 කොළඹ නගරයේ පවතින ජලාපවහන කානු පද්ධතිය නිර්මාණය කර ඇත්තේ මිලිමීටර් 30ක පමණ සාමාන්‍ය වර්ෂාපතනයකට ඔරොත්තු දෙන පරිදි වුවද, සිකුරාදා පස්වරුවේ පැය කිහිපයක් තුළ මිලිමීටර් 129ක අධික වර්ෂාපතනයක් ඇදහැලීමෙන් නගරයේ කානු පද්ධතියේ ධාරිතාව සිව්ගුණයකින් පමණ ඉක්මවා ගිය බව කොළඹ නගරාධිපතිනී ව්‍රායි කැලි බැල්තසාර් මහත්මිය ප්‍රකාශ කළාය.

සුළු වැස්සකදී පවා කොළඹ නගරය සහ තදාසන්න ප්‍රදේශ ජලයෙන් යටවීමේ ගැටලුවට කඩිනම් සහ ක්ෂණික විසඳුම් හඳුනාගැනීම සඳහා අදාළ සියලුම රාජ්‍ය ආයතන සහ බලධාරීන්ගේ සහභාගීත්වයෙන් යුත් විශේෂ හදිසි සාකච්ඡාවක් මේ වන විට ආරම්භ කර ඇති බවද නගරාධිපතිනිය සඳහන් කළාය.

නාගරික ඉංජිනේරු අංශ, ශ්‍රී ලංකා ඉඩම් සංවර්ධනය කිරීමේ සංස්ථාව, මාර්ග සංවර්ධන අධිකාරිය, පොලිස් රථවාහන අංශය සහ ආපදා කළමනාකරණ නිලධාරීන් මෙම සාකච්ඡාවට එක්ව සිටිති.

සිකුරාදා පස්වරුවේ කොළඹ නගරයට ඇදහැළුණු මෙම අසාමාන්‍ය ධාරානිපාත වර්ෂාව හමුවේ නගරයේ ජනජීවිතය සහ ප්‍රවාහන පද්ධතිය මුළුමනින්ම අඩාල විය. කොල්ලුපිටිය ගාලු පාර, බම්බලපිටිය, බොරැල්ල, මරදාන, ආමර් වීදිය, තුම්මුල්ල සහ නගර ශාලාව අවට ප්‍රධාන මාර්ග අඩි එකහමාරකට ආසන්න උසකට ජලයෙන් යටවීම හේතුවෙන් කිලෝමීටර් ගණනාවක් දිවෙන දැවැන්ත රථවාහන තදබදයක් නිර්මාණය වූ අතර අධිවේගී මාර්ග පිවිසුම්ද දැඩි ලෙස අවහිර විය.

එමෙන්ම, කොළඹ කොටුව සහ මරදාන අතර දුම්රිය සංඥා පද්ධතිය ජලයෙන් යටවීම හේතුවෙන් හටගත් හදිසි කාර්මික දෝෂයක් නිසා ප්‍රධාන මාර්ගය, මුහුදුබඩ මාර්ගය සහ කැලණිවැලි මාර්ගයේ ධාවනය වූ සියලුම කාර්යාල දුම්රිය පැය ගණනාවක් ප්‍රමාද වී මගී ජනතාව දැඩි අසීරුතාවට පත්වූහ.

වඩාත්ම බරපතළ සිදුවීම වූයේ කොළඹ ජාතික රෝහල් පරිශ්‍රයට සහ හදිසි අනතුරු ඒකකයට වැසි ජලය කාන්දු වීමයි. ජල මට්ටම ඉහළ යාම නිසා රෝහලේ විදුලි සෝපාන පද්ධතිය සම්පූර්ණයෙන්ම අක්‍රිය කිරීමට සිදු වූ අතර, ඒ හේතුවෙන් බරපතළ රෝගීන් වාට්ටු සහ ශල්‍යාගාර අතරට රැගෙන යාමට පවා දැඩි බාධා එල්ල විය. 

පවතින අන්තර් මෝසම් කාලගුණ තත්ත්වය හේතුවෙන් ඉදිරි දිනවලදීද සවස් කාලයේ තද වැසි අපේක්ෂා කරන පසුබිමක, කානු පද්ධතිවල අවහිරතා කඩිනමින් ඉවත් කිරීම සහ ජලය බැසයාමේ මාර්ග විධිමත් කිරීම කෙරෙහි අද පැවැත්වෙන සාකච්ඡාවේදී විශේෂ අවධානය යොමුව තිබේ.

Colombo's Drainage System Strains Under Unprecedented Rainfall

The capital city of Colombo, designed to handle an average rainfall of approximately 30 millimeters, was overwhelmed last Friday afternoon when it experienced a staggering 129 millimeters of rain in just a few hours. This deluge pushed the city's drainage capabilities beyond four times their intended capacity, as pointed out by the Colombo Mayor, Rosy Senanayake.

In response to this critical situation, the Mayor announced that an urgent meeting has been convened, involving all relevant state agencies and officials, to quickly identify effective solutions to alleviate flooding in Colombo and nearby areas, even during mild showers.

Participants in the discussions include the Urban Engineering Division, the Sri Lanka Land Development Corporation, the Road Development Authority, the police transport division, and disaster management officials.

The extraordinary rainfall not only disrupted daily life in Colombo but also severely affected traffic. Major roads such as Galle Road in Kollupitiya, Bambalapitiya, Boralesgamuwa, Maradana, Amir Street, Thummulla, and the vicinity of the city hall were submerged, resulting in massive traffic congestion spanning several kilometers, while access to expressways was also heavily compromised.

Furthermore, flooding of the railway signaling system between Colombo Fort and Maradana caused significant operational failures, delaying the movement of trains on main routes, including the coastal railway line and the Kelani Valley line, leading to severe hardships for commuters.

Perhaps the most alarming incident occurred at the Colombo National Hospital, where rainwater inundated the emergency unit. Rising water levels forced the shutdown of the hospital's electrical staircase system, significantly hampering the transfer of critically ill patients between wards and surgical units.

Given the current adverse weather conditions, the discussions today will focus particularly on the swift removal of blockages in drainage systems and the establishment of effective drainage routes, as heavy rains are expected in the coming days.
