ට නොහැකිවන බවත්, මේ තුළින් ජාතිවාදී ගැටුමකට මුල පිරූ බවත්ය .

මෙහිදී අමාත්‍යවරයා විමසා සිටියේ සමාජ මාධ්‍යයට ඕනෑ දෙයක් කියාගත හැකි නමුත් වගකිවයුතු බලධාරියෙක් මේ සම්බන්ධයෙන් ප්‍රකාශයක් සිදු කරනවාද යන්නයි. 

පාර්ලිමේන්තු මන්ත්‍රණී තුශාරී ජයසිංහ එයට පිළිතුරු දෙමින් නාවලපිටිය නගර සභාවේ උප සභාපති කේසුරේෂ්වරන් (ස්වාධීන කණ්ඩායම්) එවැනි ප්‍රකාශයක් ක්‍රීඩා අමාත්‍යවරයා  පැමිණි අවස්ථාවේ සිදුකල බව ප්‍රකාශ කර සිටියහ.

නාවලපිටිය ජාතික ජන බලවේග ආසන සංවිධායක තිලක් සිරිසේන මහතා ප්‍රකාශ කර සිටියේ පොලිසියේම නියෝගවලට අවනත නොවී බලය පෙන්වීමට මෙම තරගාවලිය පවත්වා වත්මන් ආණ්ඩුවට දෝෂ දර්ශනය කිරීම වැරදි බවත්, ඒ පිළිබඳ පොලිසිය හරහා විසදුමක් අවශ්‍ය බවත්ය. 

 මෙහිදී අදහස් දැක්වූ අමාත්‍යවරයා උප සභාපතිවරයාට ප්‍රකාශ කර සිටියේ නැවත මෙවැනි  කටයුතු කිරීමේදී සාකච්ඡාවෙන් විනිවිද භාවයෙන් සිදු කරන ලෙසයි. 

එසේම පොලිසිය පොලිසියේ රාජකාරිය සිදු කර ඇති අතර, දේශපාලන බලපෑමක් සිදු නොවන බවට ඔවුන් ප්‍රකාශ කරන නිසා ඒ පිළිබඳ සංවර්ධන කමිටු වාර්තාවට ඇතුළත් කොට එම තීන්දුව මාධ්‍ය සාකච්ඡාවක් තබා සමාජයට දැනුම් දිය හැකි බව ආසන සංවිධායකවරයාට සිනහමුසු මුහුණින් ප්‍රකාශ කර සිටියහ. 

නාවලපිටිය නගරය තුළ අනවසර ඉදිකිරීම් වලට ගැනෙන වෙළඳසැල් 250කට ආසන්න ප්‍රමාණයක් ඇති බවත්, ඒ අතර නාවලපිටිය නගර සභාවේ සභාපති අමල් ප්‍රියංකර මහතාට  ඥාතියකුගේ වෙළඳ සැලක්ද ඇති බවත්, මේ සියලු ඉදිකිරීම් බලය අයුතු ලෙස මෙතෙක් කල් භාවිතා කර ඉදිකර ඇති බවත්, මේ පිළිබඳ ඉදිරි ක්‍රියාමාර්ග පිළිබඳ කමිටු සභාපතිනි තුෂාරි ජයසිංහ අදාළ නිලධාරීන්ගෙන් විමසීමක් සිදු කළාය.

මෙහිදී නාවලපිටිය නගර සභාවේ ලේකම්තුමිය ප්‍රකාශකර සිටියේ මෙම ඉදිකිරීම් වසර තිහක පමණ පැරණි ඒවා බවත්, වීදි රේඛා සීමා වෙනස්වීම මත මෙම ගැටලුව පැන නැගී ඇති බවත්, සභාපතිවරයාට අයත් යැයි කියන වෙළඳසැලට විරුද්ධව අවශ්‍ය නීතිමය කටයුතු සිදු කර ඇති බවත්ය.

මෙහිදී සභාපතිවරයා (ස්වාධීන) ප්‍රකාශ කර සිටියේ මෙම ඉදිකිරීම  වසර 100කට වඩා පැරණි වන අධිකරණ ක්‍රියාමාර්ගයකින් නිරවුල් වෙළඳසැලැක් බවත්, එම වෙළඳසැල පිහිටි කඩ පේළියෙහි ඇති අනෙකුත් කඩ හා සැසදීමේදී තම වෙළඳසැලීම ඒවාට වඩා පසු පසින් ඉදිකර ඇති බවත්, මෙය තමන් සභාපති බවට පත්වීමට ප්‍රථම තම බිරිද මිලදී ගත් එකක් බවත්ය. 

කෙසේ වෙතත් නීතිය ක්‍රියාත්මක වන්නේ තමාට සම්බන්ධ පාර්ශවයකට අයත් මෙම  වෙළඳසැලට පමණක් බවත් වැඩිදුරටත් ඔහු ප්‍රකාශ කර සිටියහ.

දීර්ඝ කාලයක් තිස්සේ මෙසේ බලය අයුතු ලෙස භාවිතා කරමින් ඉදිකර ඇති මෙම ඉදිකිරීම් පිළිබඳ තීරණ ගැනීමේදී නිලධාරීන්ටත් කටයුතු කිරීමට හැකියාවක් නොමැති බවත්, දැන් සිදුකළළ හැක්කේ පොදු අවබෝධයකට පැමිණ ව්‍යාපාරිකයන්ගේ අවශ්‍යතා  සපිරෙන ආකාරයට නගරය කළමනාකරණය කර ගැනීම පමණක් බවත්ය. 

