ලංකා සතොස සමාගමේ සමස්ත සමුච්චිත අලාභය 2025 දෙසැම්බර් මාසය වන විට රුපියල් බිලියන 22ක් දක්වා ඉහළ ගොස් ඇති අතර, දැනට පවතින අලෙවිසල් 423න් 212ක්ම පාඩු ලබමින් පවතින බව වෙළෙඳ, වාණිජ, ආහාර සුරක්ෂිතතා සහ සමුපකාර සංවර්ධන අමාත්‍ය වසන්ත සමරසිංහ මහතා පාර්ලිමේන්තුවේදී ප්‍රකාශ කළේය.
විපක්ෂයේ පාර්ලිමේන්තු මන්ත්‍රී රවී කරුණානායක මහතා යොමු කළ වාචික ප්‍රශ්නයකට පිළිතුරු දෙමින් අමාත්‍යවරයා සඳහන් කළේ, සතොස ආයතනය මූල්‍ය අර්බුදයකට මුහුණ දී ඇති බවයි. පසුගිය වසරේ දෙසැම්බර් මාසය වන විට සැපයුම්කරුවන්ට ගෙවීමට ඇති ණය ප්‍රමාණය රුපියල් බිලියන 14ක් වූ නමුත්, සමාගම සතුව පැවති තොගවල වටිනාකම රුපියල් බිලියන 5.8ක් පමණක් වූ බව හෙතෙම අනාවරණය කළේය.
"2025 දෙසැම්බර් වන විට සතොස ආයතනය ලබා තිබූ සමුච්චිත අලාභය රුපියල් බිලියන 22ක්. එම කාලය වන විට සතොස අලෙවිසල් 452ක් තිබුණා. එයින් 250ක්ම පාඩු ලබමින් පවත්වාගෙන ගිය ඒවා. මේ නිසා ආයතනය ප්‍රතිව්‍යුහගත කිරීමට අපට තීන්දු කිහිපයක් ගැනීමට සිදුවුණා. ඒ අනුව සමහර අලෙවිසල් වසා දැමුවා. දැනට දිවයින පුරා සතොස අලෙවිසල් 423ක් ක්‍රියාත්මකයි. ඉන් 212ක්ම පාඩු ලබනවා. ඊට ප්‍රධාන හේතුව මේවා නගරවලින් බැහැරව අක්‍රමවත් ලෙස ස්ථාපිත කර තිබීමයි," යනුවෙන් අමාත්‍යවරයා පැහැදිලි කළේය.
ඉදිරි මාසවලදී නව අලෙවිසල් විවෘත කිරීමේ සැලසුම් පිළිබඳව අදහස් දැක්වූ අමාත්‍යවරයා, 2026 වසර තුළ තවත් නව සතොස අලෙවිසල් 25ක් විවෘත කිරීමට සැලසුම් කර ඇති බව සඳහන් කළේය. එයින් 11ක් සඳහා ගිවිසුම් අත්සන් කිරීමට සූදානම්ව ඇති අතර, 07ක් සඳහා දැනටමත් ගිවිසුම් අත්සන් කර තිබේ. තවත් ස්ථාන 14ක් හඳුනාගෙන ඇති අතර ඒ පිළිබඳ සාකච්ඡා මේ වන විට සිදුවෙමින් පවතී.
මීට අමතරව, දැනට පවතින සතොස අලෙවිසල් 100ක් නවීකරණය කර ආකර්ෂණීය නව මුහුණුවරක් ලබාදීමට සැලසුම් කර ඇති බවත්, ඒ සඳහා වන ටෙන්ඩර් පටිපාටිය දැනටමත් ආරම්භ කර ඇති බවත් අමාත්‍යවරයා වැඩිදුරටත් පැවසීය.
