New Guidelines Ease TIN Requirement for Public Services in Sri Lanka

The Sri Lankan government has introduced a special facilitation program ensuring that citizens without a Taxpayer Identification Number (TIN) can access essential services such as vehicle revenue license renewals and new bank account openings without hindrance.

Recent instructions from the Department of Inland Revenue clarify that services should not be delayed or denied solely based on the inability to present a TIN certificate. Individuals who are aware of their TIN number can provide it even without the physical certificate.

For those who have not yet obtained a TIN, the department advises that essential personal details—including national identification number, name, address, phone number, and email—should be provided to the relevant agency to facilitate the generation of a TIN.

Starting from November 1, presentation of a TIN certificate will only be compulsory for eight specific transactions.

  1. Opening a new account in a bank or financial institution (basic information provision allows access to the service).
  2. Renewing a motor vehicle revenue license (basic information provision allows access to the service).
  3. Obtaining a credit card.
  4. Getting approval for building plans.
  5. Registering a motor vehicle.
  6. Registering ownership of land or property.
  7. Registering a business.
  8. Transferring shares in a company.

A TIN certificate, generated automatically by the system, is fully valid for any official purpose, whether in hard copy or soft copy formats accessible via mobile devices. The department emphasizes that no official signatures, embossed seals, or certifications of authenticity are required.

While it is mandatory for every resident citizen aged 18 and over to obtain a TIN, the Department of Inland Revenue clarifies that possessing a TIN does not obligate anyone to pay taxes unless their annual income exceeds the legal threshold of 1.8 million rupees (approximately 150,000 rupees per month).

Furthermore, to alleviate unnecessary congestion at both online systems and departmental offices, the public is kindly requested to secure a TIN only if they require one of the aforementioned services immediately. Those without urgent needs are encouraged to register online or in person once the crowding diminishes.