එසේ නොමැතිව වෙන කළ හැකි දෙයක් නොමැති බවත් කෘෂිකර්ම අමාත්‍යවරයා මෙහිදී ප්‍රකාශ කර සිටියහ. 

එසේම නාගරික සංවර්ධන අධිකාරියා යටතේ ජාතික වැඩපිළිවෙළක් යොදා  මේවා වන්දි ලබා දී හෝ ඉවත් ඉවත්කර සැකසීම සිදු කළ යුතු බවත්  ප්‍රකාශ කළහ. 

මෙහිදී සම්බන්ධීකරණ කමිටු සභාපතිනිය ප්‍රකාශ කර සිටියේ මෙම ගැටලුවලට දිස්ත්‍රික් සම්බන්ධීකරණ කමිටුවේදී පිළිතුරු දීමට තමන් බැඳී සිටින බවත්, මේවා පිළිබඳ තීරණ ලබාගත යුතු බවයි.

Local Development Committee Meeting Addresses Agricultural Challenges in Nawalpitiya

In a vital gathering held at the Nawalpitiya divisional secretary's office, the Local Development Committee, led by Agriculture Minister K.D. Lal Kantha and committee chair, P.M. Thushari Jayasinghe, discussed the recent adverse weather conditions impacting the region.

During the meeting, an agriculture advisor from the provincial department shared troubling news regarding the effects of severe weather, including flooding and heavy rains, which have disrupted the cultivation of 11 acres of vegetable crops and damaged 135 protective structures. Farmers, primarily engaged in chili seed production, have faced significant setbacks, prompting an urgent call for assistance from the minister.

It was revealed that the Nawalpitiya area is responsible for 20% of the national demand for chili seeds. Historically, a private sector arrangement existed for purchasing the harvest from these farmers; however, current weather challenges have deterred private entities from buying. A strategy to procure 100 kg of seeds in collaboration with the agriculture department is under discussion, but farmers typically produce around 1,000 kg per crop cycle, and inadequate storage facilities compound the issue. Urgent intervention was requested to tackle this growing problem.

The minister emphasized the need for the government to establish a compensation and relief mechanism for affected farmers, questioning whether any barriers existed to facilitate such support.

Despite previous arrangements for compensating lands damaged by disasters, officials noted that no effective system currently exists to assist farmers left vulnerable by favorable weather conditions. The minister assured that a solution would be sought for these challenges.

In discussions related to law enforcement, concerns were raised over the police's denial of permission for sound amplification equipment during a recent cricket tournament at the Jayathilaka Stadium. The minister questioned whether this constituted political revenge from the current government, as speculated on social media platforms.

The officer in charge of the Nawalpitiya police station, Inspector Chaturanga Chandrasiri, clarified that permission was rejected due to the proximity of the event to a school, which was designated as an examination center, thus causing disruption.

Adding to the discourse, the vice-chairman of the Local Government Committee from the JJB party, Ilangage, claimed accusations were made that the police acted under government pressure in refusing the permit. He expressed frustration, stating that without a satisfactory explanation, they would be unable to face the public, framing the issue as a catalyst for ethnic tensions.

The minister queried whether responsible officials would step forward to address these allegations publicly, emphasizing the need for accountability.

Responding to the inquiries, parliamentary minister Thushari Jayasinghe mentioned that the deputy chairman had made statements during the presence of the Minister of Sports regarding the incident.

Representing the national people's power seats, Tilak Sirisena argued that showcasing power through the tournament without adhering to police commands is misguided, insisting on a solution through police channels.

In his remarks, the minister urged the vice-chairman to ensure transparency and dialogue in future matters.

The police reaffirmed their operational integrity, denying any political influence on their authority, while discussions among committee members suggested this decision should be publicized to inform the community adequately.

The meeting also revealed concerns over approximately 250 unauthorized buildings, including shops linked to the chairman of the Nawalpitiya Municipal Council, Amal Priyankara. It was alleged that these establishments had utilized power inappropriately, leading the committee chair to pursue inquiries regarding future actions against these constructions.

The municipal secretary indicated that these constructions date back around thirty years, arising due to changes in street line regulations, while legal actions had been initiated against shops attributed to the chairman.

The chairman responded, clarifying that the cited shop is over a century old, disputed the legality of ongoing claims, and noted that their establishment predates his tenure, claiming his wife had acquired it before his chairmanship.

He contended that current laws seem selectively enforced, favoring specific parties and underscoring the challenges authorities face in regulating longstanding establishments that have operated for years without issue.

Minister Lal Kantha recognized the necessity for a national framework under the Urban Development Authority to provide compensation or relocation solutions for such cases.

Addressing the assembled attendees, the coordinating committee chair assured her commitment to providing answers through the district coordination committee and underscored the need for decisions on these pressing matters.

Overall, the minister concluded by highlighting the urgency of finding effective resolutions to the ongoing issues impacting local farmers and their livelihoods.
