 නොරොච්චෝලේ ලක්විජය ගල්අඟුරු බලාගාරයේ ගල්අඟුරු තොග සීඝ්‍රයෙන් අවසන් වෙමින් පැවතීම හේතුවෙන් එහි විදුලි උත්පාදන ධාරිතාව අඩකින් පමණ අඩු කිරීමට බලධාරීන් පියවර ගෙන තිබේ. 

බලශක්ති විශේෂඥ විධුර රාලපනාව මහතා පෙන්වා දෙන්නේ, බලාගාරයේ ක්‍රියාකාරී ඒකක දෙකක ධාරිතාව ඊයේ දිනයේදී මෙගාවොට් 270 සිට මෙගාවොට් 140 දක්වා පහත හෙළීමට සිදුව ඇති බවයි.

මෙම හදිසි තත්ත්වය බලධාරීන්ගේ දුර්වල සැලසුම්කරණයක ප්‍රතිඵලයක් බව පවසන රාලපනාව මහතා, අවම වශයෙන් මීට දින 10කට පෙරවත් බලාගාරයේ ධාරිතාව මෙලෙස සීමා කළේ නම් ඩීසල් භාවිතය යම් ප්‍රමාණයකට අවම කර ගැනීමට අවස්ථාව තිබූ බව සඳහන් කරයි.

දැනට බලාගාරය සතු ගල්අඟුරු තොග ප්‍රමාණවත් වන්නේ ලබන සිකුරාදා රාත්‍රිය දක්වා පමණක් වන අතර, සමස්ත විදුලි පද්ධතියම මේ වන විට ඉතා අවදානම් සහගත තත්ත්වයක පවතින බව ඔහු අනාවරණය කරයි. මීට පෙර ප්‍රතික්ෂේප වූ 'තරංජෝත්' (Taranjot) නෞකාව ලබන සිකුරාදා (04) දිවයිනට ළඟා වීමට නියමිතව ඇත. මුහුද රළු ස්වභාවයක් ගත්තද, බලාගාරය අඛණ්ඩව පවත්වාගෙන යාමට නම් එදිනම ගල්අඟුරු ගොඩබෑමේ කටයුතු ආරම්භ කළ යුතු බව ඔහු අවධාරණය කරයි.

මීට අමතරව, නව ටෙන්ඩරය යටතේ ඇණවුම් කළ මීළඟ ගල්අඟුරු නැව සැප්තැම්බර් 15 වැනිදා වන විට ගොඩබෑම ආරම්භ කළ යුතු අතර, එසේ නොවුවහොත් බලාගාරයේ ධාරිතාව තවදුරටත් සීමා කිරීමට සිදුවනු ඇත.

බලාගාරයේ ගබඩා අංගනයේ පවතින අවසාන ගල්අඟුරු කොටස් පවා මේ වන විට සූරා භාවිතයට ගනිමින් පවතින බවත්, ගල්අඟුරු බලාගාරයක් මෙලෙස ක්‍රියාත්මක කිරීම කිසිසේත්ම උචිත නොවන බවත් විධුර රාලපනාව මහතා වැඩිදුරටත් පෙන්වා දෙයි.

මේ අතර හිටපු ඇමති චම්පික රණවක මහතා පවසන්නේ තමන් මීට පෙර අනතුරු ඇඟවූ පරිදිම මෙරට බලශක්ති අර්බුදය මේ වන විට උච්චතම අවස්ථාවට පැමිණ ඇති බවය.

රණවක මහතා සිය සමාජ මාධ්‍ය ගිණුම හරහා ප්‍රකාශ කර ඇත්තේ, ගල්අඟුරු හිඟය නිසා බලාගාරයේ ඒකක දෙකක විදුලි උත්පාදන ධාරිතාව ඊයේ (30) සිට මෙගාවොට් 270 සිට මෙගාවොට් 130 දක්වා අඩු කිරීමට බලධාරීන් පියවර ගෙන ඇති බවයි.

බලාගාරයේ පවතින අවසාන ගල්අඟුරු තොග පවා මේ වන විට භාවිතයට ගනිමින් පවතින අතර, මෙය බලාගාරයක් ක්‍රියාත්මක කළ යුතු සාමාන්‍ය ක්‍රමය නොවන බව ද ඔහු අවධාරණය කරයි.

