Call for Investigation into Police Actions Following Suspicious Deaths of Detainees
A citizens' organization has formally lodged a complaint with the Sri Lanka Human Rights Commission, urging an investigation into the actions of Inspector General of Police Priyantha Weerasuriya. The request comes in light of an alarming trend of detainees dying under police custody.
Ravindran Nishshanka, the organization's convener, expressed concern at a media briefing following the submission of the complaint. He highlighted that the lack of proper implementation of essential guidelines and recommendations issued by the Human Rights Commission regarding the safety of detainees is a critical factor behind these incidents.
Recent statistics reveal that nearly fifty individuals have lost their lives while in police custody over the last five years. Nishshanka condemned these deaths as a manifestation of inhumane practices and blatant violations of the fundamental rights of detainees by law enforcement officials.
He cited a recent incident involving the death of a suspect in custody at the Homagama Police station as a pointed example. In response to this event, key officials, including the chief inspector of Homagama Police, the head of the criminal investigations division, and the officer in charge of the detention center, have been suspended from their duties.
During the briefing, Nishshanka further revealed that a former officer in charge of the Wanathavilluwa Police Station, who faced numerous allegations, was appointed by the police chief as the chief investigator at a significant police station like Homagama based on personal connections. He stressed that such appointments are unacceptable, particularly when the senior police officer of the Homagama division had previously warned about the inappropriateness of this officer's appointment in writing just eight months ago. The lack of action taken by the Inspector General of Police on this matter requires serious scrutiny, he asserted.
The organization emphasized that there is considerable unrest among internal officials of the police department, underscoring that the current police chief operates according to political expediencies rather than professional standards. They have called on the Inspector General to promptly implement the Human Rights Commission's recommendations aimed at safeguarding the lives of those in custody and to initiate an immediate investigation into the sweeping violations concerning these recommendations.
