ශ්‍රී ලංකාවේ ආයෝජන අභියෝගාත්මකයි.. නායකයන්ගේ පරස්පර කතා නිසා ආයෝජකයන් දෙගිඩියාවෙන්..- ඇමෙරිකාවෙන් වාර්තාවක්


 ශ්‍රී ලංකාව 2022 වසරේ පැවති ආර්ථික අර්බුදයෙන් ක්‍රමිකව යථා තත්ත්වයට පත්වෙමින් පැවතුණද, මෙරට පවතින අනපේක්ෂිත නියාමන ප්‍රතිපත්ති, නිලධාරිවාදී බාධා සහ ව්‍යාපෘති අවලංගු කිරීම් හේතුවෙන් ආයෝජන වාතාවරණය තවදුරටත් දැඩි අභියෝගාත්මක මට්ටමක පවතින බව ඇමෙරිකා එක්සත් ජනපද රාජ්‍ය දෙපාර්තමේන්තුව පෙන්වා දෙයි.

ඇමෙරිකානු රාජ්‍ය දෙපාර්තමේන්තුව විසින් නිකුත් කරන ලද 2026 Sri Lanka Investment Climate Statement මඟින් මේ බව අනාවරණය කර ඇත.

ජනාධිපති අනුර කුමාර දිසානායක මහතා සහ ජාතික ජන බලවේගය අගභාගයේදී ලබාගත් තුනෙන් දෙකක පාර්ලිමේන්තු ජයග්‍රහණය තුළින් මෙරට දේශපාලන ස්ථාවරත්වයක් නිර්මාණය වී ඇති බවත්, ජාත්‍යන්තර මූල්‍ය අරමුදලේ (IMF) ඩොලර් බිලියන 3ක විස්තීර්ණ ණය පහසුකමට රජය දක්වන කැපවීම ආයෝජකයන්ගේ විශ්වාසයට හේතු වී ඇති බවත් වාර්තාවේ සඳහන් වේ.

කෙසේ වෙතත්, වෙළෙඳපොළ විවෘතභාවය සහ රාජ්‍ය මැදිහත්වීම් පිළිබඳව රජයේ නායකත්වයෙන් නිකුත් වන පරස්පර ප්‍රකාශ හේතුවෙන් ආයෝජකයන් තවමත් දැඩි විමසිල්ලකින් හා දෙගිඩියාවකින් පසුවන බව එම වාර්තාව අවධාරණය කරයි.

රජයේ ප්‍රතිපත්තිමය වෙනස්වීම් සහ ගිවිසුම් යළි සාකච්ඡා කිරීමට දැරූ උත්සාහයන් හේතුවෙන් ප්‍රමුඛ පෙළේ ජාත්‍යන්තර ව්‍යාපෘති කිහිපයක්ම අඩාල වී ඇති බව ඇමෙරිකානු වාර්තාව පෙන්වා දෙයි:

  • හම්බන්තොට වරාය ආශ්‍රිතව ක්‍රියාත්මක කිරීමට සැලසුම් කළ, ශ්‍රී ලංකා ඉතිහාසයේ විශාලතම සෘජු විදේශ ආයෝජනය වන ඩොලර් බිලියන 3.7ක ‘සිනොපෙක්’ තෙල් පිරිපහදු ව්‍යාපෘතිය, රජය සහ සමාගම අතර පවතින මතභේද හේතුවෙන් තවමත් අතරමඟ නැවතී තිබීම.
  • මීට පෙර අනුමත කර තිබූ ගිවිසුමක් යළි සංශෝධනය කිරීමට ශ්‍රී ලංකා රජය ගත් උත්සාහය හමුවේ, උතුරු පළාතේ මෙගාවොට් 484ක සුළං විදුලි බලාගාරයක් වෙනුවෙන් ඩොලර් මිලියන 400ක් ආයෝජනය කිරීමට සිටි ඉන්දියාවේ ‘අදානි ග්‍රීන් එනර්ජි’ සමාගම 2025 පෙබරවාරියේදී ඉන් ඉවත් වීම.
  • පාවෙන එල්.එන්.ජී. පර්යන්තයක් ඉදිකිරීම සඳහා ‘චයිනා හාබර්’ සමාගම සමඟ අත්සන් කිරීමට නියමිතව තිබූ ගිවිසුම, අත්සන් කිරීමට දින කිහිපයකට පෙර 2025 දෙසැම්බරයේදී රජය විසින් නිහඬවම අත්හිටුවීම.
  • රාජ්‍ය ව්‍යවසායන් ප්‍රතිව්‍යුහගත කිරීමේදී පෞද්ගලීකරණය අත්හිටුවා, ඒ වෙනුවට ආර්ථිකය තුළ රාජ්‍ය මැදිහත්වීම තවදුරටත් පුළුල් කිරීමට රජයේ ප්‍රධානීන් පෙනී සිටීම.

