ශ්‍රී ලාංකික මුස්ලිම් බැතිමතුන්ගේ හජ් වන්දනාව වඩාත් විධිමත් සහ පහසු කිරීම සඳහා නව ‘හජ් පනතක්’ සකස් කර ඇති බවත්, එය මේ වන විට නීති කෙටුම්පත් සම්පාදක දෙපාර්තමේන්තුව වෙත යොමු කර ඇති බවත් ආගමික හා සංස්කෘතික කටයුතු අමාත්‍ය හිනිදුම සුනිල් සෙනෙවි මහතා පාර්ලිමේන්තුවේදී ප්‍රකාශ කළේය.

පාර්ලිමේන්තු මන්ත්‍රී රුවන් මාපළගම මහතා විසින් යොමු කරන ලද ප්‍රශ්නයකට පිළිතුරු දෙමින් අමාත්‍යවරයා මේ බව සඳහන් කළේය.

එහිදී වැඩිදුරටත් කරුණු දැක්වූ අමාත්‍යවරයා මෙසේ ද පැවසීය.

"ලංකාවේ වෙසෙන මිලියන දෙකකට අධික මුස්ලිම් ජනතාව වෙනුවෙන් හජ් වන්දනාව විධිමත් කිරීම අපේ අරමුණයි. දැනට මේ සම්බන්ධයෙන් පවතින්නේ 2013 වසරේ සිට ක්‍රියාත්මක වන මාර්ගෝපදේශ මාලාවක්  පමණයි. එය විධිමත් පනතක්  බවට පත් කිරීම හජ් කමිටුවේ ප්‍රමුඛ කාර්යයක් ලෙස අප භාර ගත්තා. මේ වන විට එම පනත් කෙටුම්පත සකස් කර අවසන් කර නීති කෙටුම්පත් සම්පාදක දෙපාර්තමේන්තුව වෙත යොමු කර තිබෙනවා. මෙම පනත සම්මත වීමෙන් පසු බැතිමතුන්ට වඩාත් විධිමත් සේවාවක් ලබා දීමට අපට හැකියාව ලැබෙනවා."

හජ් බැතිමතුන් වෙනුවෙන් රජය ගෙන ඇති නව ක්‍රියාමාර්ග පිළිබඳව ද අමාත්‍යවරයා මෙහිදී කරුණු පැහැදිලි කළේය. ඒ අනුව, මීනා, අරෆා සහ මුස්දලිෆා යන ස්ථානවල බැතිමතුන්ට ලැබෙන නවාතැන් සහ අනෙකුත් පහසුකම් මෙතෙක් පැවති ‘සී’ කාණ්ඩයේ සිට ‘බී’ කාණ්ඩය දක්වා ඉහළ නැංවීමට රජය සමත් වී ඇති බව ඔහු පැවසීය. එමෙන්ම ප්‍රවාහන පහසුකම් ද වැඩි දියුණු කර ඇති අතර, එක් බස් රථයක බැතිමතුන් 50 දෙනෙකු බැගින් ගමන් කිරීමට පහසුකම් සලසා ඇත.

හජ් වන්දනාව සඳහා වැය වන අධික පිරිවැය පිළිබඳව ද අමාත්‍යවරයා අදහස් දැක්වීය.

"හජ් වන්දනාව සඳහා රුපියල් ලක්ෂ 20 සිට 25 දක්වා විශාල මුදලක් වැය වන බව අප දන්නවා. පසුගිය වසරේදී අප එම මුදල යම් ප්‍රමාණයකින් අඩු කිරීමට සමත් වුණා. ඉදිරියේදී බැතිමතුන්ට මෙම මුදල ගෙවා ගැනීම සඳහා සහනදායී ණය පහසුකම් ලබා දීමට ද අප කටයුතු කරමින් සිටිනවා." යැයි ද අමාත්‍යවරයා වැඩිදුරටත් සඳහන් කළේය.

සෞදි රජය, දේශීය සංචාරක නියෝජිතයන් සහ සේවා සපයන්නන් සමඟ සමීපව කටයුතු කරමින් බැතිමතුන්ට උපරිම පහසුකම් සැලසීමට අමාත්‍යාංශය කැපවී සිටින බව ද හිනිදුම සුනිල් සෙනෙවි මහතා මෙහිදී අවධාරණය කළේය.

New Hajj Law Aimed at Streamlining Pilgrimage for Sri Lankan Muslims

The Minister of Religious and Cultural Affairs, Hiniduma Sunil Senewi, announced in Parliament that a new "Hajj Bill" has been drafted to facilitate the pilgrimage for the Muslim community in Sri Lanka. This proposed legislation has already been sent to the Department of Legal Drafting for its review.

In response to a question posed by Parliamentarian Ruwan Mapalagama, the minister highlighted the government's commitment to improving the Hajj experience for the more than two million Muslims living in the country. Currently, guidance for the Hajj has been conducted under a framework established in 2013, but the ministry recognizes the necessity of transforming this guidance into a formal legal structure.

"Our aim is to enhance the Hajj pilgrimage arrangements for the Muslim population in Sri Lanka," the minister emphasized. "We have taken on the task of converting the existing guidelines into a comprehensive act, which has now been finalized and forwarded to the appropriate department. Once passed, this law will enable us to provide more efficient services to the pilgrims."

Senewi further elaborated on the new measures being implemented to benefit Hajj pilgrims. He noted that accommodations and other facilities at key pilgrimage sites such as Mina, Arafat, and Muzdalifah have been upgraded from category 'C' to 'B'. Additionally, he pointed out that transportation arrangements have also been improved, allowing for up to 50 pilgrims to travel together on a single bus.

Addressing concerns over the high costs associated with the pilgrimage, the minister acknowledged that expenses for the Hajj can range from Rs. 2 million to Rs. 2.5 million. "Last year, we managed to reduce this cost to some extent. In the future, we are working on providing financial assistance and favorable loan facilities to enable pilgrims to manage these expenses," he added.

He also stressed that his ministry is dedicated to working closely with the Saudi government, local travel agents, and service providers to ensure that maximum convenience is offered to the pilgrims.
