Road Collapse Disrupts Access to Private School in Nuwara Eliya
The collapse of a road due to the failure to address a broken water pipe has entirely obstructed access to a prominent private school in Nuwara Eliya, raising serious concerns from local conservationists.
As a direct result of the road failure, students have been granted a two-week holiday, significantly impacting their educational activities, as highlighted by representatives of the Nuwara Eliya Conservation Organization, Dinesh Lanka Geegange and Nalaka Dinesh Ratnayake.
They pointed out that if authorities had intervened promptly to secure the hazardous area and take emergency measures when the water pipe first broke, such a severe road collapse could have been prevented.
"It was vital for responsible officials to pay attention as soon as the water pipe issue emerged. Neglecting this situation when it was manageable has led to a significant problem today. This matter transcends just a simple road collapse; it raises concerns about governance and accountability," they stated.
While acknowledging the necessity for road repairs, they argued that suspending educational activities for two weeks is not a reasonable solution. Decisions regarding the school’s academic timetable should not be determined based solely on the contractor's convenience, they insisted, emphasizing the need to develop alternative methods to ensure continuous learning for students.
Although the school attempted to conduct classes online during the break, representatives criticized the effectiveness of this approach. They noted the disparity in access to internet resources, technical equipment, and suitable learning environments may hinder equitable educational opportunities for all students.
The organization underscored that children's education cannot be limited to receiving lessons through the internet. Engaging live interactions with teachers, hands-on learning experiences, and the overall social and emotional development of children are vital components of the educational process.
Despite being a private institution, they stressed that any decisions directly affecting children's education must adhere to well-structured plans and responsible actions. They condemned decisions that infringe on children's right to education.
In response, the Mayor of Nuwara Eliya explained that the main route accessing the school was partially and later fully damaged due to the impacts of a dual cyclone, and affirmed that the road is an auxiliary route owned by the municipal council.
Although tenders have been called for road reconstruction for several months, no contractors bid due to existing challenges, he noted. Eventually, one company accepted the contract and commenced work last October.
The mayor anticipated that the reconstruction would be completed within three months, allowing the road to be fully restored by the time schools resume in January.
He reassured that alternative routes were feasible during the construction period to ensure students can access school without disruption, adding that decisions regarding school operations or holidays reside with the school's administration. He expressed that he cannot take responsibility for those decisions as the mayor.
Refuting allegations of exorbitant expenditures for road repairs, he emphasized the municipal council's goal to execute high-quality construction with minimal costs, stating that such efforts would be undertaken under the guidance and supervision of engineers and technical officials.
Representatives from the Nuwara Eliya Conservation Organization called for a formal investigation into the causes of the road collapse to identify accountable parties and urged for prompt and safe road repairs to resume normal educational activities at the school.