2025 වසරේදී ශ්‍රී ලංකාව ලබාගෙන ඇත්තේ ඩොලර් බිලියන 1.06ක සෘජු විදේශ ආයෝජන (FDI) ප්‍රමාණයක් පමණක් වන අතර, එය රටේ දළ දේශීය නිෂ්පාදිතයෙන් (GDP) 1%ක් තරම් අගයකි. නැඟී එන ආර්ථිකයන් සාමාන්‍යයෙන් 3% සිට 4% දක්වා ආයෝජන ආකර්ෂණය කරගන්නා පසුබිමක ශ්‍රී ලංකාව රැඳී සිටින්නේ ඉතා පහළ මට්ටමකය. නිෂ්පාදන, වරාය සංවර්ධන, සංචාරක, තොරතුරු තාක්ෂණ සහ දේපළ වෙළෙඳාම් යන ක්ෂේත්‍ර මෙම ආයෝජනවලින් වැඩි ප්‍රමාණයක් දිනාගෙන තිබිණි.

ශ්‍රී ලංකා ආයෝජන මණ්ඩලය සියලු සේවාවන් එක් වහලක් යටින් ලබාදෙන ආයතනයක් (One-stop shop) ලෙස නිසි පරිදි ක්‍රියාත්මක නොවීම, රේගුව සහ වරාය අධිකාරිය ඇතුළු ප්‍රධාන ආයතනවල ඩිජිටල්කරණය ප්‍රමාද වීම සහ දැඩි නිලධාරිවාදය විදේශ ආයෝජකයන් අධෛර්යමත් කිරීමට හේතු වී තිබේ.

  • විදේශිකයන්ට හෝ 50%කට වඩා විදේශ හිමිකාරීත්වය සහිත සමාගම්වලට සෘජුව ඉඩම් මිලදී ගැනීමට නීතියෙන් පවතින බාධා සහ පැහැදිලි ඔප්පු සහිත ඉඩම් ප්‍රතිශතය 3%ක් වැනි අවම මට්ටමක පැවතීම.
  • තොරතුරු තාක්ෂණ, ඉංජිනේරු, ඇඟලුම් සහ සංචාරක ක්ෂේත්‍රවල ශ්‍රමිකයන් විශාල වශයෙන් විදේශගත වීම (Brain drain) හේතුවෙන් නිර්මාණය වී ඇති බරපතළ ශ්‍රම හිඟය සහ සේවකයන් සේවයෙන් පහකිරීමට අදාළ කම්කරු නීති අතිශය දැඩි වීම.
  •  රසම්පාදන ක්‍රියාවලීන්හි පවතින විනිවිදභාවය නොමැතිකම, ටෙන්ඩර් පටිපාටිවලදී දේශපාලන සම්බන්ධතා සහිත පාර්ශ්වයන්ට වාසි සැලසීම සහ අධිකරණ පද්ධතියේ පවතින නඩු ප්‍රමාදයන්.

මෙම අභියෝග මධ්‍යයේ වුවද, 2025 වසරේදී 5%ක ආර්ථික වර්ධනයක් අත්පත් කර ගැනීම, උද්ධමනය පාලනය වීම, විදේශ ප්‍රේෂණ ඩොලර් බිලියන 8.1ක වාර්තාගත අගයක් ගැනීම, නිල විදේශ සංචිත ඩොලර් බිලියන 6.8 දක්වා ඉහළ යාම සහ කොළඹ කොටස් වෙළෙඳපොළේ කැපී පෙනෙන වර්ධනයක් පෙන්නුම් කිරීම ආර්ථිකයේ සුබවාදී ලක්ෂණ ලෙස ඇමෙරිකානු වාර්තාවේ ඇගයීමට ලක්ව ඇත.