2020 වසරේ සිට 2025 දක්වා සෑම වසරකම සතොස ආයතනය අඛණ්ඩව ප්‍රාග්ධන අලාභ වාර්තා කර ඇති බව පෙන්වා දුන් අමාත්‍යවරයා, 2020 දී රුපියල් බිලියන 1.387ක්, 2021 දී රුපියල් මිලියන 840ක්, 2022 දී රුපියල් මිලියන 35ක්, 2023 දී රුපියල් මිලියන 695ක්, 2024 දී රුපියල් මිලියන 776ක් සහ 2025 දී රුපියල් මිලියන 721ක් ලෙස එම වාර්ෂික අලාභයන් සටහන්ව තිබූ බව අනාවරණය කළේය.
සැපයුම්කරුවන්ගෙන් සතොස වෙත භාණ්ඩ ලැබෙන ආකාරය පිළිබඳවද රජයේ අවධානය යොමු වී ඇති බව ප්‍රකාශ කළ අමාත්‍ය සමරසිංහ මහතා, බොහෝ සැපයුම්කරුවන් අනෙකුත් පෞද්ගලික වෙළෙඳසල්වලට භාණ්ඩ සැපයීමෙන් අනතුරුව ඉතිරි වන කොටස් පමණක් සතොසට ලබාදීමේ අක්‍රමිකතාවක් නිරීක්ෂණය වූ බව කියා සිටියේය.
"අපි මේ සම්බන්ධයෙන් සැපයුම්කරුවන් සමඟ සාකච්ඡා පවත්වනවා. අනිත් අයට දීලා ඉතිරි වෙන දේ තමයි සතොසට දෙන්නේ. පසුගිය මාස තුන ඇතුළත එවැනි සැපයුම්කරුවන් 08 දෙනෙකුට වැඩි පිරිසක් අසාදු ලේඛනගත කිරීමට අපි පියවර ගත්තා. මේ සම්බන්ධයෙන් තවදුරටත් දැඩි ක්‍රියාමාර්ග ගනිමින් සිටිනවා," යැයිද අමාත්‍යවරයා අවධාරණය කළේය.
State of Lanka Sathosa: Institutional Losses and Future Plans Outlined in Parliament
The total accumulated loss of Lanka Sathosa is projected to reach a staggering 22 billion rupees by December 2025, as reported by Minister of Trade, Commerce, Food Security and Cooperative Development, Wasantha Samarasinghe, during a parliamentary session. Currently, of the 423 retail outlets operated by the institution, 212 are reportedly running at a loss.
In response to a verbal question posed by opposition parliamentarian Ravi Karunanayake, the minister acknowledged that Lanka Sathosa is grappling with a financial crisis. As of December last year, the company's debt to suppliers stood at 14 billion rupees, whereas the value of its stock amounted to only 5.8 billion rupees, indicating a significant imbalance.
Samarasinghe revealed, “By December 2025, Lanka Sathosa is expected to report an accumulated loss of 22 billion rupees. At that point, the company operated 452 retail outlets, with 250 of them making losses. This situation has forced us to consider several restructuring decisions, which included closing some of the outlets. Currently, there are 423 operational retail stores across the country, of which 212 are underperforming. The main reason for these losses is that many of these outlets were established inefficiently outside urban centers,” he explained.
The minister also shared plans for the opening of new retail outlets in the coming months, stating that an additional 25 outlets are set to open by 2026. Contracts for 11 of these new locations are ready to be signed, while agreements for 7 others have already been finalized. Discussions are ongoing for another 14 potential sites.
Furthermore, initiatives to upgrade 100 existing Lanka Sathosa outlets have been announced, along with the commencement of the tender process to give them a more appealing new look.
Highlighting a continuous trend of operational losses since 2020, Samarasinghe outlined the annual deficits recorded: 1.387 billion rupees in 2020, 840 million rupees in 2021, 35 million rupees in 2022, 695 million rupees in 2023, 776 million rupees in 2024, and 721 million rupees in 2025.
The government is also focusing on how goods are received from suppliers to Lanka Sathosa. There has been an observed pattern where many suppliers prioritize deliveries to other private stores, contributing only surplus goods to Lanka Sathosa. “We are engaging in discussions with suppliers on this matter. A significant portion of the goods is supplied to everyone else first before reaching us. In the last three months, we have initiated corrective measures involving more than eight suppliers to address this issue,” the minister emphasized, assuring that strict actions are being taken moving forward.