නොරොච්චෝලේ බලාගාරයේ සම්පූර්ණ ධාරිතාව මෙගාවොට් 900ක් වුවද, ඊයේ දින උපරිම ඉල්ලුම පැවති අවස්ථාවේදී (Peak Demand) උත්පාදනය කර ඇත්තේ මෙගාවොට් 282ක් වැනි සුළු ප්‍රමාණයක් බව ඔහු පෙන්වා දෙයි.

ලංකා විදුලිබල මණ්ඩලය නිකුත් කළ 2026.08.30 දිනැති වාර්තාව මගින් ද ගල්අඟුරු හිඟය නිසා විදුලි උත්පාදනය සීමා කර ඇති බව තහවුරු කර ඇත.

ගල්අඟුරු බලාගාරයෙන් අහිමි වන විදුලි ධාරිතාව පියවා ගැනීම සඳහා ඩීසල් බලාගාර ක්‍රියාත්මක කිරීමට සිදුව ඇති අතර, ඒ සඳහා දිනකට ඩීසල් ලීටර් ලක්ෂ 14ක් පමණ අවශ්‍ය වේ.

ඩීසල් බලාගාරයකින් විදුලි ඒකකයක් නිපදවීමට රුපියල් 120ක පමණ පිරිවැයක් දැරීමට සිදුවුවද, එම ඒකකයක් විකුණනු ලබන්නේ රුපියල් 37කට බව රණවක මහතා පවසයි.

කිරිපිටි සහ පාන්පිටි වැනි අත්‍යවශ්‍ය ද්‍රව්‍යවලින් ජනතාවගෙන් අය කරගන්නා බදු මුදල්, ගල්අඟුරු වංචා සහ අක්‍රමිකතා නිසා ඇති වූ මෙම පාඩුව පියවීමට මෙලෙස විනාශ කර දැමීම කෙතරම් යුක්තිසහගත දැයි ඔහු බලධාරීන්ගෙන් ප්‍රශ්න කර සිටියි.

Energy Crisis Escalates at Norochcholai Coal Power Plant Due to Depleting Coal Stocks

The situation at the Lakvijaya coal power plant in Norochcholai has become critical, with officials forced to reduce electricity generation capacity due to rapidly dwindling coal supplies. The plant's output was slashed from 270 megawatts to just 140 megawatts yesterday, highlighting the severity of the energy crisis.

Energy specialist Vidura Ralapanawe pointed out that this drastic cut in capacity stems from poor planning on the part of authorities. He noted that had they limited the plant's output at least ten days earlier, it might have been possible to reduce diesel usage significantly.

Current stockpiles of coal at the facility are expected to last only until Friday night, placing the entire electricity system in a precarious state. Ralapanawe indicated that the previously delayed Taranjot vessel is scheduled to arrive on the island this Friday, emphasizing that operations to unload the coal must commence immediately, despite unfavourable sea conditions.

Furthermore, he warned that under a new tender, arrangements for the next coal shipment should begin by September 15; failure to do so could lead to further limitations on the plant's capacity.

Currently, even the last remnants of coal stored at the facility are being utilized for urgent power generation, a scenario that Ralapanawe described as wholly inappropriate for the operation of a coal power plant.

In a related development, former minister Champika Ranawaka has stressed that the country's energy crisis has now reached its peak, as the plant's electricity production has been severely hampered by the approaching depletion of coal supplies.

Ranawaka revealed via his social media account that the reduction in power output from the two operational units occurred on August 30, resulting in a fall from 270 megawatts to approximately 130 megawatts due to the coal shortage.

He reiterated that the residual coal stocks are currently in use, underscoring that this is not the standard operational practice for a power plant. Although the total capacity of the Norochcholai facility is 900 megawatts, it only managed to produce 282 megawatts during peak demand hours, a stark indication of the crisis.

A report from the Ceylon Electricity Board dated August 30 confirms the limitations in electricity generation stemming from the coal deficit.

In response to the loss of capacity from the coal plant, officials have initiated operations of diesel power plants, which require approximately 1.4 million litres of diesel per day. Despite needing around 120 rupees to produce electricity from diesel, these units are sold at just 37 rupees, as noted by Ranawaka.

He raised concerns over the loss expected from this exploitation of resources, questioning the justification for the losses resulting from tax impositions on essential items such as milk powder and bread, compounded by coal smuggling and irregularities.