කෙසේ වෙතත්, ඉදිරියේදී සැබෑ ආයෝජන ආකර්ෂණය කරගැනීමට නම්, ප්‍රතිපත්තිමය ස්ථාවරත්වය, කඩිනම් තීන්දු ගැනීමේ හැකියාව, දූෂණය පිටුදැකීම සහ විදේශ වෙළෙඳ ගිවිසුම් පුළුල් කිරීම අත්‍යවශ්‍ය බව ඇමෙරිකා එක්සත් ජනපද රාජ්‍ය දෙපාර්තමේන්තුව සිය වාර්තාව මඟින් අවධාරණය කර සිටී.

US State Department Highlights Ongoing Challenges in Sri Lanka's Investment Climate

Despite gradual recovery from the 2022 economic crisis, Sri Lanka's investment environment remains severely challenged due to unexpected regulatory policies, bureaucratic hurdles, and project cancellations, according to the United States Department of State.

This revelation comes from the 2026 Sri Lanka Investment Climate Statement released by the State Department.

The report underscores the political stability achieved following the parliamentary victories of President Anura Kumara Dissanayake and the National Peoples' Power coalition, as well as the government's commitment to securing a $3 billion loan facility from the International Monetary Fund (IMF), which has bolstered investor confidence.

However, the ongoing confusion surrounding government leadership regarding market openness and state interventions has left investors cautious and hesitant, as noted in the report.

Furthermore, attempts by the government to revise agreements have disrupted several major international projects:

  • The 'Sinopac' oil refinery project, which was set to be the largest foreign direct investment in Sri Lankan history at $3.7 billion adjacent to the Hambantota Port, remains stalled due to disagreements between the government and the company.
  • Adani Green Energy of India, which was poised to invest $400 million in a 484 MW wind power plant in the Northern Province, has decided to withdraw following government attempts to renegotiate an already approved agreement in February 2025.
  • A deal slated to be signed with China Harbour for the construction of a floating LNG terminal was quietly suspended by the government just days before the expected signing in December 2025.
  • Government leaders are evidently prioritizing expanded state interventions in the economy over privatization during the restructuring of state enterprises.

In 2025, Sri Lanka is projected to attract only $1.06 billion in foreign direct investment, equating to a mere 1% of its gross domestic product (GDP), contrasting sharply with emerging economies that generally achieve investment rates of 3% to 4%. The sectors benefiting most from these investments include manufacturing, port development, tourism, information technology, and real estate.

The report also points out deficiencies in the operational effectiveness of the Sri Lanka Board of Investment, which has failed to function as a comprehensive "one-stop shop" for services. Delays in digitalization among key institutions such as customs and port authorities, along with entrenched bureaucratic practices, have proven detrimental to foreign investors.

  • Legal restrictions prevent foreigners or companies with more than 50% foreign ownership from purchasing land outright, with the maximum allowable land ownership remaining at a minimal 3%.
  • A significant brain drain has led to severe labor shortages in sectors like IT, engineering, apparel, and tourism, compounded by stringent labor laws affecting workforce retention.
  • Lack of transparency in procurement processes, favoritism in tendering for politically connected parties, and delays in the judiciary further exacerbate the investment climate.

Amid these challenges, the US report suggests encouraging signs for 2025, including a projected 5% economic growth, controlled inflation, recorded remittances amounting to $8.1 billion, a rise in official foreign reserves to $6.8 billion, and noticeable growth in the Colombo stock market.

However, the US Department of State emphasizes that to genuinely attract real investments in the future, Sri Lanka must ensure policy stability, swift decision-making capabilities, tackle corruption, and expand international trade agreements.

  1. Same with the Japanese Government funded Airport development project. Tender document was prepared during latter part of RW Government. Tenders were called as soon as AKD became the President. 2 years gone. Still no physical progress.
