නෙවිල් ප්‍රනාන්දු රෝහලේ හිමිකාරිත්වය භාණ්ඩාගාරය සතු සමාගමකට.. කළමනාකරණය ගුවන් හමුදාවට..

මාලඹේ වෛද්‍ය නෙවිල් ප්‍රනාන්දු රෝහලේ කළමනාකරණ කටයුතු ශ්‍රී ලංකා ගුවන් හමුදාව යටතේ 'දෙමුහුන්' මෙහෙයුම් ආකෘතියකට අනුව පවත්වාගෙන යාමටත්, එහි පූර්ණ හිමිකාරිත්වය මහා භාණ්ඩාගාරය සතු සමාගමක් යටතට පත් කිරීමටත් අමාත්‍ය මණ්ඩල අනුමැතිය හිමිව තිබේ.

ආරක්ෂක අමාත්‍යවරයා වශයෙන් ජනාධිපතිවරයා සහ සෞඛ්‍ය හා ජනමාධ්‍ය අමාත්‍යවරයා විසින් ඒකාබද්ධව ඉදිරිපත් කරන ලද යෝජනාවකට මෙලෙස කැබිනට් අනුමැතිය ලැබී ඇත.

මුදල්, ක්‍රමසම්පාදන සහ ආර්ථික සංවර්ධන අමාත්‍යාංශය, ආරක්ෂක අමාත්‍යාංශය, සෞඛ්‍ය හා ජනමාධ්‍ය අමාත්‍යාංශය මෙන්ම ශ්‍රී ලංකා ගුවන් හමුදාව එක්ව සකස් කරන ලද නව පාලන සහ මූල්‍ය රාමුවකට අනුව මෙම තීරණය ක්‍රියාත්මක කෙරේ.

ඒ යටතේ රෝහල මගින් මහජනතාව වෙනුවෙන් නොමිලේ මෙන්ම සාධාරණ ගාස්තු අය කිරීමේ පදනම මත ද නේවාසික සහ බාහිර රෝගී ප්‍රතිකාර සේවාවන් සැපයීමට නියමිතය.

අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලද නව කළමනාකරණ සැලැස්මේ ප්‍රධාන කරුණු මෙසේය.

• හිමිකාරිත්වය සහ පාලනය: සමාගම් පනත යටතේ සංස්ථාපනය කෙරෙන, මහා භාණ්ඩාගාරය සතු සියයට 100ක පූර්ණ කොටස් හිමිකාරිත්වයක් සහිත රජයේ සමාගමක් වෙත රෝහලේ අයිතිය සහ වත්කම් පවරනු ලබන අතර, එහි සමස්ත කළමනාකරණ කටයුතු ශ්‍රී ලංකා ගුවන් හමුදාව විසින් සිදු කරනු ඇත.
•  අධ්‍යක්ෂ මණ්ඩලය: ආරක්ෂක අමාත්‍යාංශ ලේකම්වරයාගේ නිර්දේශය පරිදි භාණ්ඩාගාර ලේකම්වරයා විසින් සාමාජිකයන් 11 දෙනෙකුගෙන් සමන්විත නව අධ්‍යක්ෂ මණ්ඩලයක් අදාළ සමාගම වෙනුවෙන් පත් කරනු ලැබේ.
• මූල්‍ය ප්‍රතිපාදන: 2026 සිට 2028 දක්වා වූ ඉදිරි දෙවසරක කාලය තුළ රෝහලේ කාර්ය මණ්ඩල වැටුප් සහ මෙහෙයුම් වියදම් සඳහා අවශ්‍ය මුදල් මහා භාණ්ඩාගාරය විසින් සපයනු ඇති අතර, ඉන් අනතුරුව රෝහල ස්වයං මූල්‍යකරණයෙන් (Self-financing) පවත්වාගෙන යන ආයතනයක් බවට පත් කළ යුතුය.
• නොමිලේ ඖෂධ සැපයීම: රෝහල හරහා මහජනතාවට නොමිලේ පිරිනමනු ලබන සෞඛ්‍ය සේවාවන් සඳහා සෞඛ්‍ය හා ජනමාධ්‍ය අමාත්‍යාංශයට වෙන් කෙරෙන ප්‍රතිපාදනවලින් වාර්ෂිකව රුපියල් මිලියන 125ක් වටිනා ඖෂධ, වෛද්‍ය සැපයුම් සහ සෙසු පාරිභෝජ්‍ය ද්‍රව්‍ය ලබා දීමට පියවර ගැනේ.

2017 වසරේදී සෞඛ්‍ය අමාත්‍යාංශය යටතට පවරා ගැනුණු මෙම රෝහල, රජයේ ව්‍යවසායයක් ලෙස වඩාත් ඵලදායීව මහජන සේවයට යෙදවීමේ අරමුණින් මෙම නව වැඩපිළිවෙළ ක්‍රියාවට නංවා ඇත.

Malabe Hospital to Transition Under Sri Lanka Air Force Management

In a significant move to enhance management and operations, Malabe Hospital will operate under the 'Dual Command' operational model of the Sri Lanka Air Force, following Cabinet approval to transfer full ownership to a state-owned enterprise under the supervision of the Ministry of Finance.

This joint proposal was put forward by the President, serving as the Minister of Defence, alongside the Minister of Health and Media, receiving unanimous Cabinet endorsement.

The decision, coordinated with the Ministries of Finance, Defence, and Health, as well as the Sri Lanka Air Force, aims to implement a new governance and financial framework for the hospital.

As per the guidelines, the hospital will provide medical services to the public at no cost and on a fair fee basis, ensuring accessibility to both residential and external patients.

The main points of the new management plan, as approved by the Cabinet, include the following:

• Ownership and Control: The hospital’s assets and ownership will be transferred to a government company established under the Companies Act, with 100% ownership retained by the Treasury. The Sri Lanka Air Force will oversee all management operations.
• Board of Directors: A new board will be appointed for the organization, comprising 11 members based on the recommendations of the Secretary of the Ministry of Defence and appointed by the Secretary of the Treasury.
• Financial Provisions: The Treasury will allocate funds required for staff salaries and operational expenses over the next two years, from 2026 to 2028, after which the hospital is expected to become a self-financing entity.
• Free Medication Provision: The Ministry of Health and Media will earmark provisions for the free medical services provided through the hospital, ensuring the supply of medicines, medical supplies, and other consumables worth Rs. 125 million annually to the public.

Originally brought under the Ministry of Health in 2017, this hospital aims to maximize its efficiency and effectiveness as a public service through the newly established operational framework.
