 ශ්‍රී ලංකාවට ලබා දී ඇති විස්තීර්ණ ණය පහසුකමේ හත්වැනි සමාලෝචනය සඳහා මෙරටට පැමිණි ජාත්‍යන්තර මූල්‍ය අරමුදලේ නියෝජිත කණ්ඩායම කාර්ය මණ්ඩල මට්ටමේ එකඟතාවකට එළඹීමකින් තොරව සිය සංචාරය නිමා කර තිබේ.

කෙසේවෙතත්, හත්වැනි සමාලෝචනය සාර්ථකව අවසන් කිරීම සඳහා අවශ්‍ය ප්‍රතිපත්ති සහ නිර්ණායකයන් සම්බන්ධයෙන් එකඟතාවකට පැමිණීම සඳහා ශ්‍රී ලංකා බලධාරීන් සමඟ ඉදිරි කෙටි කාලය තුළදීත් සාකච්ඡා අඛණ්ඩව පවත්වාගෙන යන බව ජාත්‍යන්තර මූල්‍ය අරමුදල නිවේදනයක් නිකුත් කරමින් සඳහන් කරයි.

එවාන් පැපජෝර්ජියෝ මහතාගේ ප්‍රධානත්වයෙන් යුත් ජාත්‍යන්තර මූල්‍ය අරමුදලේ දූත පිරිස පසුගිය සැප්තැම්බර් 10 වැනිදා සිට 23 වැනිදා දක්වා ශ්‍රී ලංකාවේ රැඳී සිටිමින් ජනාධිපති සහ මුදල් අමාත්‍ය අනුර කුමාර දිසානායක, අග්‍රාමාත්‍ය ආචාර්ය හරිනි අමරසූරිය, කම්කරු අමාත්‍ය සහ මුදල් නියෝජ්‍ය අමාත්‍ය මහාචාර්ය අනිල් ජයන්ත ප්‍රනාන්දු, ශ්‍රී ලංකා මහ බැංකුවේ අධිපති ආචාර්ය පී. නන්දලාල් වීරසිංහ සහ භාණ්ඩාගාර ලේකම් ආචාර්ය හර්ෂණ සූරියප්පෙරුම යන මහත්ම මහත්මීන් ඇතුළු රජයේ ඉහළ පෙළේ නිලධාරීන් මෙන්ම පෞද්ගලික අංශය හා සිවිල් සංවිධාන සමඟද සාකච්ඡා පවත්වා තිබේ.

මෙරට ආර්ථික ප්‍රගතිය පිළිබඳව අදහස් දක්වමින් ජාත්‍යන්තර මූල්‍ය අරමුදල පෙන්වා දෙන්නේ, අඛණ්ඩව එල්ල වූ ආර්ථික කම්පනයන් හමුවේ වුවද ශ්‍රී ලංකා ආර්ථිකය ශක්තිමත් ස්ථාවරත්වයක් පෙන්නුම් කර ඇති බවයි.

2026 වසරේ දෙවැනි කාර්තුවේදී මෙරට ආර්ථිකය සියයට 4.2කින් වර්ධනය වී ඇති අතර, එය අඛණ්ඩව කාර්තු එකොළහක් පුරා වාර්තා වූ ශක්තිමත් වර්ධනයක් බවද සඳහන් වේ.

, 2026 අගෝස්තු මස අවසන් වන විට මෙරට දළ නිල සංචිතය ඇමෙරිකානු ඩොලර් බිලියන 6.9 දක්වා ඉහළ ගොස් ඇති බවත්, ණය ප්‍රතිව්‍යුහගතකරණ ක්‍රියාවලිය බොහෝ දුරට අවසන්ව ඇති බවත් එම නිවේදනයේ දැක්වේ.

එසේ වුවද, මැදපෙරදිග යුද ගැටුම්, ගෝලීය වෙළෙඳ ප්‍රතිපත්ති සහ එල්-නිනෝ කාලගුණික බලපෑම හේතුවෙන් මෙරට ආර්ථිකයට තවමත් අහිතකර අවදානම් පවතින බව ජාත්‍යන්තර මූල්‍ය අරමුදල අනතුරු අඟවයි.

එමෙන්ම, බදු පදනම පුළුල් කිරීම, බදු සහන තාර්කිකකරණය කිරීම, පිරිවැය ආවරණය වන පරිදි බලශක්ති මිල තීරණය කිරීම අඛණ්ඩව පවත්වාගෙන යාම සහ ප්‍රාග්ධන ආයෝජන කඩිනම් කිරීම අත්‍යවශ්‍ය ප්‍රමුඛතා බවද පෙන්වා දී තිබේ.

විශේෂයෙන්ම, මහජන විශ්වාසය තහවුරු කිරීම සඳහා දූෂණ විරෝධී නීතිමය රාමුවේ පවතින ශක්තිමත්භාවය රැකගැනීම අතිශය වැදගත් බව අවධාරණය කරන මූල්‍ය අරමුදල, මෑතකදී පාර්ලිමේන්තුවට ඉදිරිපත් කරන ලද සංශෝධනවල ඇතැම් වගන්ති මඟින් විනිවිදභාවය සහ වගවීම දුර්වල වීමේ අවදානමක් පවතින බවටද අවධානය යොමු කර ඇත.

IMF Team Concludes Visit to Sri Lanka Without Agreement on Loan Review

The International Monetary Fund (IMF) team, assessing Sri Lanka's extended loan facility, has wrapped up its visit without reaching a staff-level agreement. This marks the seventh review of the financial aid provided to the country.

Despite the lack of consensus during this round, the IMF announced that discussions will continue with Sri Lankan authorities in the forthcoming weeks to establish agreement on the necessary policies and parameters for concluding the seventh review.

Led by Evance Papageorgiou, the IMF delegation stayed in Sri Lanka from September 10 to 23. During their visit, they engaged with high-ranking officials, including President and Finance Minister Anura Kumara Dissanayake, Prime Minister Dr. Harini Amarasuriya, Minister of Labour and Deputy Finance Minister Professor Anil Jayatunga Pranandha, Central Bank Governor Dr. P. Nandalal Weerasinghe, and Treasury Secretary Dr. Harshana Suriyapperuma, as well as representatives from the private sector and civil society.

While discussing the country's economic progress, the IMF emphasized that Sri Lanka's economy is displaying strong stability, even in the midst of ongoing economic shocks.

By the second quarter of 2026, the economy is expected to grow by 4.2%, marking a consistent period of robust growth over the past eleven quarters. Furthermore, the country's gross official reserves are projected to increase to $6.9 billion by the end of August 2026, with substantial progress made in restructuring debts.

However, the IMF cautioned that the Sri Lankan economy still faces significant risks due to geopolitical conflicts in the Middle East, global trade policies, and El Niño-related climate impacts.

The organization highlighted essential priorities for ensuring financial stability, which include broadening the tax base, rationalizing tax incentives, determining energy prices in line with cost coverage, and accelerating private sector investments.

Notably, the IMF stressed the importance of maintaining a strong anti-corruption legal framework to rebuild public trust. It raised concerns that recent amendments presented to parliament could weaken transparency and accountability.

Reaffirming its commitment to working collaboratively with Sri Lanka, the IMF reiterated its expectation for reaching a staff-level agreement promptly to finalize the seventh review on schedule.
